充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設(she)施(shi)為電(dian)(dian)(dian)動(dong)汽車(che)提供充(chong)(chong)(換)電(dian)(dian)(dian)服務,是(shi)電(dian)(dian)(dian)動(dong)汽車(che)推廣普及的(de)(de)(de)必要(yao)(yao)配套設(she)施(shi)。構建高質量(liang)充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設(she)施(shi)體(ti)系(xi)是(shi)促進電(dian)(dian)(dian)動(dong)汽車(che)產業健康可持續發(fa)展(zhan)的(de)(de)(de)有力保障(zhang),是(shi)推動(dong)能源(yuan)消費轉(zhuan)型、新型電(dian)(dian)(dian)力系(xi)統建設(she)的(de)(de)(de)重(zhong)要(yao)(yao)內(nei)容,是(shi)踐行“四個(ge)革命、一個(ge)合作(zuo)”能源(yuan)安全新戰略的(de)(de)(de)生動(dong)實踐,是(shi)落實黨中(zhong)央、國(guo)務院加(jia)快綠色低碳(tan)發(fa)展(zhan)決(jue)策部署、碳(tan)達(da)峰(feng)碳(tan)中(zhong)和目(mu)標(biao)任務的(de)(de)(de)重(zhong)要(yao)(yao)舉措(cuo)。黨中(zhong)央、國(guo)務院高度重(zhong)視充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設(she)施(shi)建設(she)發(fa)展(zhan),國(guo)務院辦公廳(ting)印(yin)發(fa)《關于進一步(bu)構建高質量(liang)充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設(she)施(shi)體(ti)系(xi)的(de)(de)(de)指(zhi)導意(yi)見》,提出構建覆蓋廣泛、規模適度、結構合理、功能完善的(de)(de)(de)高質量(liang)充(chong)(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設(she)施(shi)體(ti)系(xi)。

十三五”規劃實施以來,四川省認真貫徹落實黨中央、國務院決策部署,以“滿足人民群眾美好出行、綠色出行”為目標,按照“車樁相宜、適度超前”的原則,推動全省充電基礎設施科學有序發展,有效保障省內電動汽車快速發展的需求。未來,全省充電基礎設施將從規模覆蓋的培育期逐步邁入提質增效的成長期。為加快我省高質量充電基礎設施體系建設,組織編制《四川省充電基礎設施發展規劃》,明確發展目標和主要任務,規劃期限為2024-2030年。

一、規劃背景

(一)發展現狀


四(si)川(chuan)位于(yu)中(zhong)國西(xi)南部,地處長江黃河(he)上(shang)游,素有(you)“天府之國”美譽。全省面積48.6萬(wan)平方公里,與重慶、貴州、云南、西(xi)藏、青海、甘肅(su)和陜(shan)西(xi)等7省(自治區(qu)、直轄(xia)市)接(jie)壤,轄(xia)21個市(州)、183個縣(xian)(市、區(qu))。作為(wei)中(zhong)國發展(zhan)的戰略(lve)腹地,四(si)川(chuan)正大(da)力(li)推進成(cheng)渝地區(qu)雙城經濟(ji)圈建設,深入(ru)實施“四(si)化(hua)同步、城鄉融(rong)合(he)、五區(qu)共興(xing)”發展(zhan)戰略(lve),2023年末,全省常(chang)住人口8368萬(wan)人,呈凈流(liu)入(ru)態勢,常(chang)住人口城鎮化(hua)率達到59.5%?地區(qu)生產總(zong)值(GDP)60132.9億元(yuan),人均GDP突破7萬(wan)元(yuan)。

在國家新能源(yuan)汽車(che)(che)(含電動汽車(che)(che))支持政策的推動下,人(ren)民群眾對新能源(yuan)汽車(che)(che)的接受(shou)度和(he)認可度越(yue)來越(yue)高,新能源(yuan)汽車(che)(che)推廣應用(yong)迅速(su)發展。“十四(si)(si)(si)五(wu)”期間,四(si)(si)(si)川(chuan)(chuan)省大力實施(shi)“電動四(si)(si)(si)川(chuan)(chuan)”行動計劃(hua),電動汽車(che)(che)保有量快(kuai)速(su)增長(chang)、滲(shen)透率(lv)①逐年(nian)攀升,2023年(nian)底(di)數量達89.63萬輛,年(nian)均增速(su)71.3%,年(nian)均滲(shen)透率(lv)為20.9%。

充電(dian)基礎(chu)設(she)施規模持續擴(kuo)大。全省(sheng)現已(yi)建成投運充電(dian)樁32萬(wan)臺、額定(ding)功率(lv)(lv)533萬(wan)千(qian)瓦(wa),分別較“十三(san)五”末(mo)增長8.2倍、3.7倍。2023年,全省(sheng)充電(dian)基礎(chu)設施月(yue)均充電(dian)量(liang)(liang)2億千(qian)瓦(wa)時(shi)(shi),月(yue)充電(dian)量(liang)(liang)多(duo)次位列全國前三(san)?年平(ping)均時(shi)(shi)長利用率(lv)(lv)②7.8%,年平(ping)均功率(lv)(lv)利用率(lv)(lv)③3.99%,年最(zui)大(da)瞬時(shi)(shi)功率(lv)(lv)利用率(lv)(lv)④28.17%,現有充電(dian)基礎(chu)設施已(yi)基本滿足電(dian)動汽車充電(dian)需(xu)求。

充電(dian)基礎(chu)設施網絡(luo)初具(ju)雛形(xing)。以“四向(xiang)八廊(lang)”戰略(lve)性(xing)綜(zong)合交通(tong)走廊(lang)為(wei)(wei)重點,高(gao)標準推動既有高(gao)速(su)公(gong)(gong)路服(fu)務區(qu)(qu)充(chong)電基(ji)礎設施(shi)全覆蓋,城(cheng)(cheng)際(ji)快(kuai)充(chong)網(wang)絡(luo)(luo)(luo)初步形(xing)(xing)成?以“兩區(qu)(qu)(辦(ban)公(gong)(gong)區(qu)(qu)、居(ju)住區(qu)(qu))、三中(zhong)心(xin)(xin)(商(shang)業(ye)中(zhong)心(xin)(xin)、工業(ye)中(zhong)心(xin)(xin)、休閑中(zhong)心(xin)(xin))”為(wei)(wei)重點,以城(cheng)(cheng)市(shi)(shi)道路交通(tong)網(wang)絡(luo)(luo)(luo)為(wei)(wei)依托,形(xing)(xing)成快(kuai)慢(man)結合的城(cheng)(cheng)市(shi)(shi)充(chong)電網(wang)絡(luo)(luo)(luo),核心(xin)(xin)區(qu)(qu)域服(fu)務半(ban)徑達1.7公(gong)(gong)里?結合城(cheng)(cheng)鎮化推進工作,以縣(xian)級城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共直流快(kuai)充(chong)場站為(wei)(wei)重要場景的農村充(chong)電網(wang)絡(luo)(luo)(luo)加快(kuai)建設。

充電基礎設施服務能力大幅提升。省(sheng)級充電(dian)基(ji)(ji)礎(chu)設施監(jian)管平臺建成投運(yun),匯集充電(dian)運(yun)營商934個、充電(dian)站5793座、充電(dian)樁71096臺,有效促進(jin)了不同平臺、企業間(jian)信息數(shu)據整(zheng)合(he),基(ji)(ji)本實(shi)現了省(sheng)內充電(dian)基(ji)(ji)礎(chu)設施互聯互通。推廣(guang)應用“川逸充”應用軟件(APP),范圍覆蓋(gai)大型商超、駐車(che)換乘(P+R)停車(che)場、公(gong)(gong)園景區、高速公(gong)(gong)路服務區等(deng)場所(suo)公(gong)(gong)共充電(dian)基(ji)(ji)礎(chu)設施,初步(bu)實(shi)現了一個APP暢(chang)行全四(si)川。

