山東省(sheng)農業產業化龍(long)頭(tou)企(qi)業提振行動方案

(征求意見稿)

為引導支持全省農業(ye)產業(ye)化(hua)龍頭企(qi)業(ye)(以下簡(jian)稱“龍頭企(qi)業(ye)”)高(gao)質量發展,打(da)造(zao)全國農業(ye)產業(ye)化(hua)發展高(gao)地,制定如下行(xing)動方案。

一(yi)、主要(yao)目標

 深入貫(guan)徹落實(shi)習近(jin)平總書(shu)記關于“三(san)農”工(gong)作(zuo)的(de)重(zhong)(zhong)要(yao)論述和對山東(dong)工(gong)作(zuo)的(de)重(zhong)(zhong)要(yao)指示要(yao)求(qiu),認真學習貫(guan)徹黨的(de)二十屆三(san)中全會精神,緊緊錨(mao)定“走在前、挑大(da)梁”,以(yi)(yi)引領帶(dai)動鄉村產業(ye)(ye)(ye)高質量(liang)發展、促進農民(min)持(chi)續穩定增(zeng)(zeng)收為目標,大(da)力(li)實(shi)施龍(long)頭(tou)(tou)企(qi)業(ye)(ye)(ye)提振“十大(da)行動”,推(tui)動龍(long)頭(tou)(tou)企(qi)業(ye)(ye)(ye)擴規模、壯實(shi)力(li)、延鏈條、提質量(liang)、增(zeng)(zeng)效益。力(li)爭到2027年,全省新(xin)(xin)增(zeng)(zeng)百(bai)億(yi)級龍(long)頭(tou)(tou)企(qi)業(ye)(ye)(ye)3家以(yi)(yi)上(shang)(shang);到2030年,新(xin)(xin)增(zeng)(zeng)百(bai)億(yi)級龍(long)頭(tou)(tou)企(qi)業(ye)(ye)(ye)5家以(yi)(yi)上(shang)(shang),新(xin)(xin)增(zeng)(zeng)五百(bai)億(yi)級龍(long)頭(tou)(tou)企(qi)業(ye)(ye)(ye)2家,實(shi)現千(qian)億(yi)級龍(long)頭(tou)(tou)企(qi)業(ye)(ye)(ye)的(de)突破(po),省級以(yi)(yi)上(shang)(shang)重(zhong)(zhong)點龍(long)頭(tou)(tou)企(qi)業(ye)(ye)(ye)總數超過1500家。

二、重點任務

(一)實施企業規模擴大行動

1.加(jia)強龍(long)頭(tou)企業(ye)(ye)培育。在(zai)糧棉油(you)、肉(rou)蛋奶、果(guo)蔬茶、漁業(ye)(ye)、種業(ye)(ye)等(deng)傳統優勢產(chan)業(ye)(ye)領(ling)域,培育一(yi)批(pi)市(shi)場規模大(da)、產(chan)業(ye)(ye)鏈(lian)條長、綜合(he)競爭力(li)強的行業(ye)(ye)領(ling)軍企業(ye)(ye)。支持龍(long)頭(tou)企業(ye)(ye)采取兼并重(zhong)組、股(gu)份合(he)作(zuo)、資(zi)產(chan)轉讓等(deng)方式,組建大(da)型企業(ye)(ye)集團,梯次培育國家(jia)級(ji)、省級(ji)、市(shi)級(ji)重(zhong)點龍(long)頭(tou)企業(ye)(ye)。(省農業(ye)(ye)農村廳(ting)牽頭(tou))

2.培育(yu)(yu)全(quan)產業(ye)(ye)(ye)鏈優(you)勢。引導龍頭(tou)企業(ye)(ye)(ye)統籌利(li)用國(guo)內國(guo)際兩(liang)個市場、兩(liang)種(zhong)資(zi)源(yuan),布局育(yu)(yu)種(zhong)研發、加(jia)工轉化、倉儲物(wu)流等設(she)施,提高對關鍵行業(ye)(ye)(ye)的產能(neng)、技術掌(zhang)控能(neng)力,壯大一批引領行業(ye)(ye)(ye)發展的全(quan)產業(ye)(ye)(ye)鏈龍頭(tou)企業(ye)(ye)(ye)。(省(sheng)工業(ye)(ye)(ye)和信息化廳(ting)、省(sheng)農(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)村廳(ting)按職責分工負責)

3.加(jia)大龍(long)頭企(qi)業(ye)招引力度。鼓勵(li)支持引進(jin)大型龍(long)頭企(qi)業(ye),對(dui)新落地企(qi)業(ye)按(an)(an)規定落實稅收(shou)優惠政(zheng)策。對(dui)符合(he)條件的(de)單個項目年度新增投資(zi)額1億元以(yi)上的(de)龍(long)頭企(qi)業(ye),省(sheng)(sheng)市縣(xian)聯動(dong)按(an)(an)照(zhao)年度實際新增投資(zi)額的(de)1%給予獎補。(省(sheng)(sheng)財政(zheng)廳、省(sheng)(sheng)農業(ye)農村廳牽(qian)頭,省(sheng)(sheng)自(zi)然資(zi)源廳、省(sheng)(sheng)稅務(wu)局、國網山東省(sheng)(sheng)電(dian)力公司按(an)(an)職責分工(gong)負責)

