為深入(ru)貫(guan)徹國(guo)家發(fa)展新(xin)一(yi)代人(ren)工智能(neng)(neng)戰略部署,搶抓通(tong)用人(ren)工智能(neng)(neng)加速(su)發(fa)展歷史機遇(yu),加速(su)構建我市通(tong)用人(ren)工智能(neng)(neng)產業(ye)創新(xin)發(fa)展生(sheng)態體系,結(jie)合我市實際,制定如下行動方案。

一、總體要求

深刻(ke)把握人(ren)(ren)工智能(neng)(neng)(neng)(neng)技術(shu)演(yan)進(jin)(jin)趨勢(shi),充(chong)(chong)分發(fa)(fa)揮南通(tong)(tong)產(chan)(chan)業(ye)(ye)(ye)基礎扎(zha)實(shi)和(he)(he)應(ying)(ying)用(yong)(yong)(yong)場(chang)景(jing)豐富等優勢(shi),適當超前部署算(suan)力(li)(li),強化高(gao)質量數(shu)據供(gong)給,發(fa)(fa)展垂直(zhi)領域模(mo)型,促進(jin)(jin)人(ren)(ren)工智能(neng)(neng)(neng)(neng)高(gao)水平場(chang)景(jing)應(ying)(ying)用(yong)(yong)(yong),賦能(neng)(neng)(neng)(neng)千行百業(ye)(ye)(ye)提質增效,加快建設通(tong)(tong)用(yong)(yong)(yong)人(ren)(ren)工智能(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)(ye)創新(xin)和(he)(he)應(ying)(ying)用(yong)(yong)(yong)高(gao)地。到2027年,基本形成算(suan)力(li)(li)充(chong)(chong)裕、數(shu)據豐富、應(ying)(ying)用(yong)(yong)(yong)多元的產(chan)(chan)業(ye)(ye)(ye)生態體系,布局智能(neng)(neng)(neng)(neng)算(suan)力(li)(li)規模(mo)500P以上(shang)(shang),構建高(gao)質量數(shu)據集(ji)10個以上(shang)(shang),構建行業(ye)(ye)(ye)垂直(zhi)模(mo)型20個以上(shang)(shang),引進(jin)(jin)培育相(xiang)關企業(ye)(ye)(ye)100家以上(shang)(shang),培育“人(ren)(ren)工智能(neng)(neng)(neng)(neng)+”典型應(ying)(ying)用(yong)(yong)(yong)場(chang)景(jing)100個以上(shang)(shang),實(shi)現通(tong)(tong)用(yong)(yong)(yong)人(ren)(ren)工智能(neng)(neng)(neng)(neng)相(xiang)關產(chan)(chan)業(ye)(ye)(ye)規模(mo)超1000億(yi)元。

二、重點任務

(一)加(jia)強算力基礎設施建設

1. 統(tong)籌(chou)布局(ju)智(zhi)(zhi)(zhi)能(neng)算(suan)(suan)力(li)。適(shi)當(dang)超前部(bu)署智(zhi)(zhi)(zhi)算(suan)(suan)中(zhong)(zhong)心,引導(dao)社會力(li)量參與(yu)智(zhi)(zhi)(zhi)算(suan)(suan)中(zhong)(zhong)心建(jian)設(she),打造多元算(suan)(suan)力(li)支撐體(ti)系。促(cu)進綠(lv)色低碳算(suan)(suan)力(li)發展(zhan),支持(chi)液冷、儲(chu)能(neng)等(deng)新技術(shu)應(ying)用(yong)(yong),逐步提(ti)升(sheng)算(suan)(suan)力(li)設(she)施綠(lv)電使用(yong)(yong)率。重點支持(chi)南通創新區(qu)(qu)布局(ju)建(jian)設(she)智(zhi)(zhi)(zhi)算(suan)(suan)中(zhong)(zhong)心。鼓勵(li)沿海地(di)區(qu)(qu)探(tan)索(suo)利用(yong)(yong)海洋(yang)地(di)理條件(jian)及LNG冷能(neng)優勢建(jian)設(she)自然(ran)冷源智(zhi)(zhi)(zhi)算(suan)(suan)中(zhong)(zhong)心,加強與(yu)風(feng)電、光伏(fu)等(deng)可再生(sheng)能(neng)源融合開發,實現電力(li)就近消納。支持(chi)各園(yuan)區(qu)(qu)因地(di)制宜建(jian)設(she)智(zhi)(zhi)(zhi)算(suan)(suan)中(zhong)(zhong)心。〔責(ze)任(ren)單(dan)位:市(shi)發改委(wei)、科技局(ju)、工信局(ju)、數據局(ju),各縣(市(shi)、區(qu)(qu))人民政府、市(shi)各直屬園(yuan)區(qu)(qu)管委(wei)會〕

2. 靈活(huo)部署(shu)邊(bian)緣算力。圍繞制造業(ye)(ye)(ye)、新(xin)(xin)零售、智(zhi)(zhi)慧交通(tong)、醫(yi)療健(jian)康、金融等低時延(yan)、高可靠業(ye)(ye)(ye)務應用需求,支持靈活(huo)部署(shu)高效邊(bian)緣智(zhi)(zhi)算中(zhong)(zhong)心(xin)(xin)。重點構建邊(bian)緣智(zhi)(zhi)算中(zhong)(zhong)心(xin)(xin)之(zhi)間(jian)、邊(bian)緣智(zhi)(zhi)算中(zhong)(zhong)心(xin)(xin)與新(xin)(xin)型智(zhi)(zhi)算中(zhong)(zhong)心(xin)(xin)之(zhi)間(jian)的(de)高速(su)泛在(zai)網絡互(hu)聯(lian),提(ti)升跨云(yun)、核(he)心(xin)(xin)智(zhi)(zhi)算中(zhong)(zhong)心(xin)(xin)到邊(bian)緣的(de)云(yun)邊(bian)端協同能力,加速(su)培(pei)育新(xin)(xin)業(ye)(ye)(ye)態、新(xin)(xin)模式。(責任單(dan)位(wei):市科技局、工(gong)信局、數據局)