充電基礎(chu)設施政策持續完善。不斷(duan)優化充(chong)電(dian)(dian)(dian)基礎(chu)(chu)設(she)(she)施(shi)(shi)頂層(ceng)設(she)(she)計(ji),相繼出臺系列政策(ce),涵蓋規(gui)范充(chong)電(dian)(dian)(dian)市場管理的市場準入、審批手(shou)續、建設(she)(she)標準、運(yun)行(xing)維護等建設(she)(she)運(yun)營制度和激(ji)發充(chong)電(dian)(dian)(dian)行(xing)業活力(li)的電(dian)(dian)(dian)價支持、建設(she)(she)補貼等激(ji)勵政策(ce),形成良好的充(chong)電(dian)(dian)(dian)基礎(chu)(chu)設(she)(she)施(shi)(shi)發展(zhan)環境?指導(dao)地(di)方印發區域內充(chong)電(dian)(dian)(dian)基礎(chu)(chu)設(she)(she)施(shi)(shi)專項規(gui)劃、工(gong)作方案,促進充(chong)電(dian)(dian)(dian)基礎(chu)(chu)設(she)(she)施(shi)(shi)的科學規(gui)劃、合理布局、有序發展(zhan)。

充電基(ji)礎設施創新應用成果豐碩。在(zai)全(quan)國率先推出居住區充(chong)(chong)電(dian)基(ji)礎(chu)設(she)施“統(tong)建統(tong)服(fu)”⑤建設(she)運營模(mo)式,建成“統(tong)建統(tong)服(fu)”小區634個、充(chong)(chong)電(dian)樁7000余臺,解決近3萬輛私(si)家車充(chong)(chong)電(dian)難題。提(ti)前布(bu)局(ju)車網融(rong)合互動(dong)技術,2023年充(chong)(chong)電(dian)基(ji)礎(chu)設(she)施參與需求側響(xiang)應(ying)(ying)7次(ci)、最(zui)大(da)響(xiang)應(ying)(ying)能力(li)達81萬千瓦。推動(dong)成都(dou)市(shi)建設(she)全(quan)國首創的“路側充(chong)(chong)電(dian)+儲能平(ping)急(ji)兩用(yong)基(ji)礎(chu)設(she)施”,支持宜賓市(shi)建設(she)全(quan)國重卡換電(dian)應(ying)(ying)用(yong)試點城(cheng)市(shi)和綠色貨運配送示范城(cheng)市(shi)。

(二)存在問題

總(zong)體(ti)來(lai)看,四川已形成規模超(chao)前、覆(fu)蓋(gai)廣泛、高(gao)效便捷的充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)體(ti)系,但著眼未(wei)來(lai)電(dian)(dian)(dian)(dian)(dian)動汽車(che)快速(su)增長的趨勢,依然(ran)存在一(yi)些薄弱環節。整體(ti)發展(zhan)布局(ju)(ju)不(bu)(bu)(bu)夠(gou)均衡。截(jie)至2023年底(di),成都平原和川南(nan)經(jing)濟(ji)區(qu)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)占全省比例(li)超(chao)90%,其(qi)中63%集(ji)中在成都市(shi)(shi),大(da)城(cheng)(cheng)市(shi)(shi)和中心城(cheng)(cheng)市(shi)(shi)集(ji)中化發展(zhan)明顯,經(jing)濟(ji)發展(zhan)較(jiao)差(cha)的地(di)區(qu)布局(ju)(ju)不(bu)(bu)(bu)足(zu)(zu)。城(cheng)(cheng)市(shi)(shi)內(nei)部(bu)主(zhu)要(yao)集(ji)中在主(zhu)城(cheng)(cheng)區(qu)、核心商圈等,城(cheng)(cheng)區(qu)邊緣和農(nong)村(cun)地(di)區(qu)則(ze)布局(ju)(ju)較(jiao)少。農(nong)村(cun)現有(you)公(gong)共(gong)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)樁僅(jin)9000余臺(tai),鄉鎮(zhen)覆(fu)蓋(gai)率不(bu)(bu)(bu)足(zu)(zu)40%,與國家要(yao)求的全覆(fu)蓋(gai)目標(biao)差(cha)距較(jiao)大(da),充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)市(shi)(shi)場化發展(zhan)布局(ju)(ju)與基(ji)(ji)礎(chu)保障性(xing)需求存在差(cha)距。居(ju)住區(qu)建(jian)樁仍有(you)瓶頸。截(jie)至2023年底(di),我省尚未(wei)出臺(tai)居(ju)住區(qu)的充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)相關指導政策,部(bu)分(fen)(fen)城(cheng)(cheng)市(shi)(shi)老舊小區(qu)因供電(dian)(dian)(dian)(dian)(dian)設(she)施(shi)(shi)(shi)(shi)容量不(bu)(bu)(bu)足(zu)(zu)、權(quan)屬復雜、安(an)全管(guan)理責任(ren)不(bu)(bu)(bu)清晰(xi)等原因,充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)安(an)裝(zhuang)難?部(bu)分(fen)(fen)新建(jian)居(ju)住區(qu)未(wei)落實100%預留充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)安(an)裝(zhuang)條件和配變電(dian)(dian)(dian)(dian)(dian)設(she)施(shi)(shi)(shi)(shi)增容空間等要(yao)求。行業良性(xing)發展(zhan)能力(li)有(you)待提高(gao)。一(yi)方(fang)面(mian),市(shi)(shi)場競(jing)爭初(chu)期,充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)建(jian)設(she)運(yun)營(ying)企業出于搶占市(shi)(shi)場份(fen)額的考慮,重(zhong)建(jian)設(she)輕運(yun)營(ying),部(bu)分(fen)(fen)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)樁無效閑置、損(sun)壞難修復、利(li)用(yong)率低(di)。另一(yi)方(fang)面(mian),大(da)部(bu)分(fen)(fen)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)盈利(li)模式單一(yi),僅(jin)通(tong)過收取服務費獲(huo)取收益。受公(gong)用(yong)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)車(che)位被(bei)燃油車(che)占用(yong)、高(gao)速(su)公(gong)路等特殊(shu)領域建(jian)設(she)運(yun)營(ying)成本高(gao)等情況(kuang)影響(xiang),全省大(da)多數充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)礎(chu)設(she)施(shi)(shi)(shi)(shi)企業處于微(wei)利(li)甚至虧損(sun)狀態,行業總(zong)體(ti)盈利(li)能力(li)不(bu)(bu)(bu)足(zu)(zu)、可持續(xu)發展(zhan)后(hou)勁不(bu)(bu)(bu)足(zu)(zu)。

(三(san))發展形(xing)勢

當(dang)前(qian),全國電動(dong)汽(qi)車(che)進入(ru)市場(chang)驅(qu)動(dong)的(de)加(jia)速發展(zhan)新階段(duan),預計(ji)2030年全省(sheng)電動(dong)汽(qi)車(che)滲透率(lv)將達到(dao)45%,隨著電動(dong)汽(qi)車(che)保有(you)量的(de)全面增長(chang),充(chong)(chong)電基(ji)礎設(she)施(shi)的(de)建(jian)設(she)規模和(he)覆(fu)蓋率(lv)將持續提(ti)升。為滿足人民群眾清潔化、智慧(hui)化、便捷化的(de)出行(xing)需(xu)求(qiu),未來電動(dong)汽(qi)車(che)用(yong)戶的(de)充(chong)(chong)電需(xu)求(qiu)將逐漸從有(you)沒有(you)向好不好轉變,充(chong)(chong)電基(ji)礎設(she)施(shi)發展(zhan)也將從擴(kuo)大規模邁入(ru)提(ti)質增效新階段(duan),對充(chong)(chong)電速度、安全保障、服(fu)務質量、智能化等方(fang)面也提(ti)出了更高要(yao)求(qiu)。