(二)實施科(ke)創能力提升行(xing)動

4.加(jia)強科(ke)(ke)(ke)研創(chuang)新。強化(hua)(hua)龍頭企(qi)(qi)業(ye)(ye)(ye)(ye)科(ke)(ke)(ke)技(ji)(ji)創(chuang)新主體地位,鼓勵科(ke)(ke)(ke)研院所同企(qi)(qi)業(ye)(ye)(ye)(ye)以產(chan)學(xue)研形式組建創(chuang)新聯(lian)合體申報科(ke)(ke)(ke)研項目。鼓勵龍頭企(qi)(qi)業(ye)(ye)(ye)(ye)加(jia)大研發投入(ru),依(yi)托省(sheng)級科(ke)(ke)(ke)技(ji)(ji)計劃,支持(chi)企(qi)(qi)業(ye)(ye)(ye)(ye)實(shi)(shi)施提(ti)升自主創(chuang)新能(neng)力(li)、科(ke)(ke)(ke)技(ji)(ji)成果轉化(hua)(hua)、孵化(hua)(hua)實(shi)(shi)驗機(ji)構(gou)培育等項目。每年扶持(chi)不(bu)少(shao)于30個創(chuang)新型龍頭企(qi)(qi)業(ye)(ye)(ye)(ye)精深加(jia)工技(ji)(ji)改項目。支持(chi)符(fu)合條件的龍頭企(qi)(qi)業(ye)(ye)(ye)(ye)承擔鄉村振(zhen)(zhen)興(xing)科(ke)(ke)(ke)技(ji)(ji)創(chuang)新提(ti)振(zhen)(zhen)行動計劃、農業(ye)(ye)(ye)(ye)良種工程(cheng)等項目。(省(sheng)科(ke)(ke)(ke)技(ji)(ji)廳(ting)牽(qian)頭,省(sheng)工業(ye)(ye)(ye)(ye)和信(xin)息化(hua)(hua)廳(ting)、省(sheng)農業(ye)(ye)(ye)(ye)農村廳(ting)按職(zhi)責(ze)分(fen)工負責(ze))

5.搭建(jian)(jian)研(yan)發平(ping)臺(tai)。鼓(gu)勵支持(chi)龍(long)頭(tou)(tou)企(qi)(qi)(qi)業(ye)建(jian)(jian)設(she)產業(ye)技(ji)(ji)術(shu)基礎公共服務(wu)平(ping)臺(tai)項(xiang)(xiang)目。鼓(gu)勵龍(long)頭(tou)(tou)企(qi)(qi)(qi)業(ye)牽頭(tou)(tou)或參與建(jian)(jian)設(she)科(ke)(ke)技(ji)(ji)研(yan)發創(chuang)(chuang)(chuang)新平(ping)臺(tai),攻(gong)關(guan)關(guan)鍵核心(xin)技(ji)(ji)術(shu),形成市場出題(ti)、科(ke)(ke)企(qi)(qi)(qi)協同攻(gong)關(guan)的(de)創(chuang)(chuang)(chuang)新機制(zhi)。引導企(qi)(qi)(qi)業(ye)建(jian)(jian)立技(ji)(ji)術(shu)中(zhong)心(xin)、技(ji)(ji)術(shu)研(yan)究中(zhong)心(xin),以“揭榜掛帥”方式遴選項(xiang)(xiang)目并予以支持(chi)。支持(chi)龍(long)頭(tou)(tou)企(qi)(qi)(qi)業(ye)牽頭(tou)(tou)聯合上下(xia)游企(qi)(qi)(qi)業(ye)、高(gao)校院所建(jian)(jian)設(she)省(sheng)級科(ke)(ke)技(ji)(ji)創(chuang)(chuang)(chuang)新平(ping)臺(tai),對新升(sheng)級的(de)國(guo)家(jia)級技(ji)(ji)術(shu)創(chuang)(chuang)(chuang)新中(zhong)心(xin)、產業(ye)創(chuang)(chuang)(chuang)新中(zhong)心(xin)、制(zhi)造業(ye)創(chuang)(chuang)(chuang)新中(zhong)心(xin),國(guo)家(jia)沒有(you)配(pei)套資(zi)金要求的(de),省(sheng)級科(ke)(ke)技(ji)(ji)創(chuang)(chuang)(chuang)新發展(zhan)資(zi)金給予每個平(ping)臺(tai)1000萬元經費(fei)支持(chi),用于項(xiang)(xiang)目攻(gong)關(guan)、設(she)備購(gou)置、人才引進。(省(sheng)科(ke)(ke)技(ji)(ji)廳牽頭(tou)(tou),省(sheng)發展(zhan)改革委(wei)、省(sheng)財政廳、省(sheng)工(gong)業(ye)和信息化廳按(an)職(zhi)責分(fen)工(gong)負(fu)責)

6.加(jia)快(kuai)成果轉(zhuan)化。支(zhi)持龍(long)頭企(qi)(qi)(qi)業(ye)(ye)參與(yu)科技(ji)成果轉(zhuan)化中試基地、山(shan)東科技(ji)大市場及分(fen)級(ji)市場、專(zhuan)業(ye)(ye)化市場建(jian)設,加(jia)速核(he)心技(ji)術開(kai)發(fa)與(yu)成果轉(zhuan)化。引導科技(ji)領軍型龍(long)頭企(qi)(qi)(qi)業(ye)(ye),發(fa)揮集成創(chuang)新優勢,開(kai)展(zhan)農業(ye)(ye)產業(ye)(ye)共(gong)性關鍵技(ji)術研發(fa)、科技(ji)成果轉(zhuan)化及產業(ye)(ye)化、科技(ji)資(zi)源共(gong)享(xiang)服務等,推動(dong)企(qi)(qi)(qi)業(ye)(ye)成為(wei)技(ji)術創(chuang)新決策、研發(fa)投入、科研組織和成果轉(zhuan)化的主體,提升龍(long)頭企(qi)(qi)(qi)業(ye)(ye)創(chuang)新主體地位。(省科技(ji)廳牽頭)

