今(jin)年(nian)以來,湖南省各(ge)級(ji)各(ge)部(bu)門認(ren)真貫徹落(luo)實黨中(zhong)央、國務院決(jue)策部(bu)署,聚焦降低企(qi)(qi)業(ye)成本負(fu)(fu)擔(dan)(dan)、完善(shan)涉(she)企(qi)(qi)行政(zheng)法(fa)規制度、提升服(fu)務企(qi)(qi)業(ye)水(shui)平,深入推進惠企(qi)(qi)減(jian)負(fu)(fu)政(zheng)策落(luo)實落(luo)地,為激發經(jing)營主體活力、穩定經(jing)濟增長發揮了積極作用。11月22日下午,國務院減(jian)輕企(qi)(qi)業(ye)負(fu)(fu)擔(dan)(dan)部(bu)際聯席會(hui)議(yi)召開(kai)電(dian)視電(dian)話(hua)會(hui)議(yi),第十三屆全(quan)國減(jian)輕企(qi)(qi)業(ye)負(fu)(fu)擔(dan)(dan)政(zheng)策宣傳周活動(dong)正式啟動(dong)。經(jing)省工信(xin)廳篩選征(zheng)集(ji),遴選了一批(pi)省內減(jian)輕企(qi)(qi)業(ye)負(fu)(fu)擔(dan)(dan)先進典型案例,即日起在(zai)“湖南工信(xin)”微信(xin)公眾號予以推介,供(gong)(gong)各(ge)級(ji)各(ge)部(bu)門交流借鑒。今(jin)天發布第三期:郴州高新技術(shu)產業(ye)開(kai)發區管理委員會(hui):產業(ye)項(xiang)目“批(pi)供(gong)(gong)同(tong)步化”供(gong)(gong)地改革實踐。

為滿足自貿片(pian)區(qu)(qu)(qu)(園(yuan)(yuan)區(qu)(qu)(qu))產業招商項(xiang)目“精準用(yong)地(di)、快(kuai)速(su)落(luo)地(di)”的(de)需求,郴州(zhou)市(shi)自然資源和規劃局(ju)聯合自貿區(qu)(qu)(qu)郴州(zhou)片(pian)區(qu)(qu)(qu)(高新區(qu)(qu)(qu))在全國率(lv)(lv)(lv)先開(kai)展(zhan)產業項(xiang)目“批(pi)供同(tong)步化(hua)”供地(di)改(gai)(gai)革,推動(dong)項(xiang)目用(yong)地(di)審(shen)批(pi)效率(lv)(lv)(lv)由改(gai)(gai)革前的(de)248天(tian)減少到110天(tian)左(zuo)右,審(shen)批(pi)效率(lv)(lv)(lv)提速(su)達55%,每年可為園(yuan)(yuan)區(qu)(qu)(qu)節省土(tu)(tu)地(di)儲(chu)備資金2億(yi)元左(zuo)右,為企業減少用(yong)地(di)成本(ben)約(yue)10-20萬/畝,實現了在“批(pi)地(di)”的(de)同(tong)時同(tong)步“供地(di)”,并同(tong)步取得“四(si)證”,保(bao)障(zhang)項(xiang)目快(kuai)速(su)落(luo)地(di)開(kai)工建(jian)設(she),從根(gen)本(ben)上(shang)解(jie)決了產業項(xiang)目落(luo)地(di)慢和園(yuan)(yuan)區(qu)(qu)(qu)土(tu)(tu)地(di)利用(yong)效率(lv)(lv)(lv)不高的(de)問題(ti)。

 (一)入(ru)園洽談與用(yong)地(di)指引(yin)服(fu)務同(tong)步

在(zai)項(xiang)目招(zhao)商入(ru)園洽談(tan)的同時(shi),園區組(zu)織相(xiang)關部門開展規(gui)劃選址(zhi)論證,指(zhi)(zhi)導企業在(zai)符(fu)合要(yao)求的區域選址(zhi)。在(zai)簽訂(ding)入(ru)園協議中,按照(zhao)“五好”園區建設標準,約定4+X指(zhi)(zhi)標要(yao)求(固定資產投入(ru)強度、地(di)(di)(di)均收(shou)入(ru)、地(di)(di)(di)均稅收(shou)、容積率等(deng)指(zhi)(zhi)標要(yao)求)以及土地(di)(di)(di)供應的規(gui)模、方(fang)式、年限等(deng),做到(dao)“地(di)(di)(di)塊(kuai)標準化”,實(shi)施“用(yong)地(di)(di)(di)清單制+告知承諾制”,推(tui)進入(ru)園洽談(tan)與(yu)用(yong)地(di)(di)(di)指(zhi)(zhi)引服務同步。

