一、新(xin)型農(nong)業經營主體(ti)是農(nong)業現代(dai)化的(de)推進器
發(fa)展新型農(nong)(nong)業經(jing)(jing)(jing)營(ying)主(zhu)(zhu)體(ti)是(shi)歷史的(de)(de)必然。由于城鎮化(hua)突飛猛進,工(gong)業化(hua)進程的(de)(de)高速發(fa)展,使得(de)大(da)量農(nong)(nong)村(cun)勞動力向非農(nong)(nong)產(chan)業涌(yong)入,農(nong)(nong)業兼業化(hua)、農(nong)(nong)村(cun)空心化(hua)、農(nong)(nong)民老齡化(hua)的(de)(de)問(wen)題(ti)越來(lai)越嚴峻(jun)。因此,在(zai)深入進行土地(di)(di)改(gai)革的(de)(de)同時,農(nong)(nong)村(cun)改(gai)革必須全方位展開,尤其重要(yao)的(de)(de)是(shi)改(gai)革農(nong)(nong)業經(jing)(jing)(jing)營(ying)主(zhu)(zhu)體(ti),也就是(shi)要(yao)解決未來(lai)誰來(lai)種地(di)(di)的(de)(de)問(wen)題(ti)。農(nong)(nong)業經(jing)(jing)(jing)營(ying)主(zhu)(zhu)體(ti)的(de)(de)變革,是(shi)必然趨(qu)勢。國家已多(duo)次提出,要(yao)大(da)力培育新型農(nong)(nong)業經(jing)(jing)(jing)營(ying)主(zhu)(zhu)體(ti),各地(di)(di)也采取了多(duo)種方式發(fa)展新型農(nong)(nong)業經(jing)(jing)(jing)營(ying)主(zhu)(zhu)體(ti)。農(nong)(nong)村(cun)土地(di)(di)確權(quan)的(de)(de)深度(du)變革和(he)農(nong)(nong)村(cun)經(jing)(jing)(jing)濟(ji)發(fa)展環境(jing)的(de)(de)重大(da)轉化(hua),未來(lai)農(nong)(nong)村(cun)將成為我國經(jing)(jing)(jing)濟(ji)發(fa)展的(de)(de)主(zhu)(zhu)陣地(di)(di)。不同主(zhu)(zhu)體(ti)在(zai)發(fa)展生(sheng)產(chan)、提升效益(yi)和(he)競爭(zheng)力方面,必須對組(zu)織功能(neng)準確定位,提升資源要(yao)素配(pei)置(zhi)效率,提高農(nong)(nong)業生(sheng)產(chan)率和(he)經(jing)(jing)(jing)濟(ji)效益(yi)。
為了促進農業發展方式全面轉型升級,適應我國農業發展方式轉變和保障農產品有效供給與質量安全的客觀要求。必須根據我國農業農村特點,結合各地實際情況,因地制宜,分類指導,在農戶家庭經營的基礎上,大力培育以專業大戶、家庭農場、農業合作社、農業產業化龍頭企業為主,其他組織形式為補充的新型農業經營主體及服務體系。推進多種形式的適度規模經營,完善多種層次的社會化服務體系,是加快農業農村現代化進程的可行發展思路和正確前進方向。一些較為發達地區,多種多樣形式的農業規模經營和社會化服務體系,加上新型農業經營主體已成為農業農村現代化建設的新主體、新載體,有效化解了阻礙農業健康發展的一些矛盾與問題,以及各種挑戰。大力促進了當地農業產業結構調整,提高了科學種田水平,大幅度地提升了農業績效,也為保障糧食安全,促進農業增效和農民增收創造了寶貴經驗。
新(xin)型(xing)農業(ye)(ye)經(jing)(jing)營(ying)(ying)主體必須是先進的(de)高(gao)效(xiao)的(de)營(ying)(ying)運體。所(suo)謂新(xin)型(xing)農業(ye)(ye)經(jing)(jing)營(ying)(ying)主體是相對于傳(chuan)統(tong)分散(san)經(jing)(jing)營(ying)(ying)農戶而言的(de),具備(bei)一定經(jing)(jing)營(ying)(ying)規模和較(jiao)強(qiang)管(guan)理能(neng)力(li),且基礎設施完備(bei),生產資(zi)(zi)(zi)料及勞動力(li)資(zi)(zi)(zi)源利(li)用率高(gao),以(yi)(yi)商品(pin)化(hua)(hua)(hua)生產為目標。