7.強化人才(cai)引育。支(zhi)持(chi)龍(long)頭企(qi)業(ye)(ye)(ye)參與省(sheng)(sheng)級(ji)(ji)重點人才(cai)計劃等(deng)各類人才(cai)工(gong)程。支(zhi)持(chi)龍(long)頭企(qi)業(ye)(ye)(ye)高技能人才(cai)申報齊(qi)魯首席技師、山東(dong)省(sheng)(sheng)技術(shu)技能大師等(deng)人才(cai)項(xiang)目,對獲(huo)評人員(yuan)按規(gui)定(ding)給予(yu)津貼補(bu)助(zhu),并享受相關(guan)待遇。支(zhi)持(chi)龍(long)頭企(qi)業(ye)(ye)(ye)設置(zhi)博(bo)士后科研平臺,按規(gui)定(ding)對符合(he)條件的(de)博(bo)士(后)發放生活補(bu)助(zhu)。為龍(long)頭企(qi)業(ye)(ye)(ye)中符合(he)條件的(de)高層次人才(cai),及時發放“山東(dong)惠(hui)才(cai)卡”,在住(zhu)房保(bao)障、子女就學、交(jiao)通出(chu)行、職(zhi)(zhi)稱(cheng)評審等(deng)方面提供(gong)綠色通道。支(zhi)持(chi)龍(long)頭企(qi)業(ye)(ye)(ye)建設省(sheng)(sheng)級(ji)(ji)專家服務基地,幫助(zhu)企(qi)業(ye)(ye)(ye)柔性引進(jin)專家資源。(省(sheng)(sheng)人力資源社會保(bao)障廳(ting)(ting)、省(sheng)(sheng)農業(ye)(ye)(ye)農村廳(ting)(ting)牽頭,省(sheng)(sheng)科技廳(ting)(ting)、省(sheng)(sheng)工(gong)業(ye)(ye)(ye)和信(xin)息化廳(ting)(ting)、省(sheng)(sheng)財政廳(ting)(ting)按職(zhi)(zhi)責分工(gong)負責)

(三)實施(shi)設施(shi)裝備升級行動

8.開(kai)展智(zhi)慧化改(gai)造(zao)(zao)。支持龍頭企(qi)業(ye)開(kai)展農(nong)業(ye)物聯網、大數(shu)據、人工(gong)(gong)智(zhi)能、區塊(kuai)鏈、衛星遙(yao)感(gan)、信息傳(chuan)輸(shu)、5G等(deng)信息化新(xin)技術新(xin)裝備集成應用,加快農(nong)業(ye)生(sheng)產(chan)、經營、管(guan)理(li)和服務信息化改(gai)造(zao)(zao)提升(sheng)。對龍頭企(qi)業(ye)在設施種(zhong)植、倉儲保鮮等(deng)領域新(xin)建、擴建生(sheng)產(chan)設施設備及技術改(gai)造(zao)(zao)所(suo)發生(sheng)的(de)貸款給予不超過(guo)1%的(de)貼息。(省(sheng)農(nong)業(ye)農(nong)村廳(ting)(ting)牽頭,省(sheng)財政廳(ting)(ting)、省(sheng)工(gong)(gong)業(ye)和信息化廳(ting)(ting)按(an)職責(ze)分工(gong)(gong)負責(ze))

 9.強化(hua)(hua)先進設備開發。支持龍頭企業(ye)數字化(hua)(hua)智(zhi)能(neng)(neng)化(hua)(hua)改造提升(sheng),梯級(ji)培育智(zhi)能(neng)(neng)工(gong)(gong)廠,每(mei)年(nian)認(ren)定(ding)一批(pi)智(zhi)能(neng)(neng)工(gong)(gong)廠、數字化(hua)(hua)車間、智(zhi)能(neng)(neng)制造優(you)秀(xiu)場景。龍頭企業(ye)會同(tong)科研(yan)機構(gou)、裝(zhuang)備制造企業(ye),開展工(gong)(gong)藝(yi)設備聯合攻關(guan),生(sheng)產的首臺(套)重(zhong)大技(ji)術裝(zhuang)備、關(guan)鍵零部件和首批(pi)次(ci)新材料產品,按規(gui)定(ding)給(gei)予保(bao)險(xian)費補貼。(省工(gong)(gong)業(ye)和信(xin)息化(hua)(hua)廳、省財政廳按職責分工(gong)(gong)負(fu)責)

10.加強技(ji)術(shu)改(gai)造(zao)。支(zhi)持(chi)(chi)龍頭企業(ye)(ye)新(xin)增自動化生(sheng)產線、智能化分裝(zhuang)線,淘汰落后產能。對工(gong)業(ye)(ye)技(ji)改(gai)示范項(xiang)(xiang)目(mu)中涉及的(de)研發設(she)(she)備、生(sheng)產設(she)(she)備等設(she)(she)備購置(zhi)費用,符合(he)條件(jian)的(de)按照不超(chao)過10%的(de)比例給予(yu)(yu)單(dan)戶企業(ye)(ye)最(zui)高(gao)500萬(wan)元補貼。支(zhi)持(chi)(chi)農機(ji)裝(zhuang)備生(sheng)產企業(ye)(ye)加快(kuai)設(she)(she)備更新(xin)改(gai)造(zao)、技(ji)術(shu)升級(ji),對符合(he)條件(jian)的(de)重大技(ji)術(shu)改(gai)造(zao)項(xiang)(xiang)目(mu)給予(yu)(yu)貸款(kuan)貼息、股權(quan)投資(zi)支(zhi)持(chi)(chi)。其中:貸款(kuan)貼息按不超(chao)過最(zui)新(xin)一期(qi)的(de)一年期(qi)貸款(kuan)市場報(bao)價利(li)率(lv)(LPR)的(de)35%、最(zui)高(gao)2000萬(wan)元確定。(省(sheng)工(gong)業(ye)(ye)和(he)信息化廳、省(sheng)財政廳按職責分工(gong)負責)

