充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設施(shi)為電(dian)動汽(qi)車提(ti)供充(chong)(chong)(換)電(dian)服(fu)務(wu),是電(dian)動汽(qi)車推廣(guang)普及的(de)(de)必要(yao)配套(tao)設施(shi)。構(gou)建高(gao)質(zhi)(zhi)量(liang)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設施(shi)體(ti)系是促進電(dian)動汽(qi)車產(chan)業健(jian)康可持續發展(zhan)的(de)(de)有力(li)保(bao)障,是推動能源消費轉型(xing)、新型(xing)電(dian)力(li)系統建設的(de)(de)重(zhong)(zhong)要(yao)內容,是踐行(xing)“四個(ge)革(ge)命、一個(ge)合作”能源安全新戰略(lve)的(de)(de)生動實(shi)(shi)踐,是落實(shi)(shi)黨(dang)中央、國務(wu)院加快綠色低碳(tan)(tan)發展(zhan)決策(ce)部署、碳(tan)(tan)達峰碳(tan)(tan)中和目標任務(wu)的(de)(de)重(zhong)(zhong)要(yao)舉措(cuo)。黨(dang)中央、國務(wu)院高(gao)度重(zhong)(zhong)視充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設施(shi)建設發展(zhan),國務(wu)院辦公廳印(yin)發《關于進一步構(gou)建高(gao)質(zhi)(zhi)量(liang)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設施(shi)體(ti)系的(de)(de)指導意見》,提(ti)出構(gou)建覆(fu)蓋(gai)廣(guang)泛(fan)、規(gui)模適度、結(jie)構(gou)合理、功能完善的(de)(de)高(gao)質(zhi)(zhi)量(liang)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設施(shi)體(ti)系。
“十三五”規劃實施以來,四川省認真貫徹落實黨中央、國務院決策部署,以“滿足人民群眾美好出行、綠色出行”為目標,按照“車樁相宜、適度超前”的原則,推動全省充電基礎設施科學有序發展,有效保障省內電動汽車快速發展的需求。未來,全省充電基礎設施將從規模覆蓋的培育期逐步邁入提質增效的成長期。為加快我省高質量充電基礎設施體系建設,組織編制《四川省充電基礎設施發展規劃》,明確發展目標和主要任務,規劃期限為2024-2030年。
一、規劃背景(jing)
(一)發展現狀
四川(chuan)位于中國(guo)西南部,地(di)處長(chang)江黃河(he)上游,素有“天府之國(guo)”美譽。全省(sheng)面積48.6萬平方公里(li),與重慶、貴(gui)州、云(yun)南、西藏、青海、甘(gan)肅和陜西等7省(sheng)(自治(zhi)區、直(zhi)轄(xia)(xia)市)接壤,轄(xia)(xia)21個(ge)市(州)、183個(ge)縣(xian)(市、區)。作為中國(guo)發(fa)展的(de)戰(zhan)略腹(fu)地(di),四川(chuan)正大力推進成渝地(di)區雙城(cheng)(cheng)經(jing)濟圈建設,深入(ru)實施“四化同步、城(cheng)(cheng)鄉(xiang)融合、五(wu)區共興(xing)”發(fa)展戰(zhan)略,2023年末,全省(sheng)常住人(ren)口8368萬人(ren),呈凈流入(ru)態勢,常住人(ren)口城(cheng)(cheng)鎮化率(lv)達到59.5%?地(di)區生(sheng)產總值(GDP)60132.9億(yi)元,人(ren)均GDP突破7萬元。