當前新(xin)型(xing)農業(ye)(ye)經(jing)(jing)營(ying)(ying)主體形式豐(feng)富多(duo)樣,調查表(biao)明(ming),這(zhe)些(xie)新(xin)型(xing)的(de)農業(ye)(ye)經(jing)(jing)營(ying)(ying)主體基本擺(bai)脫了(le)傳(chuan)統(tong)分散(san)經(jing)(jing)營(ying)(ying)農戶的(de)發(fa)展(zhan)困境,集(ji)約化(hua)(hua)(hua)、專(zhuan)業(ye)(ye)化(hua)(hua)(hua)、組織化(hua)(hua)(hua)、社會化(hua)(hua)(hua)程度較(jiao)高(gao),展(zhan)現(xian)出(chu)了(le)年輕化(hua)(hua)(hua)、知識化(hua)(hua)(hua)、規模化(hua)(hua)(hua)、科技化(hua)(hua)(hua)、品(pin)牌化(hua)(hua)(hua)、信(xin)息化(hua)(hua)(hua)、企業(ye)(ye)化(hua)(hua)(hua)等優(you)勢,在學習與培訓、土地(di)流轉與規模經(jing)(jing)營(ying)(ying)、先進技術應用與推廣、農產品(pin)銷(xiao)售(shou)與暢(chang)通渠道(dao)、信(xin)息服務方(fang)式與生產資(zi)(zi)(zi)金來(lai)源等方(fang)面具有(you)(you)十分明(ming)顯的(de)優(you)勢。全(quan)面分析可以(yi)(yi)看出(chu),未(wei)來(lai)誰種地(di)的(de)問題(ti),必將(jiang)出(chu)現(xian)重大變革,大多(duo)數新(xin)型(xing)農業(ye)(ye)經(jing)(jing)營(ying)(ying)主體經(jing)(jing)濟發(fa)展(zhan)狀(zhuang)況良(liang)好(hao),具有(you)(you)較(jiao)強(qiang)資(zi)(zi)(zi)產管(guan)理、盈(ying)利(li)和償債等能(neng)力(li),必將(jiang)成為現(xian)代農業(ye)(ye)農村(cun)發(fa)展(zhan)的(de)生力(li)軍、主力(li)軍。
一是(shi)專業(ye)大(da)戶(hu)(hu)。以某種(zhong)單一的農產品初級生產為主,在(zai)種(zhong)植、養殖等(deng)(deng)(deng)(deng)農業(ye)生產中(zhong)經(jing)營(ying)規(gui)模(mo)(mo)明顯大(da)于傳(chuan)統農戶(hu)(hu)的一種(zhong)經(jing)營(ying)組織,規(gui)模(mo)(mo)化(hua)、專業(ye)化(hua)程度較高。如果蔬茶等(deng)(deng)(deng)(deng)經(jing)濟(ji)作物(wu)種(zhong)植、水稻小麥玉米等(deng)(deng)(deng)(deng)糧食作物(wu)種(zhong)植等(deng)(deng)(deng)(deng)大(da)戶(hu)(hu)。在(zai)農藥(yao)(yao)使用上,專業(ye)大(da)戶(hu)(hu)由(you)于自身成(cheng)規(gui)模(mo)(mo),其農藥(yao)(yao)采購(gou)途徑相對(dui)靈活,所用農藥(yao)(yao)的65%以上是(shi)直接(jie)從批發(fa)商(shang)手中(zhong)采購(gou),有的大(da)戶(hu)(hu)同時還兼營(ying)農藥(yao)(yao)。
二是家(jia)庭(ting)(ting)農(nong)(nong)場(chang)。以(yi)家(jia)庭(ting)(ting)成員為(wei)(wei)主要勞(lao)動(dong)力,集(ji)約化(hua)(hua)、專(zhuan)業(ye)化(hua)(hua)、規模化(hua)(hua)、商品化(hua)(hua)程(cheng)度較(jiao)高(gao),產(chan)(chan)(chan)業(ye)鏈較(jiao)長(chang),存在著一(yi)(yi)(yi)(yi)定程(cheng)度的(de)(de)雇傭(yong)關系,且(qie)以(yi)農(nong)(nong)業(ye)收(shou)入為(wei)(wei)家(jia)庭(ting)(ting)主要收(shou)入來源的(de)(de)農(nong)(nong)業(ye)經(jing)(jing)營主體。具有(you)法人(ren)性(xing)質,對市場(chang)的(de)(de)抗風險能力比專(zhuan)業(ye)大戶(hu)強。家(jia)庭(ting)(ting)農(nong)(nong)場(chang)集(ji)農(nong)(nong)產(chan)(chan)(chan)品生產(chan)(chan)(chan)、加工(gong)、流通、銷售為(wei)(wei)一(yi)(yi)(yi)(yi)體,可(ke)涵蓋(gai)到第一(yi)(yi)(yi)(yi)二三產(chan)(chan)(chan)業(ye),如一(yi)(yi)(yi)(yi)戶(hu)人(ren)家(jia)既種植一(yi)(yi)(yi)(yi)定規模的(de)(de)土地(di),又開辦農(nong)(nong)產(chan)(chan)(chan)品加工(gong)廠,還(huan)從(cong)事鄉(xiang)村旅游或者經(jing)(jing)營農(nong)(nong)家(jia)樂等(deng)。