(四)實施產業園(yuan)區建設行動(dong)

11.建設高(gao)水平產(chan)業(ye)園(yuan)(yuan)區。鼓勵各地(di)依托開(kai)發(fa)區,以“一(yi)區多園(yuan)(yuan)”的(de)形(xing)式(shi)在糧食和重要農(nong)(nong)產(chan)品(pin)(pin)(pin)主產(chan)區高(gao)標準謀劃建設一(yi)批農(nong)(nong)產(chan)品(pin)(pin)(pin)(食品(pin)(pin)(pin))加工(gong)(gong)產(chan)業(ye)園(yuan)(yuan)區,推行實(shi)體化運營管理(li)。制(zhi)定科學入園(yuan)(yuan)政策,引(yin)導(dao)地(di)域相(xiang)近、產(chan)業(ye)相(xiang)通、產(chan)品(pin)(pin)(pin)互補、上(shang)下(xia)游聯系(xi)緊密的(de)龍頭企(qi)(qi)業(ye)向園(yuan)(yuan)區集中,探(tan)索“飛地(di)”經濟。鼓勵本地(di)企(qi)(qi)業(ye)投資擴產(chan),本地(di)入園(yuan)(yuan)企(qi)(qi)業(ye)享(xiang)受(shou)與招商引(yin)資企(qi)(qi)業(ye)同等(deng)待(dai)遇(yu)。龍頭企(qi)(qi)業(ye)實(shi)施(shi)環保節能節水改造(zao)、安全設施(shi)改造(zao)、產(chan)品(pin)(pin)(pin)工(gong)(gong)藝優化與質量提(ti)升等(deng)技(ji)術改造(zao)項目,可在企(qi)(qi)業(ye)原廠址內實(shi)施(shi)。(省(sheng)發(fa)展改革委、省(sheng)農(nong)(nong)業(ye)農(nong)(nong)村廳按職責分工(gong)(gong)負責)

12.推動產業集群集聚發展。支持龍頭企業承擔優勢特色產業集群、現代農業產業園、農業產業強鎮以及優勢特色農業全產業鏈提質增效試點等農業產業融合項目,引領行業集聚發展、帶動產業轉型升級,相關(guan)項(xiang)目資金向聯農帶農效果明顯的龍頭企業(ye)傾斜。(省(sheng)財政廳、省(sheng)農業(ye)農村廳按職責分工負(fu)責)

(五)實施質量品(pin)牌塑優行動(dong)

13.推動標(biao)準(zhun)化發(fa)展(zhan)。實施農業(ye)(ye)品(pin)種培優、品(pin)質提升(sheng)、品(pin)牌打(da)造和標(biao)準(zhun)化生(sheng)產(chan)提升(sheng)行動,支持(chi)龍頭(tou)企(qi)業(ye)(ye)開展(zhan)綠色(se)食(shi)品(pin)、有機(ji)食(shi)品(pin)、地(di)理標(biao)志(zhi)認(ren)證認(ren)定。支持(chi)龍頭(tou)企(qi)業(ye)(ye)圍繞蔬菜、畜禽、漁業(ye)(ye)等優勢特(te)色(se)產(chan)業(ye)(ye),發(fa)展(zhan)標(biao)準(zhun)化生(sheng)產(chan),牽(qian)頭(tou)或參與相關標(biao)準(zhun)研制,持(chi)續(xu)完(wan)善農業(ye)(ye)全產(chan)業(ye)(ye)鏈標(biao)準(zhun)體系。(省農業(ye)(ye)農村廳、省市(shi)場監管局(ju)按職(zhi)責分工負(fu)責)

14.打(da)造知名品(pin)牌(pai)(pai)。引導龍(long)頭企業(ye)(ye)發展特色(se)產業(ye)(ye),對“土字(zi)號(hao)”“鄉(xiang)字(zi)號(hao)”特色(se)品(pin)牌(pai)(pai)進行標(biao)(biao)準化打(da)造。推進“好品(pin)山(shan)東(dong)”省(sheng)級區域(yu)公(gong)共品(pin)牌(pai)(pai)建設,構(gou)建產品(pin)、企業(ye)(ye)、行業(ye)(ye)、區域(yu)、地理標(biao)(biao)志“4+1”品(pin)牌(pai)(pai)體系,加大龍(long)頭企業(ye)(ye)品(pin)牌(pai)(pai)推介力度。支持(chi)企業(ye)(ye)產品(pin)認證、標(biao)(biao)準制定、品(pin)牌(pai)(pai)打(da)造,每個(ge)主導產業(ye)(ye)和特色(se)產業(ye)(ye)遴(lin)選一批標(biao)(biao)桿企業(ye)(ye),培育全(quan)國知名企業(ye)(ye)品(pin)牌(pai)(pai)。(省(sheng)農業(ye)(ye)農村廳、省(sheng)市場(chang)監(jian)管局按職(zhi)責(ze)分工(gong)負責(ze))

