發展新動能推動農業增效農民增收農村增綠

讓農(nong)民(min)購買化肥(fei)(fei)零首付(fu),通過分期(qi)(qi)(qi)付(fu)款打造(zao)“肥(fei)(fei)寶寶”直(zhi)銷模式(shi),一撥(bo)有(you)志于“三(san)農(nong)”的(de)年(nian)輕人創辦了南京農(nong)分期(qi)(qi)(qi)電子(zi)商務(wu)有(you)限(xian)公(gong)司,并在今年(nian)赴安徽十(shi)幾個縣推(tui)廣,農(nong)民(min)踴躍訂購化肥(fei)(fei)近(jin)萬噸。目(mu)前,這(zhe)家(jia)“農(nong)分期(qi)(qi)(qi)”正(zheng)在把觸角(jiao)伸到全國農(nong)業生產(chan)性服務(wu)業的(de)諸多鏈條。隨(sui)著農(nong)村(cun)(cun)供給側結構性改革的(de)深入推(tui)進和農(nong)業農(nong)村(cun)(cun)創業創新(xin)(xin)活動(dong)(dong)的(de)普遍開展,農(nong)業農(nong)村(cun)(cun)發展新(xin)(xin)動(dong)(dong)能正(zheng)在各地涌(yong)動(dong)(dong),有(you)力推(tui)動(dong)(dong)了農(nong)業增(zeng)(zeng)效、農(nong)民(min)增(zeng)(zeng)收和農(nong)村(cun)(cun)增(zeng)(zeng)綠。
去年以來,農業(ye)(ye)農村優先發展,各地和有關部門堅(jian)持把壯大新(xin)產業(ye)(ye)新(xin)業(ye)(ye)態、培育新(xin)主體作為重要(yao)抓手(shou),強化政(zheng)策創設,農村經濟發展煥發出(chu)巨(ju)大活力,呈現出(chu)多(duo)模式推(tui)進(jin)、多(duo)主體參(can)與、多(duo)機制(zhi)聯結、多(duo)要(yao)素(su)發力、多(duo)業(ye)(ye)態打造的多(duo)元化推(tui)進(jin)格(ge)局。
農產品加(jia)(jia)工(gong)業(ye)穩中向好。去年1—9月,規模(mo)以上(shang)農產品加(jia)(jia)工(gong)業(ye)實現(xian)主營(ying)業(ye)務(wu)收入15.3萬(wan)億元,實現(xian)利潤總額9689億元,同比增(zeng)長9.1%,增(zeng)速同比提高5.2個百分點。農產品精深加(jia)(jia)工(gong)在農產品加(jia)(jia)工(gong)中的占比不(bu)(bu)斷擴大,與(yu)初加(jia)(jia)工(gong)、綜合利用加(jia)(jia)工(gong)協調(diao)發展水平不(bu)(bu)斷提高,農產品加(jia)(jia)工(gong)業(ye)已成為農業(ye)農村(cun)經濟(ji)的支柱(zhu)產業(ye)。
休(xiu)閑農業和鄉(xiang)(xiang)村旅游(you)(you)井噴式增長(chang)。休(xiu)閑農業和鄉(xiang)(xiang)村旅游(you)(you)的(de)供給結構更(geng)加優化,要素資源更(geng)加活躍。截(jie)至去年,休(xiu)閑農業和鄉(xiang)(xiang)村旅游(you)(you)各(ge)類經營主體(ti)已達33萬家,營業收(shou)入(ru)近(jin)5500億元(yuan),整個產(chan)業呈(cheng)現出(chu)“井噴式”增長(chang)態勢。
農(nong)(nong)村(cun)一二(er)三產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)融合(he)趨(qu)勢明(ming)顯。通(tong)過農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)與(yu)商貿物流融合(he),催生(sheng)了儲藏保鮮、中央(yang)廚房(fang)、直供直銷、個人定制等產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)延伸類(lei)型;通(tong)過農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)與(yu)文化(hua)、教育(yu)、生(sheng)態、康養等產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)融合(he),催生(sheng)了創(chuang)意農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)、教育(yu)農(nong)(nong)園等功能(neng)拓展類(lei)型;通(tong)過農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)與(yu)信息產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)融合(he),催生(sheng)了在線農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)、智慧(hui)農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)、農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)眾籌等新技術滲透類(lei)型;通(tong)過農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)與(yu)城鎮化(hua)融合(he),催生(sheng)出特色小鎮、田園綜合(he)體等產(chan)(chan)(chan)城融合(he)類(lei)型。
農村創(chuang)(chuang)業(ye)創(chuang)(chuang)新(xin)(xin)風(feng)生水(shui)起。農業(ye)農村新(xin)(xin)主(zhu)(zhu)體不斷增多,截至(zhi)去(qu)年,各類返鄉下鄉創(chuang)(chuang)業(ye)創(chuang)(chuang)新(xin)(xin)人員達到700萬(wan)(wan)人,新(xin)(xin)型職業(ye)農民超過(guo)1400萬(wan)(wan)人,新(xin)(xin)型經營(ying)主(zhu)(zhu)體290萬(wan)(wan)家;82%的(de)返鄉下鄉雙(shuang)創(chuang)(chuang)產業(ye)是融合類產業(ye),覆(fu)蓋特色種養、加工(gong)流通、休閑旅(lv)游(you)、信息(xi)服務、電子商務等(deng)多領域(yu);54%以上的(de)雙(shuang)創(chuang)(chuang)主(zhu)(zhu)體運(yun)用互聯(lian)網等(deng)現代(dai)信息(xi)技術,89%的(de)雙(shuang)創(chuang)(chuang)主(zhu)(zhu)體都是抱團創(chuang)(chuang)業(ye)、聯(lian)合創(chuang)(chuang)業(ye)。