在國家新能(neng)源(yuan)汽車(che)(che)(含電動汽車(che)(che))支持政策的推動下(xia),人民群眾對新能(neng)源(yuan)汽車(che)(che)的接受度和認(ren)可(ke)度越來(lai)越高,新能(neng)源(yuan)汽車(che)(che)推廣應用迅(xun)速(su)發展。“十四五”期間,四川省(sheng)大力實施(shi)“電動四川”行動計劃,電動汽車(che)(che)保(bao)有(you)量快速(su)增(zeng)長、滲透率①逐年(nian)(nian)(nian)攀(pan)升,2023年(nian)(nian)(nian)底(di)數量達89.63萬輛,年(nian)(nian)(nian)均增(zeng)速(su)71.3%,年(nian)(nian)(nian)均滲透率為20.9%。
充電基礎設施規模持續擴(kuo)大(da)。全(quan)省現已(yi)建成(cheng)投運充電(dian)(dian)樁32萬臺、額定(ding)功(gong)率(lv)533萬千瓦,分別較“十三(san)五”末(mo)增長8.2倍(bei)、3.7倍(bei)。2023年(nian),全(quan)省充電(dian)(dian)基(ji)礎設(she)(she)施月(yue)均充電(dian)(dian)量2億(yi)千瓦時,月(yue)充電(dian)(dian)量多(duo)次位列全(quan)國前三(san)?年(nian)平均時長利用率(lv)②7.8%,年(nian)平均功(gong)率(lv)利用率(lv)③3.99%,年(nian)最(zui)大瞬時功(gong)率(lv)利用率(lv)④28.17%,現有充電(dian)(dian)基(ji)礎設(she)(she)施已(yi)基(ji)本(ben)滿足電(dian)(dian)動汽(qi)車充電(dian)(dian)需求(qiu)。
充(chong)電基礎設施網絡初具雛形(xing)。以“四向八廊”戰略性綜合交通(tong)走廊為(wei)重(zhong)點,高標準推動既有高速(su)公(gong)路服務區充(chong)(chong)(chong)電基礎設施(shi)全覆蓋,城(cheng)際快(kuai)充(chong)(chong)(chong)網絡初(chu)步(bu)形(xing)(xing)成(cheng)?以“兩(liang)區(辦(ban)公(gong)區、居住區)、三中(zhong)心(xin)(xin)(商業(ye)中(zhong)心(xin)(xin)、工業(ye)中(zhong)心(xin)(xin)、休閑中(zhong)心(xin)(xin))”為(wei)重(zhong)點,以城(cheng)市(shi)道路交通(tong)網絡為(wei)依(yi)托,形(xing)(xing)成(cheng)快(kuai)慢結合的(de)(de)城(cheng)市(shi)充(chong)(chong)(chong)電網絡,核心(xin)(xin)區域服務半徑達(da)1.7公(gong)里?結合城(cheng)鎮化推進(jin)工作(zuo),以縣級(ji)城(cheng)市(shi)公(gong)共直流(liu)快(kuai)充(chong)(chong)(chong)場站為(wei)重(zhong)要場景的(de)(de)農村充(chong)(chong)(chong)電網絡加(jia)快(kuai)建設。
充電基礎(chu)設施服務(wu)能力大幅提升。省(sheng)級充(chong)(chong)電(dian)基礎設施(shi)監管平臺(tai)建成投運,匯集充(chong)(chong)電(dian)運營商934個、充(chong)(chong)電(dian)站5793座、充(chong)(chong)電(dian)樁71096臺(tai),有效(xiao)促(cu)進了(le)不(bu)同平臺(tai)、企業(ye)間信息數據整(zheng)合,基本實(shi)現了(le)省(sheng)內(nei)充(chong)(chong)電(dian)基礎設施(shi)互(hu)聯互(hu)通。推廣應用“川(chuan)逸充(chong)(chong)”應用軟件(jian)(APP),范(fan)圍(wei)覆蓋大型商超、駐車(che)換乘(P+R)停車(che)場(chang)、公(gong)園(yuan)景區(qu)、高速公(gong)路服務區(qu)等場(chang)所公(gong)共充(chong)(chong)電(dian)基礎設施(shi),初步實(shi)現了(le)一個APP暢行全四(si)川(chuan)。