其(qi)生產(chan)(chan)(chan)技術和(he)(he)裝備較(jiao)為(wei)(wei)先(xian)進,規模化(hua)(hua)和(he)(he)專(zhuan)業(ye)化(hua)(hua)程(cheng)度更高(gao),生產(chan)(chan)(chan)效率(lv)和(he)(he)經(jing)(jing)濟收(shou)益也高(gao)。這樣經(jing)(jing)營主體的(de)(de)農(nong)(nong)藥(yao)使用量相對較(jiao)少,一(yi)(yi)(yi)(yi)般在農(nong)(nong)資店購買農(nong)(nong)藥(yao),以(yi)自防為(wei)(wei)主。

新《農藥(yao)管(guan)理條例》及配套(tao)規章實施后,合(he)作社依托(tuo)的樂達植保已取得(de)了農藥(yao)經(jing)營(ying)許可證,旗下的6家(jia)分(fen)公司和與(yu)合(he)作社聯絡的所有農藥(yao)經(jing)營(ying)門店均先于其他普通門店辦理了農藥(yao)經(jing)營(ying)許可證。合(he)作社及與(yu)之相關聯的農藥(yao)經(jing)營(ying)門店都按新的政策要求,從門店店容到(dao)經(jing)營(ying)人員素質,自身加(jia)壓,嚴格要求,經(jing)營(ying)農藥(yao)行為更加(jia)規范。
三、認識(shi)與結論(lun)
一(yi)是方向(xiang)正確。這(zhe)些新(xin)型(xing)(xing)農(nong)(nong)(nong)(nong)業(ye)經(jing)(jing)營(ying)主(zhu)(zhu)(zhu)體(ti)的(de)(de)發(fa)展(zhan)有利于國家鄉村(cun)(cun)(cun)振興戰略的(de)(de)實(shi)施(shi),符合促(cu)進(jin)(jin)(jin)農(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)現代發(fa)展(zhan)的(de)(de)方向(xiang)與政(zheng)策。2015年12月中央農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)工(gong)作(zuo)(zuo)會(hui)議首次提出(chu)農(nong)(nong)(nong)(nong)業(ye)供給側(ce)結(jie)構性(xing)改革(ge),要求充分發(fa)揮多種(zhong)形(xing)式(shi)農(nong)(nong)(nong)(nong)業(ye)適(shi)度規模(mo)經(jing)(jing)營(ying)在結(jie)構性(xing)改革(ge)中的(de)(de)引領作(zuo)(zuo)用,農(nong)(nong)(nong)(nong)業(ye)支(zhi)持政(zheng)策要向(xiang)規模(mo)經(jing)(jing)營(ying)主(zhu)(zhu)(zhu)體(ti)傾斜(xie),同時要注重讓(rang)農(nong)(nong)(nong)(nong)民分享成果。2017年中央1號(hao)文件《關于深入推進(jin)(jin)(jin)農(nong)(nong)(nong)(nong)業(ye)供給側(ce)結(jie)構性(xing)改革(ge)加快培(pei)育農(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)發(fa)展(zhan)新(xin)動能的(de)(de)若干意見(jian)》提出(chu)大力培(pei)育新(xin)型(xing)(xing)農(nong)(nong)(nong)(nong)業(ye)經(jing)(jing)營(ying)主(zhu)(zhu)(zhu)體(ti)和服務(wu)主(zhu)(zhu)(zhu)體(ti),通過(guo)經(jing)(jing)營(ying)權(quan)流(liu)轉(zhuan)、股份合作(zuo)(zuo)、代耕代種(zhong)、土(tu)(tu)地(di)托管(guan)等多種(zhong)方式(shi),加快發(fa)展(zhan)土(tu)(tu)地(di)流(liu)轉(zhuan)型(xing)(xing)、服務(wu)帶動型(xing)(xing)等多種(zhong)形(xing)式(shi)規模(mo)經(jing)(jing)營(ying)。