私人充(chong)電基礎設施(shi)將成為主要(yao)增(zeng)長(chang)點。隨著(zhu)電(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)技術加速發展,電(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)駕(jia)乘體驗(yan)持續提升、購置成本逐步降低,私(si)(si)(si)人(ren)(ren)電(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)增(zeng)長(chang)明顯,2023年全(quan)省新增(zeng)電(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)約34萬(wan)臺,其(qi)中私(si)(si)(si)人(ren)(ren)電(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)占(zhan)比約80%。未(wei)來,在政策引(yin)導、市場需求等多重因(yin)素的驅動(dong)(dong)(dong)下,私(si)(si)(si)人(ren)(ren)電(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)將(jiang)持續高速增(zeng)長(chang),成為未(wei)來交通電(dian)(dian)動(dong)(dong)(dong)化規(gui)模化發展的重要領域。綜合考慮(lv)充電(dian)(dian)便捷(jie)性、經濟性等因(yin)素,私(si)(si)(si)人(ren)(ren)電(dian)(dian)動(dong)(dong)(dong)汽(qi)(qi)車(che)(che)用戶普(pu)遍期待擁有私(si)(si)(si)人(ren)(ren)樁,私(si)(si)(si)人(ren)(ren)充電(dian)(dian)基礎設施(shi)將(jiang)迎來爆(bao)發式增(zeng)長(chang)。

特殊領域大功率充(chong)電基礎設施需求(qiu)將進一步釋放。隨著超級快(kuai)充、大功率(lv)電(dian)池等(deng)技(ji)術的(de)迅速(su)發(fa)展,充電(dian)效率(lv)大幅提升,與加(jia)油時長基本相(xiang)當逐漸(jian)成為現(xian)實(shi)。在高(gao)速(su)公(gong)(gong)路、旅游公(gong)(gong)路沿線服務區(qu)、機場和(he)高(gao)鐵樞紐站(zhan)等(deng)特定領域和(he)場景,電(dian)動汽車(che)用戶對于快(kuai)速(su)充電(dian)的(de)需求更為強烈,超級快(kuai)充等(deng)大功率(lv)充電(dian)技(ji)術的(de)應用將會更加(jia)廣泛(fan)。

車網融合互動是未來發展的重(zhong)要方(fang)向。充電(dian)(dian)(dian)基礎設施作為電(dian)(dian)(dian)動(dong)汽車與電(dian)(dian)(dian)網(wang)之間(jian)信息和(he)能(neng)量交互的(de)紐帶,通(tong)過智能(neng)有序充電(dian)(dian)(dian)、雙向充放電(dian)(dian)(dian)等形(xing)式,參與削峰填(tian)谷、虛擬(ni)電(dian)(dian)(dian)廠、聚(ju)合(he)交易等應用場景,有效平衡電(dian)(dian)(dian)動(dong)汽車充電(dian)(dian)(dian)和(he)電(dian)(dian)(dian)力系統調(diao)度(du)需求,提(ti)升(sheng)電(dian)(dian)(dian)網(wang)調(diao)峰調(diao)頻、應急響應能(neng)力。

行(xing)業發(fa)展從(cong)重建設向(xiang)重運營轉變。未來,充(chong)電(dian)基(ji)礎(chu)設施(shi)發(fa)(fa)展一方面需(xu)要滿足電(dian)動汽車充(chong)電(dian)需(xu)求,另(ling)一方面需(xu)要提高充(chong)電(dian)基(ji)礎(chu)設施(shi)利用(yong)率水平,提升(sheng)自身(shen)盈利能力。在國家(jia)“鼓勵地(di)方建立與服務質量掛(gua)鉤的運營補(bu)貼標(biao)準”政策引(yin)導下,充(chong)電(dian)基(ji)礎(chu)設施(shi)運營企(qi)業也將進一步(bu)優化場站布局(ju),提升(sheng)場站運維管(guan)理水平,推動行業良性發(fa)(fa)展。

二、總體要求

(一)指導思想和基本原則


堅持以習近平新(xin)時(shi)代中國特色社會(hui)主義思想為指(zhi)導(dao),貫徹“四個革命、一(yi)個合作”能源安全(quan)新(xin)戰略(lve),落實碳(tan)達峰碳(tan)中和目(mu)標任務,立足新(xin)發展(zhan)(zhan)階段,完整(zheng)、準確、全(quan)面(mian)貫徹新(xin)發展(zhan)(zhan)理念,積極融入和服(fu)務構建(jian)新(xin)發展(zhan)(zhan)格局,按照國家(jia)關于充電基礎設施(shi)發展(zhan)(zhan)的(de)決策部署,加快構建(jian)高質(zhi)量充電基礎設施(shi)體系(xi),更好滿足人民群眾(zhong)購置和使用電動汽車(che)需要,助力交通運輸綠色低(di)碳(tan)轉型與現代化基礎設施(shi)體系(xi)建(jian)設。

加(jia)快推動(dong)城市(shi)智能(neng)有序充(chong)(chong)電基(ji)(ji)礎(chu)(chu)(chu)設(she)(she)(she)施(shi)(shi)布局,穩(wen)步提(ti)(ti)升(sheng)農(nong)村地區充(chong)(chong)電基(ji)(ji)礎(chu)(chu)(chu)設(she)(she)(she)施(shi)(shi)覆(fu)蓋(gai),全(quan)面補齊居(ju)民小區充(chong)(chong)電基(ji)(ji)礎(chu)(chu)(chu)設(she)(she)(she)施(shi)(shi)短板,加(jia)速(su)形(xing)(xing)成(cheng)城市(shi)面狀(zhuang)、公路線狀(zhuang)、鄉(xiang)村點狀(zhuang)的充(chong)(chong)電網絡?推廣先進(jin)技術研發(fa)和(he)智能(neng)化產品應(ying)用,完善(shan)標準規(gui)(gui)范,強化市(shi)場行業管(guan)理,全(quan)面提(ti)(ti)升(sheng)服務(wu)質(zhi)量(liang)效率(lv),形(xing)(xing)成(cheng)共享開放、經濟(ji)便(bian)捷、安全(quan)可靠、競爭有序的充(chong)(chong)電服務(wu)體(ti)系。2025年(nian)底建成(cheng)充(chong)(chong)電基(ji)(ji)礎(chu)(chu)(chu)設(she)(she)(she)施(shi)(shi)86萬(wan)(wan)臺(tai),額定功(gong)率(lv)達到1300萬(wan)(wan)千(qian)瓦?2030年(nian)底建成(cheng)充(chong)(chong)電基(ji)(ji)礎(chu)(chu)(chu)設(she)(she)(she)施(shi)(shi)293萬(wan)(wan)臺(tai),額定功(gong)率(lv)達到2956萬(wan)(wan)千(qian)瓦,基(ji)(ji)本建成(cheng)覆(fu)蓋(gai)廣泛、規(gui)(gui)模適度,結(jie)構(gou)合理、功(gong)能(neng)完善(shan)的高質(zhi)量(liang)充(chong)(chong)電基(ji)(ji)礎(chu)(chu)(chu)設(she)(she)(she)施(shi)(shi)體(ti)系,有效滿足人民群眾綠色(se)出(chu)行充(chong)(chong)電需(xu)求(qiu)。

三、主要任務

(一)優化完善充電網絡布局


建設(she)結構完(wan)善的城(cheng)市充電網絡。以“結(jie)構合(he)理、功(gong)能完善、優質高效”為目標,圍(wei)繞“兩區(qu)”“三(san)中心”等重點區(qu)域(yu),補強補齊(qi)城(cheng)市充電基(ji)礎設施,推動城(cheng)市充電網(wang)絡(luo)從中心城(cheng)區(qu)向城(cheng)市邊緣有序(xu)延伸,實現(xian)各(ge)類(lei)停(ting)車(che)場景全(quan)面覆蓋。在(zai)城(cheng)市道(dao)路沿線(xian)布局便捷高效的(de)“公共快(kuai)速充電網(wang)”,在(zai)居住區(qu)推廣(guang)(guang)智能有序(xu)慢(man)充為主、應急(ji)快(kuai)充為輔的(de)“智慧有序(xu)充電網(wang)”,在(zai)辦公區(qu)鼓(gu)勵(li)建(jian)設向公眾(zhong)開放的(de)“專(zhuan)用(yong)共享充電網(wang)”,在(zai)“三(san)中心”等區(qu)域(yu)建(jian)設快(kuai)慢(man)結(jie)合(he)的(de)“集中補能充電網(wang)”。鼓(gu)勵(li)有條(tiao)件的(de)市(州)制定建(jian)設計劃,在(zai)出租車(che)、網(wang)約車(che)、公交車(che)、物流(liu)車(che)、工程運輸車(che)等領域(yu)推廣(guang)(guang)應用(yong)換(huan)電模式。