充電基礎設施(shi)政(zheng)策(ce)持(chi)續完善。不(bu)斷優化充(chong)電基(ji)礎設(she)(she)(she)施(shi)頂層(ceng)設(she)(she)(she)計,相繼(ji)出臺(tai)系列(lie)政(zheng)策(ce),涵(han)蓋(gai)規范充(chong)電市(shi)場(chang)管理(li)(li)的(de)(de)市(shi)場(chang)準(zhun)入、審批(pi)手續、建(jian)(jian)設(she)(she)(she)標準(zhun)、運行(xing)維護等建(jian)(jian)設(she)(she)(she)運營制度和激(ji)發(fa)充(chong)電行(xing)業活力的(de)(de)電價支持、建(jian)(jian)設(she)(she)(she)補貼(tie)等激(ji)勵政(zheng)策(ce),形成良好的(de)(de)充(chong)電基(ji)礎設(she)(she)(she)施(shi)發(fa)展(zhan)環境(jing)?指導地方印(yin)發(fa)區域內充(chong)電基(ji)礎設(she)(she)(she)施(shi)專(zhuan)項規劃、工(gong)作方案,促進(jin)充(chong)電基(ji)礎設(she)(she)(she)施(shi)的(de)(de)科學規劃、合理(li)(li)布局(ju)、有(you)序發(fa)展(zhan)。
充(chong)電基礎(chu)設施創新應用(yong)成果(guo)豐碩(shuo)。在全(quan)國率先推出居住區充電(dian)基(ji)礎設(she)施(shi)(shi)“統(tong)建(jian)(jian)統(tong)服”⑤建(jian)(jian)設(she)運營模(mo)式,建(jian)(jian)成(cheng)“統(tong)建(jian)(jian)統(tong)服”小區634個、充電(dian)樁7000余臺(tai),解決近3萬輛私家車充電(dian)難題。提前布局(ju)車網融(rong)合互動技術(shu),2023年充電(dian)基(ji)礎設(she)施(shi)(shi)參與需求側響(xiang)應7次(ci)、最(zui)大響(xiang)應能力達(da)81萬千瓦。推動成(cheng)都市建(jian)(jian)設(she)全(quan)國首(shou)創的(de)“路側充電(dian)+儲(chu)能平急兩用(yong)(yong)基(ji)礎設(she)施(shi)(shi)”,支(zhi)持宜賓市建(jian)(jian)設(she)全(quan)國重(zhong)卡換電(dian)應用(yong)(yong)試點(dian)城市和綠色貨運配送(song)示范城市。
(二)存在問題
總(zong)體來(lai)看,四川已形成(cheng)規模超前、覆(fu)蓋(gai)廣泛、高效便捷(jie)的(de)(de)充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)體系,但(dan)著眼(yan)未(wei)(wei)來(lai)電(dian)(dian)(dian)(dian)動汽車快速增長的(de)(de)趨勢(shi),依然存在一(yi)些薄弱環節。整體發(fa)展布(bu)(bu)局(ju)不(bu)夠均衡。截(jie)至(zhi)(zhi)2023年(nian)(nian)底(di),成(cheng)都平(ping)原(yuan)和川南經濟(ji)區(qu)充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)占全(quan)省比例(li)超90%,其中63%集中在成(cheng)都市(shi)(shi)(shi),大(da)(da)城市(shi)(shi)(shi)和中心城市(shi)(shi)(shi)集中化發(fa)展明(ming)顯,經濟(ji)發(fa)展較差的(de)(de)地(di)區(qu)布(bu)(bu)局(ju)不(bu)足(zu)(zu)(zu)。城市(shi)(shi)(shi)內部(bu)主要(yao)集中在主城區(qu)、核心商(shang)圈等,城區(qu)邊緣和農村地(di)區(qu)則布(bu)(bu)局(ju)較少(shao)。