3. 統(tong)(tong)籌(chou)調(diao)度算(suan)力(li)(li)(li)資源。加快建立(li)全市(shi)(shi)算(suan)力(li)(li)(li)統(tong)(tong)籌(chou)調(diao)度機制,打造南(nan)通市(shi)(shi)公共算(suan)力(li)(li)(li)服務(wu)平臺(tai),引(yin)導各類公共算(suan)力(li)(li)(li)及市(shi)(shi)場化算(suan)力(li)(li)(li)資源接入,推動異(yi)構(gou)算(suan)力(li)(li)(li)資源的統(tong)(tong)一(yi)管理(li)、統(tong)(tong)一(yi)運營(ying)、統(tong)(tong)一(yi)服務(wu),滿足(zu)我市(shi)(shi)通用(yong)大模(mo)型(xing)訓練迭代和推理(li)需求,確保企業享受優質普(pu)惠算(suan)力(li)(li)(li)。(責(ze)任(ren)單位:市(shi)(shi)科技局、工信局、數據局)

(二)加大高質量數據要(yao)素供給

4. 推動優質公共數(shu)(shu)據(ju)加快(kuai)開放(fang)(fang)。深(shen)入落實省公共數(shu)(shu)據(ju)攻堅三(san)年行動方案(an),推進公共數(shu)(shu)據(ju)資源體系建(jian)設。重點優化公共數(shu)(shu)據(ju)平臺,制定公共數(shu)(shu)據(ju)標(biao)準規(gui)范與開放(fang)(fang)目錄,完(wan)善(shan)資源分層分級授權使用機制,構建(jian)公共數(shu)(shu)據(ju)產品(pin)和服(fu)務價格形(xing)成(cheng)、收益分享機制。支(zhi)持創新(xin)主體在醫療(liao)、教育、氣象、交通等公共數(shu)(shu)據(ju)富集領域進行創新(xin)研發。(責任單位:市數(shu)(shu)據(ju)局)

5. 推動行(xing)業高質(zhi)量數(shu)(shu)據(ju)(ju)(ju)集(ji)建(jian)設(she)。面向我市重點產業集(ji)群(qun),建(jian)設(she)共性數(shu)(shu)據(ju)(ju)(ju)資源庫(ku),探索(suo)數(shu)(shu)據(ju)(ju)(ju)運用(yong)場景。支持建(jian)立合(he)(he)成數(shu)(shu)據(ju)(ju)(ju)平臺(tai),提(ti)供行(xing)業所(suo)需的高質(zhi)量合(he)(he)成數(shu)(shu)據(ju)(ju)(ju),豐富行(xing)業數(shu)(shu)據(ju)(ju)(ju)集(ji),提(ti)高模型的訓練效果和應(ying)用(yong)范圍。加強行(xing)業新(xin)趨勢分析研(yan)判,引進一(yi)批(pi)合(he)(he)成數(shu)(shu)據(ju)(ju)(ju)、數(shu)(shu)字(zi)(zi)孿生、數(shu)(shu)字(zi)(zi)表親等(deng)數(shu)(shu)據(ju)(ju)(ju)科(ke)學(xue)新(xin)技(ji)術初(chu)創(chuang)企業以(yi)及創(chuang)業團(tuan)隊。(責任單位(wei):市科(ke)技(ji)局、數(shu)(shu)據(ju)(ju)(ju)局)

(三)加快行業(ye)模型(xing)落(luo)地應用

依托我市產業基礎和(he)資(zi)源稟賦,加強垂直領域先進(jin)大模(mo)(mo)型研發(fa)與(yu)優秀行(xing)業大模(mo)(mo)型本地化(hua)接入、訓練(lian)和(he)商業化(hua)部(bu)署、應(ying)用,打造一批示(shi)范性(xing)強、帶動性(xing)廣的“人工(gong)智能(neng)+”典型應(ying)用場景。

6. 人(ren)(ren)工智(zhi)(zhi)能+海(hai)(hai)(hai)洋(yang)(yang)經(jing)濟。支(zhi)(zhi)持人(ren)(ren)工智(zhi)(zhi)能大模型(xing)在海(hai)(hai)(hai)洋(yang)(yang)工程裝(zhuang)備、高(gao)技(ji)(ji)術(shu)(shu)船(chuan)舶(bo)、配套裝(zhuang)備等(deng)領域的(de)(de)應用(yong),提升海(hai)(hai)(hai)工裝(zhuang)備巡檢(jian)、海(hai)(hai)(hai)域安防(fang)、海(hai)(hai)(hai)洋(yang)(yang)觀測、海(hai)(hai)(hai)洋(yang)(yang)養殖(zhi)、海(hai)(hai)(hai)洋(yang)(yang)服務(wu)等(deng)領域的(de)(de)智(zhi)(zhi)能化(hua)水平。支(zhi)(zhi)持江蘇(su)省船(chuan)舶(bo)與海(hai)(hai)(hai)洋(yang)(yang)工程裝(zhuang)備技(ji)(ji)術(shu)(shu)創(chuang)新中心推進高(gao)性能計算(suan)中心、可視化(hua)數字孿生(sheng)研究室等(deng)數字化(hua)平臺(tai)建設,開(kai)(kai)展(zhan)Net-ship智(zhi)(zhi)能船(chuan)舶(bo)平臺(tai)解決(jue)方案、智(zhi)(zhi)能工廠綜合管理平臺(tai)等(deng)智(zhi)(zhi)能化(hua)項目(mu)。支(zhi)(zhi)持東南大學(xue)南通海(hai)(hai)(hai)洋(yang)(yang)高(gao)等(deng)研究院開(kai)(kai)展(zhan)基于(yu)無(wu)人(ren)(ren)艇集(ji)群(qun)的(de)(de)水下地(di)形測繪和(he)目(mu)標探測研究,推動(dong)水面智(zhi)(zhi)能無(wu)人(ren)(ren)平臺(tai)實(shi)現水下地(di)形全自(zi)主掃描。支(zhi)(zhi)持哈(ha)爾濱工程大學(xue)長三角高(gao)等(deng)研究院重(zhong)點圍繞船(chuan)舶(bo)智(zhi)(zhi)能設計、智(zhi)(zhi)能船(chuan)舶(bo)、船(chuan)舶(bo)智(zhi)(zhi)能制造等(deng)典(dian)型(xing)智(zhi)(zhi)能技(ji)(ji)術(shu)(shu)應用(yong)場景(jing)(jing),前瞻布局(ju)(ju)實(shi)施一批(pi)核(he)心技(ji)(ji)術(shu)(shu)攻(gong)關任務(wu)。到2027年,全市(shi)(shi)培育典(dian)型(xing)應用(yong)場景(jing)(jing)5個。(責任單位(wei):市(shi)(shi)科技(ji)(ji)局(ju)(ju)、工信局(ju)(ju))