建設(she)快捷高效的城際充電(dian)網(wang)絡。以“四(si)向八廊”綜合交(jiao)通走廊和成(cheng)渝地(di)區雙城經濟圈綜合交(jiao)通樞紐(niu)集群為主骨架,在(zai)高速公(gong)路(lu)(lu)、重點旅游線路(lu)(lu)、具備條件的普通國省(sheng)干線公(gong)路(lu)(lu)沿線適時布局充電(dian)基(ji)礎(chu)設(she)施(shi),有(you)效滿足電(dian)動汽車中長途出(chu)行(xing)需(xu)求(qiu)。新建(jian)高速公(gong)路(lu)(lu)服務(wu)區同步建(jian)設(she)充電(dian)基(ji)礎(chu)設(she)施(shi),既有(you)高速公(gong)路(lu)(lu)服務(wu)區根據實際情況(kuang)進行(xing)升級(ji)改造,鼓勵利用(yong)移(yi)動充電(dian)基(ji)礎(chu)設(she)施(shi)等(deng)方(fang)式提升高速公(gong)路(lu)(lu)在(zai)節(jie)假(jia)日等(deng)特(te)殊時段的充電(dian)服務(wu)保(bao)障能(neng)力。

建設有效覆(fu)蓋的農(nong)村充電網絡。以(yi)“全(quan)面覆蓋、有效(xiao)保障”為目標,加快(kuai)建設(she)農(nong)(nong)村(cun)(cun)(cun)充(chong)(chong)(chong)(chong)電(dian)(dian)網絡,推動與(yu)城(cheng)市(shi)、城(cheng)際充(chong)(chong)(chong)(chong)電(dian)(dian)網絡融合(he)發展。圍繞全(quan)省(sheng)鄉鎮行政區(qu)劃和村(cun)(cun)(cun)級(ji)建制(zhi)調整改革思路,推動充(chong)(chong)(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)逐步從(cong)城(cheng)鄉融合(he)片區(qu)向農(nong)(nong)村(cun)(cun)(cun)片區(qu)延伸。結合(he)鄉村(cun)(cun)(cun)自駕(jia)游、農(nong)(nong)村(cun)(cun)(cun)居民出(chu)行等實際需求,推動充(chong)(chong)(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)從(cong)國省(sheng)干(gan)線(xian)向農(nong)(nong)村(cun)(cun)(cun)公(gong)路延伸?在縣級(ji)城(cheng)市(shi)城(cheng)區(qu)建設(she)公(gong)共直流快(kuai)充(chong)(chong)(chong)(chong)站,推動充(chong)(chong)(chong)(chong)電(dian)(dian)基(ji)礎設(she)施(shi)從(cong)中心城(cheng)鎮向其他村(cun)(cun)(cun)鎮、易地搬遷集中安置(zhi)區(qu)、鄉村(cun)(cun)(cun)旅游重點村(cun)(cun)(cun)鎮等區(qu)域延伸。

(二)加快重點區域設施建設

全(quan)力推進居住區充電基礎設施(shi)建設。加快制定居住(zhu)區充(chong)(chong)電(dian)基(ji)(ji)(ji)礎(chu)設(she)施(shi)管(guan)理(li)指南,明(ming)確(que)管(guan)理(li)程序、優化支持政策,落實(shi)街道辦事處、居民委員會等(deng)(deng)基(ji)(ji)(ji)層管(guan)理(li)機構責(ze)(ze)任和物業主管(guan)部門指導(dao)責(ze)(ze)任,建(jian)立“一站式(shi)”協調推動(dong)和投(tou)訴機制。新建(jian)居住(zhu)區,壓(ya)實(shi)建(jian)設(she)單位主體責(ze)(ze)任,嚴格落實(shi)充(chong)(chong)電(dian)基(ji)(ji)(ji)礎(chu)設(she)施(shi)配(pei)建(jian)要(yao)求,固定車位100%預留充(chong)(chong)電(dian)基(ji)(ji)(ji)礎(chu)設(she)施(shi)安裝條件,滿足直接裝表接電(dian)要(yao)求,將充(chong)(chong)電(dian)基(ji)(ji)(ji)礎(chu)設(she)施(shi)安裝要(yao)求納入建(jian)筑(zhu)工(gong)程設(she)計方(fang)案審查(cha)、施(shi)工(gong)圖審查(cha)、竣工(gong)驗(yan)收及交(jiao)付等(deng)(deng)環節(jie)進行管(guan)理(li)。既有居住(zhu)區,將充(chong)(chong)電(dian)基(ji)(ji)(ji)礎(chu)設(she)施(shi)納入老(lao)舊小區完善類(lei)設(she)施(shi)改(gai)造范(fan)圍,因地制宜(yi)同步改(gai)造配(pei)套供配(pei)電(dian)設(she)施(shi),確(que)不(bu)具備(bei)改(gai)造條件的,鼓勵通過“統(tong)建(jian)統(tong)服”、有序充(chong)(chong)電(dian)等(deng)(deng)方(fang)式(shi)滿足居民充(chong)(chong)電(dian)需求。

因地制宜推動(dong)縣鄉地區充電基礎設施建設。以縣(xian)(市、區(qu))域(yu)(yu)為基(ji)(ji)本單(dan)元,結合當(dang)地(di)(di)國土空間規(gui)劃和配電(dian)網規(gui)劃,制定縣(xian)鄉(xiang)(xiang)(xiang)充電(dian)基(ji)(ji)礎設(she)(she)施(shi)專項規(gui)劃或(huo)工作(zuo)計劃,優化完善布(bu)局(ju)。優先在縣(xian)鄉(xiang)(xiang)(xiang)企(qi)事業(ye)(ye)單(dan)位、客運車(che)站(zhan)(zhan)、商業(ye)(ye)建筑、公(gong)共(gong)停車(che)場、普(pu)通公(gong)路服務(wu)區(qu)、對社會開放(fang)的(de)養(yang)護管理(li)站(zhan)(zhan)(道班、工區(qu))、加(jia)油站(zhan)(zhan)等區(qu)域(yu)(yu)布(bu)局(ju)公(gong)共(gong)充電(dian)基(ji)(ji)礎設(she)(she)施(shi),鼓勵(li)(li)采(cai)用(yong)單(dan)槍(qiang)功率大于60千瓦(wa)的(de)直流(liu)快充設(she)(she)備。對企(qi)業(ye)(ye)投資(zi)意愿不高的(de)偏遠(yuan)地(di)(di)區(qu),鼓勵(li)(li)利用(yong)鄉(xiang)(xiang)(xiang)鎮(街道)、社區(qu)、國有企(qi)業(ye)(ye)的(de)辦公(gong)場所土地(di)(di)、變壓器資(zi)源提供兜底充電(dian)服務(wu)。積(ji)極支持有條件(jian)的(de)地(di)(di)區(qu)建設(she)(she)充電(dian)基(ji)(ji)礎設(she)(she)施(shi)應用(yong)示(shi)(shi)范(fan)縣(xian)和示(shi)(shi)范(fan)鄉(xiang)(xiang)(xiang)鎮,探索農村地(di)(di)區(qu)充電(dian)基(ji)(ji)礎設(she)(she)施(shi)推(tui)廣普(pu)及新模(mo)式(shi)。2025年,阿(a)壩州(zhou)(zhou)、甘(gan)孜州(zhou)(zhou)、涼山州(zhou)(zhou)實現(xian)充電(dian)站(zhan)(zhan)“縣(xian)縣(xian)全覆蓋”,其余市實現(xian)充電(dian)基(ji)(ji)礎設(she)(she)施(shi)“鄉(xiang)(xiang)(xiang)鄉(xiang)(xiang)(xiang)全覆蓋”,全省農村地(di)(di)區(qu)公(gong)共(gong)充電(dian)樁數(shu)量達2.2萬臺(tai),充電(dian)樁額定功率達132萬千瓦(wa)。