農村現有(you)公共充(chong)(chong)電(dian)(dian)(dian)(dian)樁僅(jin)9000余臺(tai),鄉鎮覆(fu)蓋(gai)率不(bu)足(zu)(zu)(zu)40%,與(yu)國家要(yao)求(qiu)的(de)(de)全(quan)覆(fu)蓋(gai)目(mu)標(biao)差距(ju)較大(da)(da),充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)市(shi)(shi)(shi)場化發(fa)展布(bu)(bu)局(ju)與(yu)基(ji)礎(chu)保障性需求(qiu)存在差距(ju)。居(ju)住區(qu)建樁仍有(you)瓶(ping)頸。截(jie)至(zhi)(zhi)2023年(nian)(nian)底(di),我省尚未(wei)(wei)出臺(tai)居(ju)住區(qu)的(de)(de)充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)相關指導政(zheng)策,部(bu)分城市(shi)(shi)(shi)老舊小區(qu)因供電(dian)(dian)(dian)(dian)設(she)施(shi)(shi)(shi)容(rong)(rong)量不(bu)足(zu)(zu)(zu)、權屬復雜、安(an)全(quan)管理責任不(bu)清晰(xi)等原(yuan)因,充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)安(an)裝難?部(bu)分新建居(ju)住區(qu)未(wei)(wei)落實100%預留充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)安(an)裝條件和配變電(dian)(dian)(dian)(dian)設(she)施(shi)(shi)(shi)增容(rong)(rong)空間等要(yao)求(qiu)。行業(ye)良性發(fa)展能力有(you)待提高。一(yi)方(fang)面,市(shi)(shi)(shi)場競爭(zheng)初期,充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)建設(she)運(yun)營(ying)企(qi)業(ye)出于搶(qiang)占市(shi)(shi)(shi)場份額(e)的(de)(de)考(kao)慮,重建設(she)輕運(yun)營(ying),部(bu)分充(chong)(chong)電(dian)(dian)(dian)(dian)樁無效閑置、損壞難修復、利用(yong)(yong)率低。另一(yi)方(fang)面,大(da)(da)部(bu)分充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)盈(ying)利模式(shi)單一(yi),僅(jin)通(tong)過收取服務費獲取收益。受公用(yong)(yong)充(chong)(chong)電(dian)(dian)(dian)(dian)車位(wei)被燃油車占用(yong)(yong)、高速公路等特殊領域(yu)建設(she)運(yun)營(ying)成(cheng)本(ben)高等情況影響,全(quan)省大(da)(da)多數充(chong)(chong)電(dian)(dian)(dian)(dian)基(ji)礎(chu)設(she)施(shi)(shi)(shi)企(qi)業(ye)處(chu)于微利甚至(zhi)(zhi)虧(kui)損狀態,行業(ye)總(zong)體盈(ying)利能力不(bu)足(zu)(zu)(zu)、可(ke)持續發(fa)展后勁不(bu)足(zu)(zu)(zu)。
(三)發展形勢(shi)
當(dang)前,全(quan)(quan)國電動汽(qi)車(che)進(jin)入(ru)市場(chang)驅動的(de)(de)(de)加速發(fa)展(zhan)新階段,預計2030年全(quan)(quan)省電動汽(qi)車(che)滲(shen)透(tou)率將達到45%,隨著(zhu)電動汽(qi)車(che)保(bao)有量(liang)的(de)(de)(de)全(quan)(quan)面(mian)增長,充(chong)電基(ji)礎設施(shi)的(de)(de)(de)建設規模(mo)和覆蓋(gai)率將持續(xu)提(ti)升(sheng)。為滿足人(ren)民群(qun)眾清(qing)潔化、智慧化、便捷化的(de)(de)(de)出行需求(qiu),未來(lai)電動汽(qi)車(che)用戶的(de)(de)(de)充(chong)電需求(qiu)將逐漸(jian)從有沒有向好(hao)不好(hao)轉變,充(chong)電基(ji)礎設施(shi)發(fa)展(zhan)也(ye)將從擴大規模(mo)邁入(ru)提(ti)質增效(xiao)新階段,對充(chong)電速度、安全(quan)(quan)保(bao)障、服務質量(liang)、智能化等方面(mian)也(ye)提(ti)出了更高要求(qiu)。