(二)征(zheng)地洽談與用地前期工作同步

明確(que)企業入(ru)園,政府(fu)發布征(zheng)(zheng)收土(tu)地(di)(di)(di)預(yu)公(gong)(gong)告后(10個工(gong)作日),同(tong)步開(kai)展擬征(zheng)(zheng)收土(tu)地(di)(di)(di)現狀(zhuang)調查及結果公(gong)(gong)示、社(she)會穩(wen)定風險評估和征(zheng)(zheng)地(di)(di)(di)補償(chang)(chang)安置協議洽談。征(zheng)(zheng)地(di)(di)(di)預(yu)公(gong)(gong)告期(qi)滿,即發布征(zheng)(zheng)地(di)(di)(di)補償(chang)(chang)安置公(gong)(gong)告,在此公(gong)(gong)告期(qi)間同(tong)步完成(cheng)安置補償(chang)(chang)登記、征(zheng)(zheng)地(di)(di)(di)拆遷(qian)補償(chang)(chang)安置資金繳(jiao)存、社(she)保資金繳(jiao)納、林(lin)地(di)(di)(di)審批組(zu)卷、征(zheng)(zheng)地(di)(di)(di)補償(chang)(chang)協議簽訂(ding)、用(yong)地(di)(di)(di)報批組(zu)卷等用(yong)地(di)(di)(di)報批的(de)前期(qi)工(gong)作。通過推進征(zheng)(zheng)地(di)(di)(di)洽談與(yu)用(yong)地(di)(di)(di)前期(qi)工(gong)作的(de)同(tong)步,達到各項工(gong)作無縫(feng)耦合,工(gong)作提速(su)65天左右(you)。

(三)用地報批與規劃設計工作同步

在項目用地(di)組卷呈報省自然(ran)資源廳審查的期間(jian),前(qian)置同步(bu)完成(cheng)建設(she)(she)用地(di)規(gui)劃條件下發和建設(she)(she)工程設(she)(she)計(ji)方案批復。由園(yuan)區組織相關部(bu)門(men)依據國土空間(jian)詳細規(gui)劃及土地(di)使用標準下發規(gui)劃條件的同時,指導(dao)企業編制(zhi)建設(she)(she)工程設(she)(she)計(ji)方案,組織開展專家(jia)與(yu)部(bu)門(men)技術(shu)審查論(lun)證和公示(shi)工作(zuo)并完成(cheng)批復,工作(zuo)提速(su)40天(tian)以上。

(四)用地(di)報(bao)批與供(gong)地(di)前期工作同步

在省自然資源廳受(shou)理審(shen)卷的(de)同時,前(qian)置同步推進土(tu)(tu)地(di)(di)(di)(di)供(gong)應的(de)前(qian)期相關(guan)工作(zuo)。由(you)園區(qu)保障通達地(di)(di)(di)(di)塊的(de)道路、供(gong)水、供(gong)電、供(gong)氣、排水、通信(xin)等(deng)基礎設施配(pei)套,滿足必要(yao)的(de)“通平”要(yao)求(qiu),形成“凈地(di)(di)(di)(di)”和“標準地(di)(di)(di)(di)”條件(jian)。根(gen)據規劃條件(jian),開展土(tu)(tu)地(di)(di)(di)(di)評(ping)估,編制(zhi)土(tu)(tu)地(di)(di)(di)(di)出讓(rang)方案,確定土(tu)(tu)地(di)(di)(di)(di)出讓(rang)底價與起始價和彈性(xing)供(gong)地(di)(di)(di)(di)年限,按程(cheng)序報市(shi)政府(fu)批(pi)準,工作(zuo)提速15天以(yi)上。

(五(wu))用地簽批與土地出讓公(gong)告(gao)同步

在(zai)省(sheng)自然資源廳報(bao)省(sheng)政府完(wan)成用(yong)地簽批的(de)同時,前置完(wan)成權籍調查,通過“凈地”審核(he)備案(an)(an),發布土地掛牌公告(gao)(公告(gao)期20天)。公告(gao)期間,同步發布征收土地公告(gao)、足(zu)額支付征地拆遷補償費,且由園區(qu)指(zhi)導企(qi)業開(kai)展施工設(she)計方(fang)案(an)(an)編制,憑已經批復(fu)的(de)建(jian)設(she)工程(cheng)設(she)計方(fang)案(an)(an)、容缺項目(mu)立項備案(an)(an)、建(jian)設(she)工程(cheng)規(gui)劃許(xu)可證(zheng)和人防證(zheng)等資料開(kai)展施工圖審查工作(zuo),工作(zuo)提速45天以上。