充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)(she)施(shi)為電(dian)(dian)(dian)(dian)動(dong)汽車(che)提供(gong)充(換(huan))電(dian)(dian)(dian)(dian)服務(wu)(wu),是(shi)電(dian)(dian)(dian)(dian)動(dong)汽車(che)推廣(guang)普及的必要(yao)配套設(she)(she)(she)施(shi)。構(gou)建(jian)(jian)高(gao)質(zhi)(zhi)量充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)(she)施(shi)體(ti)系(xi)是(shi)促進電(dian)(dian)(dian)(dian)動(dong)汽車(che)產業健(jian)康可(ke)持續發(fa)展的有力保障(zhang),是(shi)推動(dong)能(neng)源(yuan)(yuan)消費轉型(xing)(xing)、新型(xing)(xing)電(dian)(dian)(dian)(dian)力系(xi)統建(jian)(jian)設(she)(she)(she)的重要(yao)內(nei)容(rong),是(shi)踐(jian)行“四個革命、一(yi)個合作”能(neng)源(yuan)(yuan)安全新戰略的生動(dong)實踐(jian),是(shi)落(luo)實黨中(zhong)央、國務(wu)(wu)院加快綠色低碳發(fa)展決策(ce)部署(shu)、碳達峰碳中(zhong)和(he)目標任務(wu)(wu)的重要(yao)舉(ju)措。黨中(zhong)央、國務(wu)(wu)院高(gao)度重視充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)發(fa)展,國務(wu)(wu)院辦公廳印發(fa)《關于進一(yi)步(bu)構(gou)建(jian)(jian)高(gao)質(zhi)(zhi)量充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)(she)施(shi)體(ti)系(xi)的指導意見》,提出構(gou)建(jian)(jian)覆(fu)蓋(gai)廣(guang)泛、規模(mo)適度、結構(gou)合理(li)、功能(neng)完善(shan)的高(gao)質(zhi)(zhi)量充電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)(she)(she)施(shi)體(ti)系(xi)。

十三五”規劃實施以來,四川省認真貫徹落實黨中央、國務院決策部署,以“滿足人民群眾美好出行、綠色出行”為目標,按照“車樁相宜、適度超前”的原則,推動全省充電基礎設施科學有序發展,有效保障省內電動汽車快速發展的需求。未來,全省充電基礎設施將從規模覆蓋的培育期逐步邁入提質增效的成長期。為加快我省高質量充電基礎設施體系建設,組織編制《四川省充電基礎設施發展規劃》,明確發展目標和主要任務,規劃期限為2024-2030年。

一、規劃背景

(一)發展現狀


四(si)(si)川位于中國西南部,地處長江黃河上游,素有“天(tian)府之(zhi)國”美譽。全省面(mian)積48.6萬平方公里,與重慶、貴州、云南、西藏、青海、甘(gan)肅和陜西等7省(自治(zhi)區、直轄(xia)市(shi)(shi))接壤(rang),轄(xia)21個(ge)市(shi)(shi)(州)、183個(ge)縣(市(shi)(shi)、區)。作(zuo)為中國發展的戰略(lve)腹(fu)地,四(si)(si)川正大(da)力推進成渝地區雙城(cheng)經濟(ji)圈建設,深入實施“四(si)(si)化(hua)同步、城(cheng)鄉融合、五區共興(xing)”發展戰略(lve),2023年末,全省常住人口(kou)8368萬人,呈凈流(liu)入態(tai)勢,常住人口(kou)城(cheng)鎮化(hua)率達到59.5%?地區生產總值(GDP)60132.9億元,人均GDP突破(po)7萬元。

在(zai)國家新能源(yuan)汽(qi)(qi)(qi)車(含電(dian)(dian)動汽(qi)(qi)(qi)車)支持政(zheng)策的(de)推動下,人民群眾(zhong)對新能源(yuan)汽(qi)(qi)(qi)車的(de)接受度和(he)認可度越來越高,新能源(yuan)汽(qi)(qi)(qi)車推廣應用(yong)迅速發展。“十四五”期間,四川省大(da)力實施“電(dian)(dian)動四川”行動計劃,電(dian)(dian)動汽(qi)(qi)(qi)車保有量快速增(zeng)長、滲(shen)(shen)透(tou)率①逐年攀升,2023年底數量達89.63萬輛,年均增(zeng)速71.3%,年均滲(shen)(shen)透(tou)率為(wei)20.9%。

充電基礎設施規(gui)模持續擴大(da)。全(quan)(quan)省(sheng)現已建成投運充(chong)(chong)(chong)電樁(zhuang)32萬臺、額(e)定功率(lv)533萬千瓦(wa),分別較“十三(san)五(wu)”末(mo)增(zeng)長8.2倍、3.7倍。2023年,全(quan)(quan)省(sheng)充(chong)(chong)(chong)電基(ji)礎(chu)設施(shi)(shi)月均充(chong)(chong)(chong)電量(liang)2億千瓦(wa)時(shi),月充(chong)(chong)(chong)電量(liang)多(duo)次(ci)位(wei)列全(quan)(quan)國(guo)前三(san)?年平(ping)均時(shi)長利(li)用率(lv)②7.8%,年平(ping)均功率(lv)利(li)用率(lv)③3.99%,年最(zui)大瞬時(shi)功率(lv)利(li)用率(lv)④28.17%,現有(you)充(chong)(chong)(chong)電基(ji)礎(chu)設施(shi)(shi)已基(ji)本滿足電動汽車充(chong)(chong)(chong)電需(xu)求。

充電基礎(chu)設施網(wang)絡初具(ju)雛(chu)形。以(yi)“四向八(ba)廊(lang)(lang)”戰略(lve)性綜合(he)交通走廊(lang)(lang)為重(zhong)(zhong)點(dian),高標準推(tui)動既有(you)高速公(gong)路服務(wu)(wu)區(qu)(qu)(qu)(qu)充(chong)(chong)電(dian)基礎設施全(quan)覆蓋(gai),城際快充(chong)(chong)網(wang)絡(luo)初步(bu)形成?以(yi)“兩(liang)區(qu)(qu)(qu)(qu)(辦公(gong)區(qu)(qu)(qu)(qu)、居(ju)住區(qu)(qu)(qu)(qu))、三(san)中(zhong)(zhong)心(xin)(商業中(zhong)(zhong)心(xin)、工(gong)業中(zhong)(zhong)心(xin)、休閑(xian)中(zhong)(zhong)心(xin))”為重(zhong)(zhong)點(dian),以(yi)城市道路交通網(wang)絡(luo)為依托,形成快慢結(jie)合(he)的城市充(chong)(chong)電(dian)網(wang)絡(luo),核心(xin)區(qu)(qu)(qu)(qu)域服務(wu)(wu)半徑達(da)1.7公(gong)里?結(jie)合(he)城鎮化(hua)推(tui)進工(gong)作,以(yi)縣(xian)級城市公(gong)共(gong)直流快充(chong)(chong)場站為重(zhong)(zhong)要場景的農(nong)村充(chong)(chong)電(dian)網(wang)絡(luo)加(jia)快建(jian)設。

充電基礎(chu)設施服務能力(li)大幅提升。省級充(chong)(chong)電基礎設施監管平臺(tai)建成(cheng)投(tou)運,匯集充(chong)(chong)電運營商934個(ge)、充(chong)(chong)電站5793座、充(chong)(chong)電樁71096臺(tai),有(you)效(xiao)促(cu)進了不同平臺(tai)、企(qi)業間信息數(shu)據整合,基本實現了省內充(chong)(chong)電基礎設施互聯互通。推廣應用“川逸充(chong)(chong)”應用軟(ruan)件(APP),范圍覆蓋大型商超、駐車(che)(che)換(huan)乘(P+R)停車(che)(che)場、公(gong)園景區(qu)、高速公(gong)路服務區(qu)等場所公(gong)共充(chong)(chong)電基礎設施,初步實現了一個(ge)APP暢行全四川。