15.拓展多元市場。支持縣域商貿流通龍頭企業開展縣域商業建設,對建設改造具備分揀、預冷、預加工、配送等功能的農產品商品化處理設施,給予專項資金支持。引導龍頭企業入駐“齊魯農超”農副產品展示交易平臺,充分利用展會、節慶等各類載體,組織開展產銷對接、品牌推介活動,持續提升“好品山東”農產品市場影響力。加快品牌“出海”,拓展國際市場,對主辦類境外展會展位費、展位搭建、展品運輸等給予補貼。指導農產品出口企業開展AEO高級認證。對外貿中小企業開展的境外專利申請、商標注冊及資質認證、參加國際性展會費用給予支持。對農產品企業出口到新興市場、“一帶一路”沿線國家(jia)的信(xin)保保費(fei)支持(chi)比(bi)例不低于50%。(省(sheng)商務廳(ting)牽頭,省(sheng)財政廳(ting)、省(sheng)農業(ye)農村廳(ting)按職(zhi)責分工負責)

(六)實施聯農帶農增收行動(dong)

16.培(pei)育農(nong)業(ye)(ye)(ye)產業(ye)(ye)(ye)化聯合體(ti)(ti)。聚(ju)焦聯農(nong)帶農(nong)益農(nong),發揮(hui)龍頭企業(ye)(ye)(ye)引領(ling)帶動作(zuo)用,培(pei)育一(yi)(yi)批(pi)農(nong)業(ye)(ye)(ye)產業(ye)(ye)(ye)化聯合體(ti)(ti),引導龍頭企業(ye)(ye)(ye)帶動農(nong)民(min)合作(zuo)社、家庭農(nong)場等各類新型農(nong)業(ye)(ye)(ye)經(jing)營(ying)主(zhu)體(ti)(ti)分工(gong)協作(zuo)、風(feng)險共擔,推廣聯合體(ti)(ti)統(tong)(tong)一(yi)(yi)決(jue)策(ce)、統(tong)(tong)一(yi)(yi)生產、統(tong)(tong)一(yi)(yi)服務(wu)、統(tong)(tong)一(yi)(yi)加工(gong)、統(tong)(tong)一(yi)(yi)銷售等經(jing)營(ying)模式。(省農(nong)業(ye)(ye)(ye)農(nong)村廳(ting)牽頭)

(七)實施金融保險助力(li)行動

(九)實(shi)施(shi)政(zheng)策要素(su)支撐行動

26.強化(hua)用地保(bao)障(zhang)。全(quan)面落實“項目(mu)跟著(zhu)規劃(hua)走,要(yao)素(su)跟著(zhu)項目(mu)走”,深入實施(shi)土地要(yao)素(su)差別化(hua)配置政策,分級分類做好龍(long)頭企業(ye)發展鄉(xiang)村(cun)產業(ye)的(de)(de)用地保(bao)障(zhang)。對納入實施(shi)類省重(zhong)大項目(mu)清單(dan)的(de)(de)項目(mu),確(que)需(xu)新增用地的(de)(de),由省級全(quan)額保(bao)障(zhang)計劃(hua)指標(biao)(biao)。市縣盤活指標(biao)(biao)要(yao)優(you)先保(bao)障(zhang)鄉(xiang)村(cun)基礎設施(shi)、公共(gong)服(fu)務設施(shi)和產業(ye)用地,滿足(zu)龍(long)頭企業(ye)重(zhong)大項目(mu)的(de)(de)生(sheng)產性用地需(xu)求。(省自然資源(yuan)廳牽頭)

27.規(gui)范設(she)(she)施(shi)用(yong)(yong)(yong)(yong)地(di)(di)管理(li)。依法合規(gui)保障設(she)(she)施(shi)農(nong)業(ye)(ye)用(yong)(yong)(yong)(yong)地(di)(di)需求,對(dui)龍頭(tou)企業(ye)(ye)直接用(yong)(yong)(yong)(yong)于農(nong)產(chan)品生(sheng)產(chan)和輔助生(sheng)產(chan)的(de)設(she)(she)施(shi)用(yong)(yong)(yong)(yong)地(di)(di)、從事規(gui)模化糧(liang)食生(sheng)產(chan)所必需的(de)配(pei)套設(she)(she)施(shi)用(yong)(yong)(yong)(yong)地(di)(di),符合設(she)(she)施(shi)農(nong)用(yong)(yong)(yong)(yong)地(di)(di)條(tiao)件(jian)的(de),根據《山東省自(zi)然(ran)資(zi)源(yuan)廳(ting)關于進一步規(gui)范設(she)(she)施(shi)農(nong)業(ye)(ye)用(yong)(yong)(yong)(yong)地(di)(di)管理(li)的(de)通(tong)知》(魯自(zi)然(ran)資(zi)字〔2024〕92號)要求,由縣級進行項目選址審查,由鄉鎮人民(min)政府進行備(bei)案,涉及占用(yong)(yong)(yong)(yong)一般(ban)耕地(di)(di)的(de),按照(zhao)要求統籌做好耕地(di)(di)補(bu)充。(省自(zi)然(ran)資(zi)源(yuan)廳(ting)牽頭(tou))