7. 人工智(zhi)能(neng)(neng)+高端(duan)紡(fang)織。圍繞設計(ji)創新、生產(chan)優(you)化(hua)、質量檢(jian)測、智(zhi)能(neng)(neng)物流、產(chan)品(pin)營銷等方面推進紡(fang)織產(chan)業(ye)智(zhi)能(neng)(neng)化(hua)轉型(xing)。重點支持南通國(guo)際(ji)(ji)家紡(fang)產(chan)業(ye)園區等地聚焦圖像生成(cheng)、缺陷(xian)檢(jian)測等機器視覺(jue)領域開展相關企業(ye)引培(pei),支持通州灣示范(fan)區發展綠色(se)紡(fang)織智(zhi)能(neng)(neng)制造,加快提升(sheng)我(wo)市(shi)紡(fang)織產(chan)業(ye)智(zhi)能(neng)(neng)化(hua)水平。到2027年(nian),全市(shi)培(pei)育典型(xing)應用場景5個。(責任(ren)單位:市(shi)工信局、市(shi)場監(jian)管局,南通國(guo)際(ji)(ji)家紡(fang)產(chan)業(ye)園區、通州灣示范(fan)區管委(wei)會)

8. 人工(gong)(gong)智(zhi)能(neng)+新(xin)(xin)(xin)(xin)材(cai)(cai)(cai)料(liao)。鼓勵建(jian)設(she)(she)“人工(gong)(gong)智(zhi)能(neng)+新(xin)(xin)(xin)(xin)材(cai)(cai)(cai)料(liao)”計算研發(fa)(fa)、測試評價、生產(chan)應(ying)用(yong)(yong)平(ping)臺,提(ti)升企業利用(yong)(yong)數智(zhi)化平(ping)臺自主構建(jian)大模型(xing)應(ying)用(yong)(yong)場景能(neng)力,推(tui)動行業智(zhi)能(neng)化升級(ji)。重(zhong)點支持海(hai)安聚焦(jiao)(jiao)高(gao)(gao)性能(neng)功能(neng)膜(mo)材(cai)(cai)(cai)料(liao)、磁性材(cai)(cai)(cai)料(liao),如皋聚焦(jiao)(jiao)生物基新(xin)(xin)(xin)(xin)材(cai)(cai)(cai)料(liao),如東聚焦(jiao)(jiao)納米新(xin)(xin)(xin)(xin)材(cai)(cai)(cai)料(liao),啟東聚焦(jiao)(jiao)可(ke)降解新(xin)(xin)(xin)(xin)材(cai)(cai)(cai)料(liao)、超纖合成革、PE新(xin)(xin)(xin)(xin)材(cai)(cai)(cai)料(liao),通州灣示(shi)范區(qu)聚焦(jiao)(jiao)高(gao)(gao)端聚烯烴、特種(zhong)工(gong)(gong)程塑料(liao)、高(gao)(gao)端碳(tan)材(cai)(cai)(cai)料(liao),建(jian)設(she)(she)研發(fa)(fa)平(ping)臺、智(zhi)慧工(gong)(gong)廠、智(zhi)慧園(yuan)區(qu)等典型(xing)場景,打造人工(gong)(gong)智(zhi)能(neng)與新(xin)(xin)(xin)(xin)材(cai)(cai)(cai)料(liao)產(chan)業深度融合的(de)示(shi)范標桿。到2027年,全市(shi)培育(yu)典型(xing)應(ying)用(yong)(yong)場景5個。(責(ze)任(ren)單位:市(shi)工(gong)(gong)信(xin)局)