充電基(ji)礎(chu)設施(shi)政策(ce)持(chi)續完善。不斷(duan)優化充電基礎設(she)(she)施(shi)(shi)頂層設(she)(she)計,相(xiang)繼出臺系列(lie)政策,涵蓋規范充電市場管理(li)的市場準(zhun)入、審批手續(xu)、建設(she)(she)標(biao)準(zhun)、運行維護(hu)等(deng)建設(she)(she)運營(ying)制(zhi)度和激(ji)發充電行業活力的電價支持(chi)、建設(she)(she)補貼等(deng)激(ji)勵政策,形成良好的充電基礎設(she)(she)施(shi)(shi)發展環境?指導(dao)地方印(yin)發區域(yu)內(nei)充電基礎設(she)(she)施(shi)(shi)專項規劃、工作方案,促進充電基礎設(she)(she)施(shi)(shi)的科學規劃、合理(li)布(bu)局、有序發展。

充(chong)電基礎設(she)施創新應(ying)用成(cheng)果豐碩。在(zai)全(quan)國(guo)率先推出居(ju)住區(qu)充(chong)電(dian)(dian)(dian)基(ji)(ji)礎設(she)施(shi)(shi)“統(tong)(tong)建統(tong)(tong)服”⑤建設(she)運營(ying)模式,建成“統(tong)(tong)建統(tong)(tong)服”小(xiao)區(qu)634個、充(chong)電(dian)(dian)(dian)樁7000余臺,解決(jue)近3萬輛私家車(che)充(chong)電(dian)(dian)(dian)難(nan)題。提(ti)前布局車(che)網融合互動技術,2023年充(chong)電(dian)(dian)(dian)基(ji)(ji)礎設(she)施(shi)(shi)參與需求側響應(ying)7次、最大(da)響應(ying)能力達(da)81萬千瓦。推動成都市(shi)建設(she)全(quan)國(guo)首創的“路側充(chong)電(dian)(dian)(dian)+儲能平急兩用基(ji)(ji)礎設(she)施(shi)(shi)”,支持(chi)宜賓市(shi)建設(she)全(quan)國(guo)重(zhong)卡換電(dian)(dian)(dian)應(ying)用試點城市(shi)和綠色貨(huo)運配送示范城市(shi)。

(二)存在問(wen)題

總(zong)體來看(kan),四川已形成(cheng)規模超前、覆(fu)(fu)蓋(gai)廣泛、高(gao)效便(bian)捷(jie)的充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)體系(xi),但著眼(yan)未(wei)來電(dian)(dian)(dian)(dian)動(dong)汽車快速增長(chang)的趨勢(shi),依然存在(zai)一(yi)些薄弱環節。整體發(fa)(fa)展(zhan)(zhan)布(bu)(bu)局(ju)(ju)不(bu)夠(gou)均衡。截至2023年底,成(cheng)都平原和(he)川南經濟區(qu)充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)占全(quan)(quan)省(sheng)比例超90%,其中63%集(ji)中在(zai)成(cheng)都市(shi)(shi)(shi),大城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)和(he)中心城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)集(ji)中化發(fa)(fa)展(zhan)(zhan)明顯,經濟發(fa)(fa)展(zhan)(zhan)較差的地區(qu)布(bu)(bu)局(ju)(ju)不(bu)足(zu)。城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)內部主要集(ji)中在(zai)主城(cheng)(cheng)(cheng)(cheng)區(qu)、核心商圈等(deng),城(cheng)(cheng)(cheng)(cheng)區(qu)邊緣和(he)農村(cun)地區(qu)則布(bu)(bu)局(ju)(ju)較少。農村(cun)現(xian)有(you)公(gong)共充(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)僅(jin)9000余臺(tai),鄉鎮覆(fu)(fu)蓋(gai)率不(bu)足(zu)40%,與(yu)國家要求的全(quan)(quan)覆(fu)(fu)蓋(gai)目(mu)標(biao)差距(ju)較大,充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)場化發(fa)(fa)展(zhan)(zhan)布(bu)(bu)局(ju)(ju)與(yu)基(ji)(ji)(ji)(ji)礎保障性(xing)需求存在(zai)差距(ju)。居(ju)住(zhu)(zhu)區(qu)建(jian)樁(zhuang)仍有(you)瓶頸。截至2023年底,我省(sheng)尚(shang)未(wei)出(chu)臺(tai)居(ju)住(zhu)(zhu)區(qu)的充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)相關(guan)指導政策,部分(fen)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)老舊小區(qu)因供電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)容(rong)量不(bu)足(zu)、權屬復(fu)雜、安(an)全(quan)(quan)管(guan)理責任(ren)不(bu)清晰等(deng)原因,充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)安(an)裝難(nan)?部分(fen)新(xin)建(jian)居(ju)住(zhu)(zhu)區(qu)未(wei)落實100%預留充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)安(an)裝條件和(he)配變電(dian)(dian)(dian)(dian)設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)增容(rong)空間等(deng)要求。行業(ye)良性(xing)發(fa)(fa)展(zhan)(zhan)能(neng)力有(you)待提(ti)高(gao)。一(yi)方面,市(shi)(shi)(shi)場競(jing)爭初期,充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)建(jian)設(she)(she)(she)運(yun)營企業(ye)出(chu)于(yu)搶(qiang)占市(shi)(shi)(shi)場份額(e)的考慮,重建(jian)設(she)(she)(she)輕(qing)運(yun)營,部分(fen)充(chong)(chong)電(dian)(dian)(dian)(dian)樁(zhuang)無效閑置、損壞難(nan)修復(fu)、利(li)用率低。另一(yi)方面,大部分(fen)充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)盈利(li)模式單一(yi),僅(jin)通(tong)過收取服務費獲取收益(yi)。受公(gong)用充(chong)(chong)電(dian)(dian)(dian)(dian)車位被燃油(you)車占用、高(gao)速公(gong)路等(deng)特殊領域建(jian)設(she)(she)(she)運(yun)營成(cheng)本高(gao)等(deng)情況影響,全(quan)(quan)省(sheng)大多(duo)數(shu)充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)(ji)礎設(she)(she)(she)施(shi)(shi)(shi)(shi)(shi)企業(ye)處于(yu)微(wei)利(li)甚(shen)至虧損狀態,行業(ye)總(zong)體盈利(li)能(neng)力不(bu)足(zu)、可持(chi)續發(fa)(fa)展(zhan)(zhan)后勁不(bu)足(zu)。

(三)發展形(xing)勢

當(dang)前,全國電動(dong)汽(qi)車進入市(shi)場驅動(dong)的(de)加速發(fa)展新(xin)階(jie)段(duan)(duan),預計(ji)2030年全省電動(dong)汽(qi)車滲透(tou)率將(jiang)達到45%,隨著電動(dong)汽(qi)車保有(you)量(liang)的(de)全面增長,充電基(ji)礎設施的(de)建(jian)設規(gui)模和覆(fu)蓋率將(jiang)持續提(ti)升。為(wei)滿(man)足人民群眾清潔化(hua)、智慧化(hua)、便捷化(hua)的(de)出行需(xu)求(qiu),未來電動(dong)汽(qi)車用戶的(de)充電需(xu)求(qiu)將(jiang)逐漸從(cong)有(you)沒有(you)向好不好轉變,充電基(ji)礎設施發(fa)展也(ye)將(jiang)從(cong)擴大規(gui)模邁入提(ti)質增效新(xin)階(jie)段(duan)(duan),對充電速度、安(an)全保障(zhang)、服務質量(liang)、智能化(hua)等方面也(ye)提(ti)出了(le)更高要(yao)求(qiu)。