28.落(luo)實(shi)稅(shui)收(shou)優(you)惠(hui)政策(ce)。強(qiang)化稅(shui)收(shou)政策(ce)宣(xuan)傳,落(luo)實(shi)好農(nong)業(ye)生產(chan)者(zhe)(zhe)銷售自(zi)產(chan)農(nong)產(chan)品免征(zheng)(zheng)增值稅(shui),企(qi)(qi)業(ye)農(nong)林牧漁項目的所(suo)得免征(zheng)(zheng)或者(zhe)(zhe)減征(zheng)(zheng)企(qi)(qi)業(ye)所(suo)得稅(shui)等(deng)優(you)惠(hui)政策(ce),輔導龍頭企(qi)(qi)業(ye)依(yi)法依(yi)規準確(que)享受稅(shui)收(shou)優(you)惠(hui)。(省(sheng)稅(shui)務局(ju)牽頭)

29.降低用電(dian)成本。支持龍(long)頭(tou)企業(ye)(ye)參與(yu)電(dian)力市(shi)場(chang)(chang)交易,與(yu)售(shou)電(dian)公司(si)或發(fa)電(dian)企業(ye)(ye)通過雙邊協商、市(shi)場(chang)(chang)競價等(deng)市(shi)場(chang)(chang)化交易方式自主確定用電(dian)價格。引導龍(long)頭(tou)企業(ye)(ye)通過合理調節生產時序,避(bi)峰用電(dian),節省用電(dian)成本。(省發(fa)展改革委(wei)、省能源局(ju)、國(guo)家能源局(ju)山東(dong)監管辦、國(guo)網山東(dong)省電(dian)力公司(si)按(an)職責分(fen)工(gong)負責)

三、保(bao)障措施

(征求意(yi)見稿)

 為引導支持全(quan)省農業(ye)(ye)產業(ye)(ye)化(hua)龍頭企(qi)業(ye)(ye)(以(yi)下簡(jian)稱“龍頭企(qi)業(ye)(ye)”)高(gao)質量發(fa)展(zhan),打造全(quan)國農業(ye)(ye)產業(ye)(ye)化(hua)發(fa)展(zhan)高(gao)地,制定(ding)如下行動(dong)方案。

一、主要目(mu)標

深入貫徹落實習近平(ping)總(zong)書記(ji)關(guan)于“三(san)農”工作的(de)重(zhong)要論述(shu)和(he)對山東工作的(de)重(zhong)要指示要求,認(ren)真學習貫徹黨的(de)二十屆三(san)中全會精神,緊(jin)緊(jin)錨定“走(zou)在前(qian)、挑大(da)梁”,以引領帶動(dong)鄉村產業(ye)(ye)高質(zhi)量發展、促進(jin)農民持(chi)續(xu)穩定增(zeng)收為(wei)目標,大(da)力實施龍(long)(long)(long)頭(tou)(tou)(tou)(tou)企(qi)業(ye)(ye)提振(zhen)“十大(da)行動(dong)”,推動(dong)龍(long)(long)(long)頭(tou)(tou)(tou)(tou)企(qi)業(ye)(ye)擴規模(mo)、壯(zhuang)實力、延鏈條、提質(zhi)量、增(zeng)效(xiao)益。力爭(zheng)到2027年(nian),全省(sheng)新(xin)(xin)增(zeng)百億級(ji)龍(long)(long)(long)頭(tou)(tou)(tou)(tou)企(qi)業(ye)(ye)3家(jia)以上;到2030年(nian),新(xin)(xin)增(zeng)百億級(ji)龍(long)(long)(long)頭(tou)(tou)(tou)(tou)企(qi)業(ye)(ye)5家(jia)以上,新(xin)(xin)增(zeng)五百億級(ji)龍(long)(long)(long)頭(tou)(tou)(tou)(tou)企(qi)業(ye)(ye)2家(jia),實現千億級(ji)龍(long)(long)(long)頭(tou)(tou)(tou)(tou)企(qi)業(ye)(ye)的(de)突破,省(sheng)級(ji)以上重(zhong)點龍(long)(long)(long)頭(tou)(tou)(tou)(tou)企(qi)業(ye)(ye)總(zong)數超過(guo)1500家(jia)。

二、重點任務(wu)

(一)實施企業規(gui)模(mo)擴大行動(dong)

1.加強(qiang)龍(long)頭(tou)企(qi)(qi)業(ye)(ye)培(pei)育。在糧棉(mian)油、肉(rou)蛋奶、果蔬茶(cha)、漁業(ye)(ye)、種業(ye)(ye)等傳統優(you)勢(shi)產業(ye)(ye)領(ling)域,培(pei)育一批市場規(gui)模大、產業(ye)(ye)鏈條(tiao)長(chang)、綜合(he)(he)競(jing)爭力(li)強(qiang)的行業(ye)(ye)領(ling)軍企(qi)(qi)業(ye)(ye)。支(zhi)持龍(long)頭(tou)企(qi)(qi)業(ye)(ye)采取(qu)兼并(bing)重組(zu)、股份合(he)(he)作、資(zi)產轉(zhuan)讓等方式(shi),組(zu)建大型(xing)企(qi)(qi)業(ye)(ye)集團,梯次培(pei)育國(guo)家級、省級、市級重點龍(long)頭(tou)企(qi)(qi)業(ye)(ye)。(省農業(ye)(ye)農村廳牽頭(tou))

2.培(pei)育全(quan)產(chan)業鏈優勢(shi)。引(yin)導龍頭企業統(tong)籌利用國(guo)內(nei)國(guo)際兩個市場、兩種(zhong)(zhong)資(zi)源,布局育種(zhong)(zhong)研發(fa)、加(jia)工轉化、倉儲物流等設施,提高(gao)對(dui)關鍵(jian)行(xing)業的產(chan)能(neng)、技術(shu)掌控能(neng)力(li),壯(zhuang)大一(yi)批引(yin)領行(xing)業發(fa)展的全(quan)產(chan)業鏈龍頭企業。(省工業和信息化廳、省農業農村廳按職責分工負(fu)責)