10. 人工(gong)智(zhi)(zhi)能(neng)+光(guang)(guang)(guang)(guang)電(dian)(dian)。鼓(gu)勵企(qi)(qi)業、高校、科(ke)(ke)研(yan)(yan)院所等圍繞光(guang)(guang)(guang)(guang)計算、光(guang)(guang)(guang)(guang)互連(lian)、智(zhi)(zhi)能(neng)光(guang)(guang)(guang)(guang)學(xue)成(cheng)像等前沿領域開展研(yan)(yan)究,收集光(guang)(guang)(guang)(guang)電(dian)(dian)領域大(da)數(shu)據(ju),建立相關數(shu)據(ju)庫,加(jia)(jia)快光(guang)(guang)(guang)(guang)電(dian)(dian)子(zi)技(ji)術與(yu)人工(gong)智(zhi)(zhi)能(neng)深度融合。推動基于人工(gong)智(zhi)(zhi)能(neng)大(da)模(mo)型的光(guang)(guang)(guang)(guang)電(dian)(dian)器件設計、制(zhi)造工(gong)藝(yi)等關鍵技(ji)術研(yan)(yan)發,加(jia)(jia)快科(ke)(ke)技(ji)企(qi)(qi)業智(zhi)(zhi)能(neng)光(guang)(guang)(guang)(guang)電(dian)(dian)子(zi)產品的研(yan)(yan)發和商業化(hua)進程,實現(xian)人工(gong)智(zhi)(zhi)能(neng)在光(guang)(guang)(guang)(guang)通信、光(guang)(guang)(guang)(guang)學(xue)成(cheng)像、激光(guang)(guang)(guang)(guang)加(jia)(jia)工(gong)等領域的應(ying)用落地(di)。到(dao)2027年(nian),全市(shi)培育具有核心(xin)競爭力的智(zhi)(zhi)能(neng)光(guang)(guang)(guang)(guang)電(dian)(dian)子(zi)企(qi)(qi)業3家(jia),智(zhi)(zhi)能(neng)光(guang)(guang)(guang)(guang)電(dian)(dian)子(zi)典(dian)型應(ying)用場景3個。(責任單位:市(shi)科(ke)(ke)技(ji)局、工(gong)信局)

11. 人工智(zhi)(zhi)能(neng)(neng)+建(jian)(jian)(jian)(jian)(jian)筑。有序推(tui)進BIM技術在建(jian)(jian)(jian)(jian)(jian)設(she)項目規劃、勘察(cha)、設(she)計、施(shi)(shi)工和運維(wei)全(quan)過程集成應用。基于建(jian)(jian)(jian)(jian)(jian)筑形狀、材料(liao)、布局等建(jian)(jian)(jian)(jian)(jian)筑設(she)計參數的(de)數字(zi)化模擬(ni),精確預(yu)測建(jian)(jian)(jian)(jian)(jian)筑能(neng)(neng)耗表現和環境影響。推(tui)廣應用建(jian)(jian)(jian)(jian)(jian)筑機器(qi)人及智(zhi)(zhi)能(neng)(neng)裝(zhuang)備、智(zhi)(zhi)能(neng)(neng)施(shi)(shi)工管理等智(zhi)(zhi)能(neng)(neng)建(jian)(jian)(jian)(jian)(jian)造關鍵技術。推(tui)進建(jian)(jian)(jian)(jian)(jian)設(she)智(zhi)(zhi)慧(hui)化住(zhu)宅,提(ti)升住(zhu)宅智(zhi)(zhi)能(neng)(neng)控(kong)制與智(zhi)(zhi)能(neng)(neng)感(gan)應能(neng)(neng)力。(責任單位:市(shi)住(zhu)建(jian)(jian)(jian)(jian)(jian)局)

12. 人工(gong)(gong)智(zhi)能+低(di)空(kong)(kong)經(jing)濟。支(zhi)持企業探索人工(gong)(gong)智(zhi)能技術在(zai)電動(dong)垂直起降航(hang)空(kong)(kong)器(qi)(eVTOL)飛(fei)(fei)行(xing)控制、低(di)空(kong)(kong)頻(pin)譜管控等領域的融合應用。重點支(zhi)持建設低(di)空(kong)(kong)飛(fei)(fei)行(xing)一(yi)體化服務平臺,提供飛(fei)(fei)行(xing)申報、飛(fei)(fei)行(xing)情報、飛(fei)(fei)行(xing)警告、信息發(fa)布、安全處置等一(yi)站式服務,實現對各類低(di)空(kong)(kong)航(hang)空(kong)(kong)器(qi)智(zhi)能監(jian)管和統(tong)一(yi)管理(li)。到2027年,全市(shi)培育典型應用場景3個(ge)。(責任單位:市(shi)發(fa)改委、科技局(ju)、工(gong)(gong)信局(ju)、交通(tong)局(ju)等相關部門)

13. 人(ren)工智(zhi)能(neng)+生(sheng)物醫藥。聚焦細(xi)胞(bao)和基因技術、合成生(sheng)物、人(ren)工智(zhi)能(neng)醫療(liao)器械等(deng)細(xi)分賽道,鼓勵企業和科(ke)研機構(gou)在(zai)靶點發(fa)現(xian)、藥物設(she)計、藥物篩選(xuan)(xuan)、臨床試(shi)驗、輔助診斷(duan)(duan)、生(sheng)產制(zhi)造等(deng)場(chang)景(jing)應(ying)用人(ren)工智(zhi)能(neng),開展先導化(hua)合物的篩選(xuan)(xuan)和優化(hua)、向(xiang)導RNA設(she)計、蛋(dan)白質結構(gou)預測(ce)、單細(xi)胞(bao)數據解析、智(zhi)能(neng)輔助診斷(duan)(duan)等(deng)研究,加(jia)速(su)新(xin)產品研發(fa)進程。到2027年,全市(shi)培育典型應(ying)用場(chang)景(jing)3個。(責任單位:市(shi)科(ke)技局、市(shi)場(chang)監(jian)管局)

20.人工(gong)智能(neng)+養(yang)老(lao)。探索構建(jian)老(lao)年(nian)人綜合能(neng)力(li)評估數據模(mo)型,建(jian)立精準服(fu)(fu)務(wu)主動響應機制。支(zhi)(zhi)持智慧養(yang)老(lao)院建(jian)設(she),打造智慧養(yang)老(lao)示范企業。圍繞“互聯網+居家養(yang)老(lao)服(fu)(fu)務(wu)”,支(zhi)(zhi)持開發家庭服(fu)(fu)務(wu)機器人以及健(jian)(jian)康(kang)管理、輔助(zhu)器具、養(yang)老(lao)監護等健(jian)(jian)康(kang)養(yang)老(lao)智能(neng)產(chan)品,推(tui)廣運用(yong)智能(neng)床(chuang)墊(dian)、智能(neng)手環、智能(neng)門磁、應急援助(zhu)感(gan)應呼叫終端等設(she)備,提(ti)升養(yang)老(lao)服(fu)(fu)務(wu)智能(neng)化水平。到2027年(nian),全市培(pei)育典型應用(yong)場景2個(ge)。(責任單(dan)位:市民政局、科(ke)技局、衛健(jian)(jian)委(wei))