私人充電基礎設施將(jiang)成(cheng)為主要增長點。隨著電(dian)(dian)(dian)動汽(qi)(qi)車(che)技術加速發展(zhan),電(dian)(dian)(dian)動汽(qi)(qi)車(che)駕乘體驗持續(xu)提升、購置成本逐步(bu)降(jiang)低,私(si)人電(dian)(dian)(dian)動汽(qi)(qi)車(che)增(zeng)長(chang)明顯,2023年全省新(xin)增(zeng)電(dian)(dian)(dian)動汽(qi)(qi)車(che)約34萬臺,其中私(si)人電(dian)(dian)(dian)動汽(qi)(qi)車(che)占比約80%。未來,在政策引導、市場需求(qiu)等多(duo)重因素(su)的(de)驅動下,私(si)人電(dian)(dian)(dian)動汽(qi)(qi)車(che)將持續(xu)高速增(zeng)長(chang),成為未來交通電(dian)(dian)(dian)動化規模(mo)化發展(zhan)的(de)重要領域。綜合考慮充電(dian)(dian)(dian)便捷性(xing)、經濟性(xing)等因素(su),私(si)人電(dian)(dian)(dian)動汽(qi)(qi)車(che)用戶普遍期待擁有私(si)人樁,私(si)人充電(dian)(dian)(dian)基礎設施將迎來爆發式增(zeng)長(chang)。

特殊領域(yu)大功(gong)率充電基礎(chu)設(she)施(shi)需求將進一步(bu)釋放。隨著超(chao)級快(kuai)充(chong)(chong)(chong)(chong)、大功率(lv)(lv)電池(chi)等技術(shu)的(de)迅速發展,充(chong)(chong)(chong)(chong)電效率(lv)(lv)大幅提升,與加(jia)油(you)時長基本相當(dang)逐漸成為(wei)現實。在高(gao)速公路、旅(lv)游公路沿線(xian)服務區(qu)、機場和高(gao)鐵樞紐站等特(te)定領域和場景,電動(dong)汽(qi)車用戶對于快(kuai)速充(chong)(chong)(chong)(chong)電的(de)需求(qiu)更(geng)為(wei)強(qiang)烈,超(chao)級快(kuai)充(chong)(chong)(chong)(chong)等大功率(lv)(lv)充(chong)(chong)(chong)(chong)電技術(shu)的(de)應用將會更(geng)加(jia)廣泛。

車(che)網(wang)融(rong)合互動是未來發展的重要(yao)方(fang)向。充(chong)電(dian)(dian)基(ji)礎設施(shi)作為電(dian)(dian)動汽車與(yu)電(dian)(dian)網(wang)之間信息和能量(liang)交(jiao)互的(de)紐帶,通過智(zhi)能有序(xu)充(chong)電(dian)(dian)、雙向充(chong)放電(dian)(dian)等形式,參與(yu)削峰填谷、虛擬電(dian)(dian)廠、聚合(he)交(jiao)易等應(ying)用場景,有效平(ping)衡電(dian)(dian)動汽車充(chong)電(dian)(dian)和電(dian)(dian)力系(xi)統調度需求,提升電(dian)(dian)網(wang)調峰調頻、應(ying)急響應(ying)能力。

行業發展從重建設向重運營轉變。未來,充電基礎(chu)設施(shi)發(fa)(fa)展一方(fang)面需(xu)要滿足電動汽車充電需(xu)求,另一方(fang)面需(xu)要提高充電基礎(chu)設施(shi)利(li)用率水(shui)平,提升(sheng)自身盈利(li)能力。在(zai)國家“鼓(gu)勵地方(fang)建立與服務質量掛鉤的運營補貼標準”政(zheng)策(ce)引導下,充電基礎(chu)設施(shi)運營企業(ye)也(ye)將進一步優化場站布局(ju),提升(sheng)場站運維(wei)管理(li)水(shui)平,推動行業(ye)良(liang)性發(fa)(fa)展。

二、總體要求

(一)指導思想和基本原則


堅持以習(xi)近平新時代中(zhong)國特色社會主(zhu)義思想為指導(dao),貫徹“四個(ge)(ge)革命、一個(ge)(ge)合作”能源安全(quan)新戰(zhan)略,落(luo)實碳達峰碳中(zhong)和(he)目標任務,立足(zu)新發展(zhan)階段,完(wan)整、準(zhun)確、全(quan)面貫徹新發展(zhan)理(li)念,積極融(rong)入和(he)服(fu)務構建新發展(zhan)格局,按照(zhao)國家(jia)關于充(chong)電基礎設施(shi)(shi)(shi)發展(zhan)的決(jue)策部署,加快構建高質量充(chong)電基礎設施(shi)(shi)(shi)體(ti)(ti)系,更好(hao)滿足(zu)人民群眾購(gou)置和(he)使用(yong)電動汽車需要,助(zhu)力交通運輸綠色低(di)碳轉(zhuan)型與現代化基礎設施(shi)(shi)(shi)體(ti)(ti)系建設。

加快推動(dong)城市(shi)智(zhi)能(neng)有序充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)布局,穩步提升(sheng)(sheng)農村地區(qu)充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)覆蓋,全(quan)(quan)面補齊(qi)居民小區(qu)充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)短(duan)板,加速形成(cheng)城市(shi)面狀(zhuang)、公路線狀(zhuang)、鄉村點狀(zhuang)的充(chong)(chong)電(dian)(dian)(dian)網絡?推廣(guang)(guang)先進技術研發(fa)和智(zhi)能(neng)化(hua)產品應用,完善標準規范,強化(hua)市(shi)場(chang)行業管理,全(quan)(quan)面提升(sheng)(sheng)服務質量(liang)效率,形成(cheng)共享開放、經(jing)濟便捷、安(an)全(quan)(quan)可(ke)靠(kao)、競爭(zheng)有序的充(chong)(chong)電(dian)(dian)(dian)服務體系(xi)。2025年(nian)底建成(cheng)充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)86萬(wan)臺(tai),額定(ding)功(gong)(gong)率達到(dao)1300萬(wan)千(qian)瓦(wa)?2030年(nian)底建成(cheng)充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)293萬(wan)臺(tai),額定(ding)功(gong)(gong)率達到(dao)2956萬(wan)千(qian)瓦(wa),基本(ben)建成(cheng)覆蓋廣(guang)(guang)泛、規模適度,結(jie)構合理、功(gong)(gong)能(neng)完善的高質量(liang)充(chong)(chong)電(dian)(dian)(dian)基礎(chu)設(she)施(shi)體系(xi),有效滿(man)足人民群眾綠色(se)出行充(chong)(chong)電(dian)(dian)(dian)需求(qiu)。

三、主要任務

(一)優化完善充電網絡布局


建設結構完善的城市(shi)充電網絡。以(yi)“結構(gou)合理、功能完善、優質高效”為目標,圍繞“兩區(qu)(qu)”“三中(zhong)心(xin)(xin)”等重點區(qu)(qu)域(yu),補強補齊城(cheng)市(shi)(shi)充(chong)(chong)電基礎設(she)施,推(tui)動城(cheng)市(shi)(shi)充(chong)(chong)電網(wang)絡從中(zhong)心(xin)(xin)城(cheng)區(qu)(qu)向城(cheng)市(shi)(shi)邊緣有(you)序延伸(shen),實現各類停車(che)場景全面覆蓋。在城(cheng)市(shi)(shi)道路(lu)沿線布局便捷高效的(de)“公共快(kuai)速(su)充(chong)(chong)電網(wang)”,在居(ju)住區(qu)(qu)推(tui)廣(guang)智(zhi)能有(you)序慢充(chong)(chong)為主、應急快(kuai)充(chong)(chong)為輔的(de)“智(zhi)慧有(you)序充(chong)(chong)電網(wang)”,在辦公區(qu)(qu)鼓(gu)勵(li)建(jian)設(she)向公眾開放的(de)“專用(yong)共享(xiang)充(chong)(chong)電網(wang)”,在“三中(zhong)心(xin)(xin)”等區(qu)(qu)域(yu)建(jian)設(she)快(kuai)慢結合的(de)“集(ji)中(zhong)補能充(chong)(chong)電網(wang)”。鼓(gu)勵(li)有(you)條件的(de)市(shi)(shi)(州)制(zhi)定建(jian)設(she)計劃,在出租(zu)車(che)、網(wang)約車(che)、公交(jiao)車(che)、物流車(che)、工程運輸(shu)車(che)等領域(yu)推(tui)廣(guang)應用(yong)換電模式。