2018年的(de)(de)一(yi)號(hao)文件濃墨重彩(cai)專門講(jiang)闡述了促(cu)進(jin)(jin)(jin)小農(nong)(nong)(nong)(nong)戶(hu)和現代農(nong)(nong)(nong)(nong)業(ye)發(fa)展(zhan)有機(ji)銜接這(zhe)個(ge)問題,指出(chu)中國目前需(xu)要提倡和促(cu)進(jin)(jin)(jin)新(xin)型(xing)(xing)農(nong)(nong)(nong)(nong)業(ye)經(jing)(jing)營(ying)主(zhu)(zhu)(zhu)體(ti),包括通過(guo)土(tu)(tu)地(di)流(liu)轉(zhuan)開(kai)展(zhan)適(shi)度規模(mo)經(jing)(jing)營(ying),培(pei)育諸(zhu)如農(nong)(nong)(nong)(nong)業(ye)企業(ye)、家庭農(nong)(nong)(nong)(nong)場、專業(ye)大戶(hu)、農(nong)(nong)(nong)(nong)民專業(ye)合作(zuo)(zuo)社等新(xin)型(xing)(xing)農(nong)(nong)(nong)(nong)業(ye)經(jing)(jing)營(ying)主(zhu)(zhu)(zhu)體(ti)。
二是(shi)(shi)榜(bang)樣作用。這(zhe)些新型農(nong)業經營主體(ti)的(de)運(yun)營,尤其(qi)是(shi)(shi)一定規模(mo)化(hua)、標(biao)準化(hua)的(de)科學(xue)種田(tian)是(shi)(shi)農(nong)業現(xian)代發(fa)展的(de)必(bi)由之路(lu)。相對(dui)于傳統分散經營農(nong)戶而(er)言,新型農(nong)業經營主體(ti)規模(mo)經營,基礎設施完備,管理能力更強,生(sheng)產資料和勞動力資源的(de)利用率非(fei)常高(gao),主體(ti)形式相當(dang)豐富,商(shang)品化(hua)生(sheng)產的(de)目(mu)標(biao)十分明顯等特征,是(shi)(shi)很好的(de)發(fa)展榜(bang)樣。
三是(shi)理所應當。農(nong)藥等農(nong)資企業(ye)的(de)生產與經營,必須緊密聯系農(nong)業(ye)農(nong)村農(nong)民的(de)實際,在國(guo)家的(de)大(da)政方針指引下(xia),尤其是(shi)在鄉村振興的(de)偉大(da)征程中(zhong),與時倶(ju)進地開拓業(ye)務,才(cai)能不斷發展壯大(da)。
四(si)是形勢所逼。由于(yu)農(nong)(nong)業(ye)(ye)可持續(xu)發展(zhan)(zhan)的需求,尤其(qi)是農(nong)(nong)藥(yao)化肥減量控害增效行動的要求,小型農(nong)(nong)藥(yao)生產和(he)(he)經(jing)營(ying)者若不(bu)想被淘汰,在原業(ye)(ye)務基礎上(shang),必須(xu)利用自身比單個農(nong)(nong)戶(hu)資(zi)金、農(nong)(nong)業(ye)(ye)技術和(he)(he)管(guan)理經(jing)驗強于(yu)普通農(nong)(nong)戶(hu)的優(you)勢拓展(zhan)(zhan)進農(nong)(nong)業(ye)(ye)生產、銷售、加工等過程中(zhong),才能生存和(he)(he)發展(zhan)(zhan)。
五是揚長避短。合作社等(deng)新型(xing)農業(ye)經(jing)營(ying)主(zhu)體(ti),比普(pu)通(tong)農戶種田科(ke)學技術含量高、加(jia)之人才(cai)、資(zi)金、管理等(deng)優(you)勢(shi),使得種地成本低(di),資(zi)源利(li)用(yong)率(如農藥利(li)用(yong)率等(deng))高,收(shou)(shou)成高,收(shou)(shou)益更高。各類新型(xing)農業(ye)經(jing)營(ying)主(zhu)體(ti)在管理經(jing)驗、經(jing)營(ying)規模、技術水平、產(chan)品(pin)銷售(shou)、信息(xi)服務(wu)、資(zi)金來源等(deng)方面,相對(dui)于傳統分散(san)(san)經(jing)營(ying)農戶都顯示出了其巨大的優(you)勢(shi)。基本擺(bai)脫了目(mu)前(qian)傳統農戶老年化(hua)、分散(san)(san)化(hua)和(he)粗放經(jing)營(ying)、資(zi)源利(li)用(yong)率低(di)下、經(jing)濟(ji)效益極差等(deng)困境。
六(liu)是有(you)利法制農業。合作社等(deng)新型農業經(jing)營(ying)主體,比普通農藥經(jing)營(ying)者更企盼規范市場,更有(you)條件(jian)執(zhi)行國(guo)家各項管理(li)(li)法規與(yu)政策,如(ru)辦理(li)(li)農藥經(jing)營(ying)許可證,標(biao)準(zhun)化進行農產品生產等(deng)。