3.加大龍頭(tou)(tou)企(qi)業招引力度(du)。鼓勵(li)支持引進(jin)大型龍頭(tou)(tou)企(qi)業,對(dui)新(xin)(xin)落地企(qi)業按(an)規定落實稅(shui)收優惠政(zheng)策。對(dui)符合條件的單個項目年度(du)新(xin)(xin)增投資額1億元(yuan)以上的龍頭(tou)(tou)企(qi)業,省(sheng)市縣聯(lian)動按(an)照年度(du)實際新(xin)(xin)增投資額的1%給予(yu)獎補(bu)。(省(sheng)財政(zheng)廳(ting)(ting)、省(sheng)農(nong)業農(nong)村廳(ting)(ting)牽頭(tou)(tou),省(sheng)自然(ran)資源廳(ting)(ting)、省(sheng)稅(shui)務局(ju)、國網(wang)山東省(sheng)電力公司按(an)職(zhi)責分工負責)

(二)實施科(ke)創(chuang)能力提升行動(dong)

4.加(jia)(jia)強(qiang)科(ke)(ke)(ke)研(yan)創(chuang)(chuang)(chuang)新(xin)。強(qiang)化(hua)(hua)龍(long)(long)頭(tou)(tou)企業科(ke)(ke)(ke)技(ji)(ji)創(chuang)(chuang)(chuang)新(xin)主體地(di)位(wei),鼓勵科(ke)(ke)(ke)研(yan)院所同企業以產學(xue)研(yan)形式(shi)組建創(chuang)(chuang)(chuang)新(xin)聯合(he)體申報(bao)科(ke)(ke)(ke)研(yan)項目(mu)。鼓勵龍(long)(long)頭(tou)(tou)企業加(jia)(jia)大研(yan)發投入,依托省級科(ke)(ke)(ke)技(ji)(ji)計劃,支(zhi)持(chi)(chi)企業實施提(ti)升自主創(chuang)(chuang)(chuang)新(xin)能(neng)力、科(ke)(ke)(ke)技(ji)(ji)成果轉化(hua)(hua)、孵化(hua)(hua)實驗機構培育等(deng)項目(mu)。每年扶持(chi)(chi)不(bu)少(shao)于30個創(chuang)(chuang)(chuang)新(xin)型(xing)龍(long)(long)頭(tou)(tou)企業精深加(jia)(jia)工(gong)技(ji)(ji)改項目(mu)。支(zhi)持(chi)(chi)符合(he)條(tiao)件的龍(long)(long)頭(tou)(tou)企業承擔鄉村振興科(ke)(ke)(ke)技(ji)(ji)創(chuang)(chuang)(chuang)新(xin)提(ti)振行動(dong)計劃、農業良種工(gong)程(cheng)等(deng)項目(mu)。(省科(ke)(ke)(ke)技(ji)(ji)廳(ting)牽頭(tou)(tou),省工(gong)業和信息化(hua)(hua)廳(ting)、省農業農村廳(ting)按職責(ze)分工(gong)負責(ze))

10.加(jia)(jia)強技(ji)術(shu)改造(zao)。支(zhi)持(chi)龍頭企業(ye)新增自動(dong)化生(sheng)產(chan)線、智能化分(fen)裝線,淘汰落(luo)后產(chan)能。對工(gong)業(ye)技(ji)改示范項目中(zhong)涉及的(de)研發(fa)設備、生(sheng)產(chan)設備等設備購(gou)置費(fei)用,符合(he)條件的(de)按照不超過10%的(de)比例給予單(dan)戶(hu)企業(ye)最(zui)高500萬元(yuan)(yuan)補貼(tie)。支(zhi)持(chi)農機(ji)裝備生(sheng)產(chan)企業(ye)加(jia)(jia)快(kuai)設備更新改造(zao)、技(ji)術(shu)升級,對符合(he)條件的(de)重大技(ji)術(shu)改造(zao)項目給予貸(dai)款貼(tie)息、股權投資支(zhi)持(chi)。其中(zhong):貸(dai)款貼(tie)息按不超過最(zui)新一(yi)期(qi)的(de)一(yi)年期(qi)貸(dai)款市場報價利率(LPR)的(de)35%、最(zui)高2000萬元(yuan)(yuan)確定。(省工(gong)業(ye)和(he)信息化廳(ting)、省財政廳(ting)按職責(ze)(ze)分(fen)工(gong)負責(ze)(ze))

14.打(da)造(zao)(zao)知(zhi)名品(pin)牌。引導龍頭企(qi)(qi)業(ye)發展(zhan)特(te)色產(chan)(chan)業(ye),對(dui)“土字號(hao)(hao)”“鄉字號(hao)(hao)”特(te)色品(pin)牌進行標(biao)(biao)準化打(da)造(zao)(zao)。推進“好品(pin)山東”省(sheng)級區(qu)(qu)域(yu)公共(gong)品(pin)牌建設,構(gou)建產(chan)(chan)品(pin)、企(qi)(qi)業(ye)、行業(ye)、區(qu)(qu)域(yu)、地理標(biao)(biao)志“4+1”品(pin)牌體系,加大龍頭企(qi)(qi)業(ye)品(pin)牌推介力(li)度。支持企(qi)(qi)業(ye)產(chan)(chan)品(pin)認證(zheng)、標(biao)(biao)準制定、品(pin)牌打(da)造(zao)(zao),每個主導產(chan)(chan)業(ye)和特(te)色產(chan)(chan)業(ye)遴選一批(pi)標(biao)(biao)桿(gan)企(qi)(qi)業(ye),培育全國(guo)知(zhi)名企(qi)(qi)業(ye)品(pin)牌。(省(sheng)農業(ye)農村廳、省(sheng)市場監管局(ju)按職(zhi)責分工(gong)負責)