私(si)人充電(dian)基礎(chu)設(she)施將(jiang)成為主要增長(chang)點。隨著(zhu)電(dian)動(dong)汽(qi)(qi)車(che)技術加速(su)發展,電(dian)動(dong)汽(qi)(qi)車(che)駕乘體驗持(chi)續提升、購(gou)置成本逐步(bu)降低,私(si)人電(dian)動(dong)汽(qi)(qi)車(che)增長明顯(xian),2023年全省新增電(dian)動(dong)汽(qi)(qi)車(che)約(yue)(yue)34萬(wan)臺,其中私(si)人電(dian)動(dong)汽(qi)(qi)車(che)占比約(yue)(yue)80%。未(wei)(wei)來(lai),在政策引(yin)導(dao)、市場需求(qiu)等多重(zhong)因素的驅(qu)動(dong)下,私(si)人電(dian)動(dong)汽(qi)(qi)車(che)將(jiang)持(chi)續高速(su)增長,成為未(wei)(wei)來(lai)交通電(dian)動(dong)化規(gui)模(mo)化發展的重(zhong)要領(ling)域。綜合考慮充電(dian)便捷性(xing)、經(jing)濟(ji)性(xing)等因素,私(si)人電(dian)動(dong)汽(qi)(qi)車(che)用戶(hu)普遍期待擁有私(si)人樁(zhuang),私(si)人充電(dian)基礎設施將(jiang)迎來(lai)爆發式增長。
特殊領域大功率充電基礎設施需求將進一步(bu)釋放。隨著(zhu)超級快充、大功率(lv)電(dian)池等技(ji)術的(de)迅(xun)速發展(zhan),充電(dian)效率(lv)大幅提升(sheng),與加油(you)時(shi)長(chang)基本相當逐漸(jian)成為(wei)現實。在(zai)高速公(gong)(gong)路、旅游(you)公(gong)(gong)路沿線服務區、機場和高鐵樞紐(niu)站等特定(ding)領域和場景,電(dian)動汽車(che)用戶對(dui)于(yu)快速充電(dian)的(de)需求更(geng)為(wei)強(qiang)烈,超級快充等大功率(lv)充電(dian)技(ji)術的(de)應用將會更(geng)加廣泛。
車網融(rong)合互動是未來發展的重要方(fang)向。充電(dian)(dian)(dian)基礎設施作為電(dian)(dian)(dian)動汽(qi)車與(yu)電(dian)(dian)(dian)網之(zhi)間信(xin)息和能(neng)量交互(hu)的(de)紐帶,通(tong)過(guo)智能(neng)有序充電(dian)(dian)(dian)、雙向(xiang)充放電(dian)(dian)(dian)等形式,參與(yu)削峰(feng)填谷、虛擬(ni)電(dian)(dian)(dian)廠、聚合交易等應(ying)(ying)用場景,有效(xiao)平衡電(dian)(dian)(dian)動汽(qi)車充電(dian)(dian)(dian)和電(dian)(dian)(dian)力系統(tong)調度(du)需求,提升電(dian)(dian)(dian)網調峰(feng)調頻、應(ying)(ying)急響應(ying)(ying)能(neng)力。