支(zhi)持企(qi)業圍(wei)繞熱點領域(yu)和社會需求,面向(xiang)工業制造(zao)、文旅、司法、傳媒、營銷、政務(wu)服(fu)務(wu)等領域(yu)細(xi)分應(ying)(ying)用場景(jing),構建行(xing)業模型和培育應(ying)(ying)用場景(jing)。

三、政策支持

1.支(zhi)持(chi)(chi)通(tong)用(yong)人工智能(neng)(neng)項目(mu)(mu)建設。對符合條件的服務全市通(tong)用(yong)人工智能(neng)(neng)企業(ye)(ye)的智能(neng)(neng)算力項目(mu)(mu)給予支(zhi)持(chi)(chi),單(dan)個(ge)項目(mu)(mu)補(bu)助總額最(zui)高不(bu)超過(guo)3000萬元。對新引進的、具備較(jiao)強創新能(neng)(neng)力的通(tong)用(yong)人工智能(neng)(neng)企業(ye)(ye)予以支(zhi)持(chi)(chi),單(dan)個(ge)項目(mu)(mu)補(bu)助總額最(zui)高不(bu)超過(guo)500萬元。(責任單(dan)位:市科技局、數據(ju)局)

2. 促進算(suan)(suan)力資源應用。打造全(quan)市(shi)(shi)公共算(suan)(suan)力服務平(ping)臺,對(dui)通過平(ping)臺使用智能算(suan)(suan)力的企(qi)業(ye)(ye),以“算(suan)(suan)力券”方式給予(yu)不超過實際(ji)支付智能算(suan)(suan)力費用20%的補助,每(mei)年每(mei)家企(qi)業(ye)(ye)最(zui)高不超過200萬(wan)元。(責任(ren)單位:市(shi)(shi)科技局(ju)、數據(ju)局(ju))

3. 支持數據要(yao)素供給。對在通(tong)用人工(gong)智(zhi)能領域提供高質量(liang)數據集或打造專業化(hua)數據空間的(de)企業和單位,經綜(zong)合評價(jia),每家最高可給予(yu)300萬(wan)元(yuan)的(de)補助支持。(責(ze)任單位:市(shi)科技局、數據局)

4. 支持(chi)應用(yong)(yong)場(chang)景(jing)(jing)建設。支持(chi)通用(yong)(yong)人工智(zhi)能在經濟(ji)發展、社會治(zhi)理、民(min)生服務(wu)等領域的創(chuang)新應用(yong)(yong),遴選一批(pi)可復制(zhi)、可示(shi)范推(tui)廣(guang)的典型應用(yong)(yong)場(chang)景(jing)(jing)項目(mu),每(mei)個項目(mu)最高給予不超過100萬元(yuan)獎勵。(責任單位:市(shi)數據局(ju))

5. 促進天使(shi)投資(zi)基金加快發(fa)展(zhan)。鼓勵南通天使(shi)投資(zi)引導基金與江(jiang)蘇省戰略性新(xin)興(xing)產(chan)業母(mu)基金合作(zuo)設立未來(lai)產(chan)業天使(shi)基金,支持通用人工智能領域(yu)的種(zhong)子(zi)期(qi)、初創期(qi)企業發(fa)展(zhan)。未來(lai)產(chan)業天使(shi)基金完成返投等投資(zi)要求的,按南通天使(shi)投資(zi)引導基金相關管理(li)規(gui)定享受項目收(shou)益(yi)讓(rang)渡和(he)風(feng)險補償政(zheng)策(ce)。(責任單(dan)位(wei):市財政(zheng)局(ju))

6. 加大(da)金(jin)融支持(chi)力度。鼓勵基金(jin)、金(jin)融機構(gou)對有產業化前(qian)景的通用人(ren)工智(zhi)能項(xiang)目(mu)開展(zhan)“投貸聯(lian)動”,政府性融資擔保(bao)機構(gou)對相關(guan)項(xiang)目(mu)給予(yu)優先支持(chi),能擔盡擔,擔保(bao)費(fei)率在規定費(fei)率的基礎上(shang)降低(di)50%。(責任(ren)單(dan)位:市財政局)

7. 配套“撥—投—股(gu)”支(zhi)持。對(dui)優質通用人(ren)工智能項目,采(cai)取“撥—投—股(gu)”方式(shi)給(gei)予支(zhi)持,單個(ge)項目最高資(zi)助1000萬元。(責任單位:市科(ke)技局)

8. 支持技(ji)(ji)術攻關和(he)成果(guo)轉(zhuan)化。實施前(qian)瞻性(xing)技(ji)(ji)術創新專項(xiang),支持面(mian)向通用人工智(zhi)能產業的前(qian)瞻技(ji)(ji)術研(yan)發,單個項(xiang)目最(zui)高資(zi)助100萬元。實施市重(zhong)點(dian)研(yan)發計(ji)劃(hua)和(he)市重(zhong)大科(ke)技(ji)(ji)成果(guo)轉(zhuan)化計(ji)劃(hua),單個項(xiang)目最(zui)高資(zi)助500萬元。(責任單位:市科(ke)技(ji)(ji)局)