15.拓展多元市場。支持縣域商貿流通龍頭企業開展縣域商業建設,對建設改造具備分揀、預冷、預加工、配送等功能的農產品商品化處理設施,給予專項資金支持。引導龍頭企業入駐“齊魯農超”農副產品展示交易平臺,充分利用展會、節慶等各類載體,組織開展產銷對接、品牌推介活動,持續提升“好品山東”農產品市場影響力。加快品牌“出海”,拓展國際市場,對主辦類境外展會展位費、展位搭建、展品運輸等給予補貼。指導農產品出口企業開展AEO高級認證。對外貿中小企業開展的境外專利申請、商標注冊及資質認證、參加國際性展會費用給予支持。對農產品企業出口到新興市場、“一帶一路”沿線(xian)國家的信保(bao)保(bao)費支(zhi)持比例不低于50%。(省商務(wu)廳(ting)(ting)牽頭,省財政廳(ting)(ting)、省農(nong)業農(nong)村(cun)廳(ting)(ting)按職責(ze)(ze)分(fen)工負責(ze)(ze))

24.推廣加工副產(chan)物綜合(he)利(li)(li)(li)用。支持龍頭(tou)企業集成應用生(sheng)物、信(xin)息等技術,圍繞重點品種和(he)關鍵環節,推進農(nong)產(chan)品及其副產(chan)物循(xun)環利(li)(li)(li)用、全值(zhi)利(li)(li)(li)用、梯次利(li)(li)(li)用,總結推廣一批副產(chan)物綜合(he)利(li)(li)(li)用典型(xing)模式(shi)。(省農(nong)業農(nong)村廳牽(qian)頭(tou))

25.推動(dong)節能減排。引導龍頭企(qi)業圍繞碳達(da)峰、碳中和目(mu)標,控制甲烷排放,應(ying)用減排減損技(ji)術和節能裝備(bei),提高設備(bei)自動(dong)化(hua)以及數字化(hua)水平(ping),降低農產(chan)品加(jia)工能耗(hao)、運輸能耗(hao)和儲(chu)存能耗(hao)。(省生(sheng)態環境廳、省農業農村廳按職責分工負責)

(九)實施政(zheng)策要素支撐行(xing)動(dong)

26.強化(hua)用地保障。全面落實“項目跟著(zhu)規劃走,要(yao)(yao)素跟著(zhu)項目走”,深入實施土地要(yao)(yao)素差別(bie)化(hua)配置政(zheng)策(ce),分級(ji)(ji)分類做好龍頭企(qi)業發展鄉村(cun)產(chan)(chan)(chan)業的(de)用地保障。對納入實施類省重(zhong)大項目清單(dan)的(de)項目,確需(xu)新(xin)增用地的(de),由省級(ji)(ji)全額保障計劃指(zhi)標。市縣(xian)盤活指(zhi)標要(yao)(yao)優(you)先保障鄉村(cun)基礎設施、公共服務設施和產(chan)(chan)(chan)業用地,滿足龍頭企(qi)業重(zhong)大項目的(de)生產(chan)(chan)(chan)性用地需(xu)求。(省自然(ran)資源廳牽頭)

27.規范設施(shi)(shi)用(yong)地(di)(di)管理。依法(fa)合規保障設施(shi)(shi)農(nong)(nong)業(ye)用(yong)地(di)(di)需(xu)(xu)求,對龍頭(tou)企業(ye)直接用(yong)于農(nong)(nong)產(chan)品生產(chan)和(he)輔助生產(chan)的(de)設施(shi)(shi)用(yong)地(di)(di)、從事規模化糧食生產(chan)所必需(xu)(xu)的(de)配套(tao)設施(shi)(shi)用(yong)地(di)(di),符合設施(shi)(shi)農(nong)(nong)用(yong)地(di)(di)條件(jian)的(de),根據《山(shan)東省(sheng)自然資(zi)源廳(ting)關(guan)于進一步規范設施(shi)(shi)農(nong)(nong)業(ye)用(yong)地(di)(di)管理的(de)通知》(魯自然資(zi)字〔2024〕92號)要求,由縣級進行(xing)項(xiang)目選址審查(cha),由鄉鎮(zhen)人民政府進行(xing)備(bei)案(an),涉及占用(yong)一般(ban)耕地(di)(di)的(de),按照要求統(tong)籌做好(hao)耕地(di)(di)補充。(省(sheng)自然資(zi)源廳(ting)牽頭(tou))

 28.落實稅收(shou)優惠政策。強化稅收(shou)政策宣傳,落實好(hao)農(nong)業(ye)生(sheng)產者銷售自產農(nong)產品(pin)免征(zheng)增值稅,企(qi)業(ye)農(nong)林牧(mu)漁項目的所得免征(zheng)或者減征(zheng)企(qi)業(ye)所得稅等優惠政策,輔導(dao)龍(long)頭企(qi)業(ye)依(yi)法依(yi)規準確享受(shou)稅收(shou)優惠。(省稅務局(ju)牽(qian)頭)