行(xing)業發展從重建設向重運營轉變。未來,充(chong)(chong)(chong)電基礎(chu)設施發展(zhan)一(yi)(yi)方(fang)面需要(yao)滿足電動汽車充(chong)(chong)(chong)電需求,另一(yi)(yi)方(fang)面需要(yao)提(ti)高充(chong)(chong)(chong)電基礎(chu)設施利用率(lv)水平,提(ti)升自身盈利能(neng)力。在國家“鼓勵地(di)方(fang)建立與服(fu)務質(zhi)量掛鉤的運(yun)營補貼標準(zhun)”政(zheng)策引導(dao)下,充(chong)(chong)(chong)電基礎(chu)設施運(yun)營企(qi)業也將進一(yi)(yi)步優化場(chang)站布局(ju),提(ti)升場(chang)站運(yun)維管(guan)理水平,推(tui)動行(xing)業良性發展(zhan)。
二、總(zong)體要求
(一)指導思想和基本(ben)原則
堅持以(yi)習近(jin)平新時代(dai)中國特色社會(hui)主義思想(xiang)為指導,貫徹(che)“四個革命、一(yi)個合作”能源安全新戰略(lve),落實碳(tan)達峰碳(tan)中和目標任務,立足新發(fa)展階段,完整、準(zhun)確、全面貫徹(che)新發(fa)展理念,積極融入和服(fu)務構建新發(fa)展格局(ju),按照國家關于充電(dian)基礎設(she)施(shi)發(fa)展的決(jue)策部署,加快構建高質量充電(dian)基礎設(she)施(shi)體(ti)系(xi),更好(hao)滿足人(ren)民(min)群眾購置和使用電(dian)動汽車(che)需要,助(zhu)力(li)交通運(yun)輸(shu)綠(lv)色低碳(tan)轉型與(yu)現代(dai)化基礎設(she)施(shi)體(ti)系(xi)建設(she)。

三、主要任務
(一)優(you)化完善充電(dian)網絡布(bu)局
建設結構完善的(de)城市充電(dian)網絡。以“結構合理、功(gong)能完善、優質高效”為目(mu)標,圍(wei)繞“兩(liang)區”“三(san)(san)中心(xin)”等(deng)(deng)重點區域,補(bu)(bu)強補(bu)(bu)齊城市(shi)充(chong)電基礎(chu)設(she)(she)施,推動城市(shi)充(chong)電網(wang)絡從中心(xin)城區向城市(shi)邊緣有(you)序(xu)延伸(shen),實(shi)現(xian)各類停(ting)車(che)場景全(quan)面覆蓋。在(zai)城市(shi)道路沿線布局便(bian)捷(jie)高效的(de)“公(gong)(gong)共(gong)快(kuai)速充(chong)電網(wang)”,在(zai)居住區推廣智能有(you)序(xu)慢充(chong)為主、應(ying)急快(kuai)充(chong)為輔的(de)“智慧(hui)有(you)序(xu)充(chong)電網(wang)”,在(zai)辦公(gong)(gong)區鼓勵建設(she)(she)向公(gong)(gong)眾開放的(de)“專用共(gong)享充(chong)電網(wang)”,在(zai)“三(san)(san)中心(xin)”等(deng)(deng)區域建設(she)(she)快(kuai)慢結合的(de)“集中補(bu)(bu)能充(chong)電網(wang)”。鼓勵有(you)條件(jian)的(de)市(shi)(州)制(zhi)定建設(she)(she)計劃,在(zai)出租車(che)、網(wang)約(yue)車(che)、公(gong)(gong)交車(che)、物(wu)流車(che)、工程運(yun)輸車(che)等(deng)(deng)領域推廣應(ying)用換電模式(shi)。
建(jian)設快(kuai)捷高效的(de)城際充電(dian)網絡。以“四向八廊”綜合交(jiao)通走廊和成渝地區(qu)雙城經濟圈(quan)綜合交(jiao)通樞紐集群為主骨架,在高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路(lu)(lu)(lu)、重點旅游線(xian)路(lu)(lu)(lu)、具備條件的普通國省干線(xian)公(gong)(gong)路(lu)(lu)(lu)沿線(xian)適時布局充電(dian)(dian)基礎(chu)設施(shi),有效滿足電(dian)(dian)動(dong)汽車中長途(tu)出(chu)行(xing)需(xu)求。