建設快捷高(gao)效的城際(ji)充電網絡。以“四向八廊(lang)”綜合交通走廊(lang)和成渝地區雙城(cheng)經(jing)濟圈(quan)綜合交通樞紐(niu)集群為主骨架,在高(gao)速(su)公路(lu)(lu)、重點旅游線(xian)路(lu)(lu)、具備條(tiao)件的(de)普通國省干線(xian)公路(lu)(lu)沿線(xian)適時(shi)布局充電(dian)基礎設(she)施(shi)(shi),有(you)效滿足(zu)電(dian)動汽車中長(chang)途出(chu)行需求。新建(jian)高(gao)速(su)公路(lu)(lu)服務區同步建(jian)設(she)充電(dian)基礎設(she)施(shi)(shi),既(ji)有(you)高(gao)速(su)公路(lu)(lu)服務區根據(ju)實(shi)際情(qing)況進行升級(ji)改造,鼓勵(li)利用(yong)移動充電(dian)基礎設(she)施(shi)(shi)等方式(shi)提(ti)升高(gao)速(su)公路(lu)(lu)在節假日等特(te)殊時(shi)段(duan)的(de)充電(dian)服務保障能力(li)。

建設有效覆蓋(gai)的農村(cun)充(chong)電網(wang)絡(luo)。以“全面覆蓋、有效保障”為目標,加快建設(she)農(nong)村(cun)(cun)(cun)(cun)充電(dian)網絡(luo),推(tui)動與城(cheng)市(shi)、城(cheng)際充電(dian)網絡(luo)融(rong)合發(fa)展。圍(wei)繞全省鄉鎮行政區(qu)劃(hua)和村(cun)(cun)(cun)(cun)級(ji)建制調整改革(ge)思(si)路(lu),推(tui)動充電(dian)基礎(chu)設(she)施逐步(bu)從(cong)城(cheng)鄉融(rong)合片(pian)區(qu)向農(nong)村(cun)(cun)(cun)(cun)片(pian)區(qu)延(yan)伸(shen)。結合鄉村(cun)(cun)(cun)(cun)自駕游、農(nong)村(cun)(cun)(cun)(cun)居民出行等(deng)實際需求,推(tui)動充電(dian)基礎(chu)設(she)施從(cong)國(guo)省干線向農(nong)村(cun)(cun)(cun)(cun)公(gong)路(lu)延(yan)伸(shen)?在縣級(ji)城(cheng)市(shi)城(cheng)區(qu)建設(she)公(gong)共直(zhi)流快充站(zhan),推(tui)動充電(dian)基礎(chu)設(she)施從(cong)中心城(cheng)鎮向其他村(cun)(cun)(cun)(cun)鎮、易地搬(ban)遷集中安置(zhi)區(qu)、鄉村(cun)(cun)(cun)(cun)旅游重點村(cun)(cun)(cun)(cun)鎮等(deng)區(qu)域(yu)延(yan)伸(shen)。

(二(er))加快重點區域設(she)施建設(she)

全力推進居住區充電基礎(chu)設施建設。加快制(zhi)定居住區(qu)充電(dian)(dian)基(ji)(ji)礎設(she)施(shi)(shi)(shi)管(guan)(guan)理(li)指南,明(ming)確管(guan)(guan)理(li)程序、優化(hua)支持政策,落(luo)實(shi)街道辦事處、居民(min)委(wei)員會等(deng)基(ji)(ji)層(ceng)管(guan)(guan)理(li)機構(gou)責(ze)任(ren)和物業主管(guan)(guan)部(bu)門指導責(ze)任(ren),建立(li)“一站式(shi)”協(xie)調推動(dong)和投訴(su)機制(zhi)。新建居住區(qu),壓實(shi)建設(she)單位主體責(ze)任(ren),嚴格落(luo)實(shi)充電(dian)(dian)基(ji)(ji)礎設(she)施(shi)(shi)(shi)配(pei)(pei)建要求,固定車位100%預留(liu)充電(dian)(dian)基(ji)(ji)礎設(she)施(shi)(shi)(shi)安(an)裝條件,滿(man)足(zu)直接(jie)裝表接(jie)電(dian)(dian)要求,將充電(dian)(dian)基(ji)(ji)礎設(she)施(shi)(shi)(shi)安(an)裝要求納入建筑工(gong)(gong)程設(she)計方案審查、施(shi)(shi)(shi)工(gong)(gong)圖審查、竣工(gong)(gong)驗收及交付等(deng)環節進行管(guan)(guan)理(li)。既有居住區(qu),將充電(dian)(dian)基(ji)(ji)礎設(she)施(shi)(shi)(shi)納入老舊小區(qu)完善類設(she)施(shi)(shi)(shi)改(gai)造范圍,因地(di)制(zhi)宜同步改(gai)造配(pei)(pei)套供配(pei)(pei)電(dian)(dian)設(she)施(shi)(shi)(shi),確不(bu)具(ju)備(bei)改(gai)造條件的,鼓勵通(tong)過“統建統服”、有序充電(dian)(dian)等(deng)方式(shi)滿(man)足(zu)居民(min)充電(dian)(dian)需求。

因地(di)制宜推動縣鄉地(di)區(qu)充電(dian)基(ji)礎設施建設。以縣(市(shi)、區(qu))域為基(ji)本單元,結合當地(di)(di)國土(tu)空間規劃(hua)和配電(dian)網規劃(hua),制(zhi)定(ding)縣鄉(xiang)(xiang)(xiang)(xiang)充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設(she)(she)施(shi)專項規劃(hua)或(huo)工(gong)作計(ji)劃(hua),優(you)(you)化完善(shan)布局(ju)。優(you)(you)先在縣鄉(xiang)(xiang)(xiang)(xiang)企(qi)事業單位(wei)、客運(yun)車站、商業建(jian)筑(zhu)、公(gong)共(gong)停車場(chang)、普通公(gong)路服(fu)務區(qu)、對(dui)社(she)會開放的養護管(guan)理(li)站(道班、工(gong)區(qu))、加(jia)油站等區(qu)域布局(ju)公(gong)共(gong)充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設(she)(she)施(shi),鼓(gu)勵(li)采用(yong)單槍功(gong)率(lv)大(da)于60千(qian)瓦的直流快充(chong)(chong)(chong)設(she)(she)備。對(dui)企(qi)業投資意(yi)愿不高的偏遠地(di)(di)區(qu),鼓(gu)勵(li)利用(yong)鄉(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen)(街(jie)道)、社(she)區(qu)、國有企(qi)業的辦公(gong)場(chang)所土(tu)地(di)(di)、變壓器資源(yuan)提供兜底充(chong)(chong)(chong)電(dian)服(fu)務。積極支(zhi)持有條件的地(di)(di)區(qu)建(jian)設(she)(she)充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設(she)(she)施(shi)應用(yong)示范(fan)縣和示范(fan)鄉(xiang)(xiang)(xiang)(xiang)鎮(zhen)(zhen),探索農(nong)村地(di)(di)區(qu)充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設(she)(she)施(shi)推廣普及新模式(shi)。2025年,阿壩州、甘孜州、涼山州實現充(chong)(chong)(chong)電(dian)站“縣縣全覆蓋”,其余市(shi)實現充(chong)(chong)(chong)電(dian)基(ji)礎(chu)設(she)(she)施(shi)“鄉(xiang)(xiang)(xiang)(xiang)鄉(xiang)(xiang)(xiang)(xiang)全覆蓋”,全省農(nong)村地(di)(di)區(qu)公(gong)共(gong)充(chong)(chong)(chong)電(dian)樁(zhuang)數量達2.2萬臺,充(chong)(chong)(chong)電(dian)樁(zhuang)額定(ding)功(gong)率(lv)達132萬千(qian)瓦。