9. 提供高(gao)層次人(ren)才(cai)激勵。對(dui)通(tong)過(guo)“江海(hai)英才(cai)”市(shi)級引(yin)進專項(產業(ye)(ye)類)評審(shen)的創(chuang)業(ye)(ye)人(ren)才(cai),給予(yu)個人(ren)100~500萬元(yuan)(yuan)(yuan)、團隊200~600萬元(yuan)(yuan)(yuan)創(chuang)業(ye)(ye)啟動資助;對(dui)通(tong)過(guo)評審(shen)的創(chuang)新(xin)人(ren)才(cai),給予(yu)個人(ren)50~200萬元(yuan)(yuan)(yuan)、團隊200~300萬元(yuan)(yuan)(yuan)資助。對(dui)市(shi)區企業(ye)(ye)全職(zhi)引(yin)進的創(chuang)新(xin)型(xing)(xing)人(ren)才(cai),給予(yu)碩(shuo)士(或(huo)副高(gao)級職(zhi)稱(cheng)、高(gao)級技(ji)師職(zhi)業(ye)(ye)資格(ge))2000元(yuan)(yuan)(yuan)/月、博士(或(huo)正高(gao)級職(zhi)稱(cheng)、特級技(ji)師職(zhi)業(ye)(ye)資格(ge))3000元(yuan)(yuan)(yuan)/月生活津貼。支持其他創(chuang)新(xin)型(xing)(xing)人(ren)才(cai)按規(gui)定(ding)享(xiang)受(shou)我市(shi)人(ren)才(cai)政策(ce)。(責任單(dan)位(wei):市(shi)委人(ren)才(cai)辦、市(shi)人(ren)社局)

本行動方案由市科(ke)技局(ju)牽頭組織實施(shi),各板塊、部門(men)協(xie)同(tong)推進(jin)。鼓勵各板塊、各園區(qu)研究配套(tao)專項政策等各類支持舉措。支持有條(tiao)件的(de)園區(qu)將通(tong)用人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)(neng)作為特色產(chan)業(ye),設立通(tong)用人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)(neng)產(chan)業(ye)發展基(ji)金,建(jian)設人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)(neng)新型(xing)基(ji)礎設施(shi),引(yin)導各類生產(chan)要素向人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)(neng)產(chan)業(ye)集聚(ju)。支持南(nan)通(tong)大學等在通(tong)高校(xiao)加(jia)強人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)(neng)人(ren)才(cai)培(pei)養(yang),支持校(xiao)企合作共建(jian)人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)(neng)產(chan)學研人(ren)才(cai)培(pei)養(yang)基(ji)地(di)(di),完善多主(zhu)體協(xie)同(tong)育人(ren)機制(zhi)(zhi),在智(zhi)(zhi)能(neng)(neng)(neng)(neng)制(zhi)(zhi)造(zao)、智(zhi)(zhi)能(neng)(neng)(neng)(neng)教育、智(zhi)(zhi)能(neng)(neng)(neng)(neng)醫療等領域開(kai)展技術轉移和成果(guo)轉化。鼓勵各地(di)(di)積極開(kai)展人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)(neng)專業(ye)招(zhao)商(shang)活動,發布先(xian)進(jin)產(chan)品、宣傳先(xian)進(jin)案例,營造(zao)濃(nong)厚的(de)產(chan)業(ye)發展氛圍。

本行動方(fang)案(an)自2025年(nian)2月1日起施行,有效期(qi)至2027年(nian)12月31日,相(xiang)關政(zheng)策條款實施后有新(xin)規定的,按(an)新(xin)規定執(zhi)行。同一事項涉及上述多條政(zheng)策或其(qi)他同類政(zheng)策的,就(jiu)高不重(zhong)復。

一、總體要求

二、重點任務

(一(yi))加強(qiang)算(suan)力基礎設施建(jian)設

1. 統籌布(bu)局智(zhi)(zhi)(zhi)能(neng)(neng)算(suan)力(li)。適當超前部署智(zhi)(zhi)(zhi)算(suan)中(zhong)心,引(yin)導社會力(li)量參與(yu)智(zhi)(zhi)(zhi)算(suan)中(zhong)心建設(she),打造多元算(suan)力(li)支(zhi)(zhi)(zhi)撐體系。促進綠色低碳算(suan)力(li)發(fa)(fa)展(zhan),支(zhi)(zhi)(zhi)持(chi)液冷(leng)、儲(chu)能(neng)(neng)等新(xin)技(ji)術應用,逐步(bu)提(ti)升算(suan)力(li)設(she)施綠電(dian)使用率。重點(dian)支(zhi)(zhi)(zhi)持(chi)南通創(chuang)新(xin)區(qu)布(bu)局建設(she)智(zhi)(zhi)(zhi)算(suan)中(zhong)心。鼓勵沿海地(di)區(qu)探索利用海洋地(di)理(li)條件及LNG冷(leng)能(neng)(neng)優勢建設(she)自然冷(leng)源智(zhi)(zhi)(zhi)算(suan)中(zhong)心,加強與(yu)風電(dian)、光伏等可(ke)再生能(neng)(neng)源融合開(kai)發(fa)(fa),實現電(dian)力(li)就近消(xiao)納。支(zhi)(zhi)(zhi)持(chi)各園(yuan)(yuan)區(qu)因地(di)制宜建設(she)智(zhi)(zhi)(zhi)算(suan)中(zhong)心。〔責(ze)任(ren)單(dan)位:市(shi)發(fa)(fa)改委、科(ke)技(ji)局、工信局、數(shu)據局,各縣(市(shi)、區(qu))人(ren)民政(zheng)府(fu)、市(shi)各直屬園(yuan)(yuan)區(qu)管(guan)委會〕