新(xin)建高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路(lu)(lu)(lu)服(fu)(fu)務(wu)區(qu)同(tong)步建設充電(dian)(dian)基礎(chu)設施(shi),既有高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路(lu)(lu)(lu)服(fu)(fu)務(wu)區(qu)根(gen)據實(shi)際情(qing)況進(jin)行(xing)升級改(gai)造(zao),鼓勵(li)利用移動(dong)充電(dian)(dian)基礎(chu)設施(shi)等方式提升高(gao)(gao)(gao)速(su)(su)公(gong)(gong)路(lu)(lu)(lu)在節假日等特殊時段(duan)的充電(dian)(dian)服(fu)(fu)務(wu)保障能力。
建設有(you)效覆(fu)蓋的農村充(chong)電網絡。以“全面覆蓋(gai)、有效保障”為目標,加快(kuai)建設(she)農(nong)(nong)村(cun)(cun)(cun)充(chong)(chong)電(dian)(dian)網絡,推(tui)動(dong)與城(cheng)市(shi)、城(cheng)際充(chong)(chong)電(dian)(dian)網絡融合(he)發展。圍(wei)繞全省鄉鎮(zhen)行政區劃和村(cun)(cun)(cun)級建制調(diao)整(zheng)改革(ge)思路(lu),推(tui)動(dong)充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施逐步從(cong)城(cheng)鄉融合(he)片(pian)區向農(nong)(nong)村(cun)(cun)(cun)片(pian)區延伸。結合(he)鄉村(cun)(cun)(cun)自駕游、農(nong)(nong)村(cun)(cun)(cun)居民出行等實際需(xu)求,推(tui)動(dong)充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施從(cong)國省干線向農(nong)(nong)村(cun)(cun)(cun)公路(lu)延伸?在縣級城(cheng)市(shi)城(cheng)區建設(she)公共直流快(kuai)充(chong)(chong)站,推(tui)動(dong)充(chong)(chong)電(dian)(dian)基(ji)礎設(she)施從(cong)中心城(cheng)鎮(zhen)向其他(ta)村(cun)(cun)(cun)鎮(zhen)、易地搬遷集(ji)中安置(zhi)區、鄉村(cun)(cun)(cun)旅游重點村(cun)(cun)(cun)鎮(zhen)等區域延伸。
(二)加快(kuai)重(zhong)點區域設(she)施(shi)建設(she)
全力推進(jin)居住區充電基礎設(she)施建設(she)。加快制(zhi)(zhi)定居住區(qu)充電(dian)(dian)(dian)基(ji)(ji)礎設(she)(she)(she)(she)施管(guan)理指南,明(ming)確(que)管(guan)理程序、優(you)化支持政(zheng)策,落(luo)實(shi)街道(dao)辦事處、居民委(wei)員會等基(ji)(ji)層管(guan)理機(ji)構責(ze)任和(he)物業主管(guan)部門指導責(ze)任,建(jian)立“一站(zhan)式”協調推動和(he)投訴(su)機(ji)制(zhi)(zhi)。新建(jian)居住區(qu),壓實(shi)建(jian)設(she)(she)(she)(she)單位主體(ti)責(ze)任,嚴格落(luo)實(shi)充電(dian)(dian)(dian)基(ji)(ji)礎設(she)(she)(she)(she)施配(pei)建(jian)要求,固定車位100%預留充電(dian)(dian)(dian)基(ji)(ji)礎設(she)(she)(she)(she)施安(an)裝條件(jian),滿(man)足(zu)直接(jie)裝表接(jie)電(dian)(dian)(dian)要求,將充電(dian)(dian)(dian)基(ji)(ji)礎設(she)(she)(she)(she)施安(an)裝要求納入(ru)建(jian)筑工(gong)程設(she)(she)(she)(she)計方(fang)案(an)審查、施工(gong)圖審查、竣工(gong)驗收及交付等環節進行管(guan)理。