(六)土地成交與(yu)登記發證工作(zuo)同步

在(zai)土地(di)成交(jiao)后(hou)的10個(ge)工(gong)(gong)作(zuo)日內依次簽定土地(di)出讓合同,開展項目立項備案,核發建(jian)(jian)設(she)用地(di)規劃(hua)許(xu)(xu)可(ke)(ke)證(zheng)、不(bu)動產(chan)權證(zheng)、建(jian)(jian)設(she)工(gong)(gong)程(cheng)規劃(hua)許(xu)(xu)可(ke)(ke)證(zheng)等,補齊容(rong)缺(que)資料(liao)后(hou)核發建(jian)(jian)設(she)工(gong)(gong)程(cheng)施(shi)工(gong)(gong)許(xu)(xu)可(ke)(ke)證(zheng)。企業拿到建(jian)(jian)設(she)工(gong)(gong)程(cheng)施(shi)工(gong)(gong)許(xu)(xu)可(ke)(ke)證(zheng)后(hou)即可(ke)(ke)開工(gong)(gong)建(jian)(jian)設(she),打(da)造“交(jiao)地(di)即開工(gong)(gong)”的升級(ji)版,推動“五即服務”常態化(hua)。

為(wei)滿(man)足自貿片(pian)區(園區)產業(ye)招商項目“精(jing)準用地(di)(di)、快(kuai)(kuai)速落地(di)(di)”的需求,郴(chen)州市自然資(zi)源和規(gui)劃局聯(lian)合自貿區郴(chen)州片(pian)區(高新區)在(zai)全(quan)國(guo)率先開展產業(ye)項目“批(pi)供(gong)同步(bu)化(hua)”供(gong)地(di)(di)改革(ge),推動項目用地(di)(di)審批(pi)效(xiao)率由改革(ge)前(qian)的248天減少(shao)到110天左右(you),審批(pi)效(xiao)率提(ti)速達(da)55%,每年可(ke)為(wei)園區節省土(tu)地(di)(di)儲(chu)備(bei)資(zi)金2億元左右(you),為(wei)企業(ye)減少(shao)用地(di)(di)成本約10-20萬(wan)/畝,實現了在(zai)“批(pi)地(di)(di)”的同時同步(bu)“供(gong)地(di)(di)”,并同步(bu)取得“四證”,保障項目快(kuai)(kuai)速落地(di)(di)開工建設,從(cong)根本上解決了產業(ye)項目落地(di)(di)慢和園區土(tu)地(di)(di)利(li)用效(xiao)率不高的問(wen)題。

明確(que)企(qi)業(ye)入(ru)園(yuan),政府發布(bu)征(zheng)(zheng)收(shou)土地(di)(di)(di)預(yu)公告(gao)后(10個工作(zuo)(zuo)日),同步(bu)開展(zhan)擬征(zheng)(zheng)收(shou)土地(di)(di)(di)現狀(zhuang)調查及結果(guo)公示、社(she)會穩定(ding)風(feng)險評估和征(zheng)(zheng)地(di)(di)(di)補償(chang)安(an)置(zhi)(zhi)協(xie)議(yi)洽談(tan)。征(zheng)(zheng)地(di)(di)(di)預(yu)公告(gao)期(qi)滿,即發布(bu)征(zheng)(zheng)地(di)(di)(di)補償(chang)安(an)置(zhi)(zhi)公告(gao),在此公告(gao)期(qi)間(jian)同步(bu)完成安(an)置(zhi)(zhi)補償(chang)登記、征(zheng)(zheng)地(di)(di)(di)拆遷補償(chang)安(an)置(zhi)(zhi)資金繳存、社(she)保資金繳納、林地(di)(di)(di)審批組(zu)卷(juan)、征(zheng)(zheng)地(di)(di)(di)補償(chang)協(xie)議(yi)簽訂、用地(di)(di)(di)報(bao)批組(zu)卷(juan)等用地(di)(di)(di)報(bao)批的(de)前期(qi)工作(zuo)(zuo)。通(tong)過(guo)推進征(zheng)(zheng)地(di)(di)(di)洽談(tan)與(yu)用地(di)(di)(di)前期(qi)工作(zuo)(zuo)的(de)同步(bu),達到各項(xiang)工作(zuo)(zuo)無縫耦合,工作(zuo)(zuo)提(ti)速65天左(zuo)右。

(三)用(yong)地報批與(yu)規劃設計工作(zuo)同步

(四(si))用地報批與供地前期工(gong)作同步