2. 靈活(huo)(huo)部(bu)署邊(bian)(bian)緣(yuan)算力。圍繞制造業(ye)、新零(ling)售、智(zhi)(zhi)(zhi)(zhi)(zhi)慧交通(tong)、醫(yi)療健康、金(jin)融等低時延、高(gao)可靠(kao)業(ye)務應用(yong)需求,支持靈活(huo)(huo)部(bu)署高(gao)效邊(bian)(bian)緣(yuan)智(zhi)(zhi)(zhi)(zhi)(zhi)算中(zhong)心(xin)。重點構(gou)建邊(bian)(bian)緣(yuan)智(zhi)(zhi)(zhi)(zhi)(zhi)算中(zhong)心(xin)之間、邊(bian)(bian)緣(yuan)智(zhi)(zhi)(zhi)(zhi)(zhi)算中(zhong)心(xin)與新型智(zhi)(zhi)(zhi)(zhi)(zhi)算中(zhong)心(xin)之間的高(gao)速泛在(zai)網絡(luo)互聯(lian),提升跨(kua)云、核心(xin)智(zhi)(zhi)(zhi)(zhi)(zhi)算中(zhong)心(xin)到邊(bian)(bian)緣(yuan)的云邊(bian)(bian)端協同能力,加速培育(yu)新業(ye)態、新模式(shi)。(責任單位:市(shi)科技局、工信局、數據(ju)局)

20.人(ren)(ren)工智(zhi)能(neng)+養老(lao)(lao)(lao)。探(tan)索構(gou)建(jian)老(lao)(lao)(lao)年(nian)人(ren)(ren)綜(zong)合能(neng)力評(ping)估數據模型(xing),建(jian)立精準服(fu)務(wu)主動響應(ying)機制。支持智(zhi)慧養老(lao)(lao)(lao)院建(jian)設,打造智(zhi)慧養老(lao)(lao)(lao)示范企業。圍繞“互聯網+居家養老(lao)(lao)(lao)服(fu)務(wu)”,支持開(kai)發家庭服(fu)務(wu)機器人(ren)(ren)以及健(jian)康(kang)管理、輔(fu)助(zhu)器具、養老(lao)(lao)(lao)監護等健(jian)康(kang)養老(lao)(lao)(lao)智(zhi)能(neng)產(chan)品,推廣運(yun)用(yong)智(zhi)能(neng)床墊、智(zhi)能(neng)手環、智(zhi)能(neng)門磁、應(ying)急援助(zhu)感應(ying)呼叫終端(duan)等設備,提升養老(lao)(lao)(lao)服(fu)務(wu)智(zhi)能(neng)化水平。到2027年(nian),全(quan)市培育典(dian)型(xing)應(ying)用(yong)場景(jing)2個。(責任單位:市民政局(ju)、科技局(ju)、衛健(jian)委(wei))

支持企業圍繞熱點(dian)領域(yu)和社會需求,面(mian)向工業制(zhi)造、文旅(lv)、司法、傳媒(mei)、營銷、政務服務等領域(yu)細(xi)分應用場(chang)景,構建(jian)行業模型(xing)和培(pei)育應用場(chang)景。

三、政策支持

1.支(zhi)持通用人(ren)工智(zhi)能(neng)項(xiang)目建設。對符合條件的(de)服務(wu)全市通用人(ren)工智(zhi)能(neng)企業的(de)智(zhi)能(neng)算力(li)項(xiang)目給予(yu)支(zhi)持,單個(ge)項(xiang)目補(bu)助(zhu)總額(e)最高不(bu)超過3000萬(wan)元。對新引進的(de)、具(ju)備較強創新能(neng)力(li)的(de)通用人(ren)工智(zhi)能(neng)企業予(yu)以(yi)支(zhi)持,單個(ge)項(xiang)目補(bu)助(zhu)總額(e)最高不(bu)超過500萬(wan)元。(責任單位:市科技局(ju)、數據局(ju))

2. 促進算力資源應用。打造全市(shi)公共算力服務平臺,對(dui)通過(guo)平臺使用智能算力的(de)企業(ye),以“算力券”方式給(gei)予不超(chao)過(guo)實際(ji)支付智能算力費用20%的(de)補助,每(mei)年每(mei)家企業(ye)最高不超(chao)過(guo)200萬元。(責任單位(wei):市(shi)科技(ji)局(ju)、數據局(ju))

3. 支(zhi)持(chi)(chi)數據(ju)要素(su)供(gong)給(gei)。對(dui)在通用人工智能領域提供(gong)高(gao)質量數據(ju)集或打造專業化數據(ju)空間(jian)的企(qi)業和單(dan)位,經綜合評價,每家(jia)最高(gao)可(ke)給(gei)予300萬(wan)元的補助(zhu)支(zhi)持(chi)(chi)。(責(ze)任單(dan)位:市科技局、數據(ju)局)

 4. 支持應用(yong)場景(jing)建設。支持通用(yong)人工智能在經濟發展、社會治(zhi)理(li)、民(min)生服務等領域的創(chuang)新應用(yong),遴選(xuan)一批可(ke)復(fu)制、可(ke)示(shi)范推廣的典型應用(yong)場景(jing)項目(mu),每(mei)個項目(mu)最高給予不超過100萬(wan)元獎勵。(責任單位:市(shi)數據局(ju))

5. 促進天(tian)使(shi)(shi)投資基(ji)(ji)金加快發展(zhan)。鼓勵南通(tong)天(tian)使(shi)(shi)投資引(yin)導(dao)基(ji)(ji)金與江蘇省戰(zhan)略性新興產業(ye)母基(ji)(ji)金合作設立未來產業(ye)天(tian)使(shi)(shi)基(ji)(ji)金,支持通(tong)用(yong)人工智能領(ling)域(yu)的種(zhong)子期、初創(chuang)期企業(ye)發展(zhan)。未來產業(ye)天(tian)使(shi)(shi)基(ji)(ji)金完成返投等投資要求(qiu)的,按南通(tong)天(tian)使(shi)(shi)投資引(yin)導(dao)基(ji)(ji)金相關管理規定享(xiang)受項目(mu)收益讓(rang)渡和(he)風險(xian)補償政策。(責(ze)任(ren)單位:市財政局)