既有(you)居住區(qu),將充電(dian)(dian)(dian)基(ji)(ji)礎設(she)(she)(she)(she)施納入(ru)老舊(jiu)小區(qu)完善類設(she)(she)(she)(she)施改造(zao)范圍,因(yin)地制(zhi)(zhi)宜同(tong)步改造(zao)配(pei)套供配(pei)電(dian)(dian)(dian)設(she)(she)(she)(she)施,確(que)不具備改造(zao)條件(jian)的,鼓勵(li)通過(guo)“統建(jian)統服(fu)”、有(you)序充電(dian)(dian)(dian)等方(fang)式滿(man)足(zu)居民充電(dian)(dian)(dian)需求。
因地(di)制宜推動縣(xian)鄉地(di)區(qu)充電(dian)基礎設施(shi)建設。以(yi)縣(xian)(市、區(qu))域(yu)為基本單元,結合(he)當地(di)(di)(di)國(guo)土空間規(gui)劃(hua)和配(pei)電(dian)(dian)網(wang)規(gui)劃(hua),制定(ding)縣(xian)鄉(xiang)充(chong)(chong)(chong)電(dian)(dian)基礎(chu)設(she)施專項規(gui)劃(hua)或(huo)工作(zuo)計(ji)劃(hua),優化(hua)完善布局(ju)。優先在縣(xian)鄉(xiang)企(qi)(qi)事業單位(wei)、客(ke)運(yun)車(che)(che)站、商業建筑、公(gong)共(gong)停車(che)(che)場、普(pu)通(tong)公(gong)路(lu)服務區(qu)、對(dui)(dui)社會開放(fang)的(de)(de)養(yang)護管理站(道(dao)班、工區(qu))、加油(you)站等區(qu)域(yu)布局(ju)公(gong)共(gong)充(chong)(chong)(chong)電(dian)(dian)基礎(chu)設(she)施,鼓(gu)(gu)勵采(cai)用(yong)(yong)單槍功(gong)率大(da)于(yu)60千(qian)瓦(wa)的(de)(de)直流快充(chong)(chong)(chong)設(she)備(bei)。對(dui)(dui)企(qi)(qi)業投(tou)資(zi)意愿不(bu)高的(de)(de)偏遠地(di)(di)(di)區(qu),鼓(gu)(gu)勵利用(yong)(yong)鄉(xiang)鎮(zhen)(街道(dao))、社區(qu)、國(guo)有企(qi)(qi)業的(de)(de)辦(ban)公(gong)場所土地(di)(di)(di)、變壓器(qi)資(zi)源提供兜底充(chong)(chong)(chong)電(dian)(dian)服務。積極支持有條件的(de)(de)地(di)(di)(di)區(qu)建設(she)充(chong)(chong)(chong)電(dian)(dian)基礎(chu)設(she)施應用(yong)(yong)示范縣(xian)和示范鄉(xiang)鎮(zhen),探索農村地(di)(di)(di)區(qu)充(chong)(chong)(chong)電(dian)(dian)基礎(chu)設(she)施推廣普(pu)及(ji)新模(mo)式。2025年(nian),阿壩(ba)州(zhou)、甘孜州(zhou)、涼(liang)山州(zhou)實現(xian)充(chong)(chong)(chong)電(dian)(dian)站“縣(xian)縣(xian)全(quan)覆(fu)蓋”,其余市實現(xian)充(chong)(chong)(chong)電(dian)(dian)基礎(chu)設(she)施“鄉(xiang)鄉(xiang)全(quan)覆(fu)蓋”,全(quan)省農村地(di)(di)(di)區(qu)公(gong)共(gong)充(chong)(chong)(chong)電(dian)(dian)樁數量達2.2萬(wan)臺(tai),充(chong)(chong)(chong)電(dian)(dian)樁額(e)定(ding)功(gong)率達132萬(wan)千(qian)瓦(wa)。