6. 加大金(jin)融(rong)(rong)支持力度。鼓勵基金(jin)、金(jin)融(rong)(rong)機(ji)構(gou)對(dui)有產業化前景的(de)通(tong)用人工(gong)智能項目(mu)開展“投貸聯(lian)動”,政府性融(rong)(rong)資擔(dan)(dan)(dan)保機(ji)構(gou)對(dui)相關項目(mu)給予優先支持,能擔(dan)(dan)(dan)盡擔(dan)(dan)(dan),擔(dan)(dan)(dan)保費(fei)率在規定費(fei)率的(de)基礎上降低(di)50%。(責(ze)任單位(wei):市財政局(ju))

7. 配套“撥(bo)—投—股”支持(chi)。對優(you)質通(tong)用(yong)人工(gong)智能項目,采取“撥(bo)—投—股”方式給予支持(chi),單個(ge)項目最高(gao)資助(zhu)1000萬元。(責任單位:市科技局(ju))

8. 支持技(ji)(ji)術攻關和(he)(he)成果轉化。實(shi)施前瞻性技(ji)(ji)術創新專項(xiang),支持面(mian)向通用人工智能產業的(de)前瞻技(ji)(ji)術研(yan)發,單個(ge)項(xiang)目最高資助100萬元(yuan)。實(shi)施市重(zhong)點研(yan)發計劃(hua)和(he)(he)市重(zhong)大(da)科技(ji)(ji)成果轉化計劃(hua),單個(ge)項(xiang)目最高資助500萬元(yuan)。(責任單位(wei):市科技(ji)(ji)局)

9. 提供高(gao)(gao)層次人才激勵。對通(tong)過(guo)“江海英才”市級引(yin)(yin)進(jin)專項(產業(ye)(ye)類)評(ping)審的創(chuang)業(ye)(ye)人才,給(gei)(gei)予(yu)(yu)個(ge)人100~500萬(wan)元(yuan)、團(tuan)隊(dui)200~600萬(wan)元(yuan)創(chuang)業(ye)(ye)啟動資(zi)助;對通(tong)過(guo)評(ping)審的創(chuang)新人才,給(gei)(gei)予(yu)(yu)個(ge)人50~200萬(wan)元(yuan)、團(tuan)隊(dui)200~300萬(wan)元(yuan)資(zi)助。對市區(qu)企(qi)業(ye)(ye)全職(zhi)引(yin)(yin)進(jin)的創(chuang)新型人才,給(gei)(gei)予(yu)(yu)碩士(shi)(或副高(gao)(gao)級職(zhi)稱(cheng)、高(gao)(gao)級技師職(zhi)業(ye)(ye)資(zi)格)2000元(yuan)/月(yue)、博士(shi)(或正高(gao)(gao)級職(zhi)稱(cheng)、特級技師職(zhi)業(ye)(ye)資(zi)格)3000元(yuan)/月(yue)生活津(jin)貼。支持其他創(chuang)新型人才按(an)規(gui)定享(xiang)受我市人才政策。(責任單(dan)位(wei):市委人才辦(ban)、市人社局)

本行動方案由(you)市科(ke)技局牽頭組織(zhi)實(shi)施(shi),各(ge)板(ban)塊、部門(men)協(xie)同推進。鼓勵各(ge)板(ban)塊、各(ge)園(yuan)區研究配套專項(xiang)政策等(deng)各(ge)類支持舉措。支持有條件的園(yuan)區將通(tong)用(yong)人(ren)工智(zhi)(zhi)能(neng)(neng)作為特色產(chan)(chan)業,設立通(tong)用(yong)人(ren)工智(zhi)(zhi)能(neng)(neng)產(chan)(chan)業發(fa)展(zhan)基金,建(jian)設人(ren)工智(zhi)(zhi)能(neng)(neng)新型基礎(chu)設施(shi),引導各(ge)類生(sheng)產(chan)(chan)要素向人(ren)工智(zhi)(zhi)能(neng)(neng)產(chan)(chan)業集聚。支持南(nan)通(tong)大學等(deng)在通(tong)高校加強人(ren)工智(zhi)(zhi)能(neng)(neng)人(ren)才培養(yang),支持校企合作共建(jian)人(ren)工智(zhi)(zhi)能(neng)(neng)產(chan)(chan)學研人(ren)才培養(yang)基地,完善多主體(ti)協(xie)同育(yu)(yu)人(ren)機制,在智(zhi)(zhi)能(neng)(neng)制造(zao)、智(zhi)(zhi)能(neng)(neng)教育(yu)(yu)、智(zhi)(zhi)能(neng)(neng)醫療等(deng)領域開展(zhan)技術轉移和(he)成果轉化(hua)。鼓勵各(ge)地積極開展(zhan)人(ren)工智(zhi)(zhi)能(neng)(neng)專業招商(shang)活動,發(fa)布先(xian)進產(chan)(chan)品、宣傳先(xian)進案例,營造(zao)濃厚的產(chan)(chan)業發(fa)展(zhan)氛圍。

本(ben)行動方(fang)案自2025年(nian)2月1日起施行,有(you)效期至2027年(nian)12月31日,相關政(zheng)(zheng)(zheng)策條款實施后有(you)新規定(ding)的,按新規定(ding)執(zhi)行。同(tong)(tong)一事項(xiang)涉及上述多條政(zheng)(zheng)(zheng)策或其他同(tong)(tong)類政(zheng)(zheng)(zheng)策的,就高不重復。
