新(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)是構建(jian)新(xin)型(xing)電力系統(tong)的重要技(ji)(ji)術(shu)和(he)(he)基(ji)礎(chu)裝備,是實(shi)(shi)現碳達峰(feng)碳中和(he)(he)目標的重要支撐,也是催生國內能(neng)(neng)(neng)(neng)源新(xin)業態、搶(qiang)占國際戰略新(xin)高地(di)的重要領域(yu)。為貫徹落實(shi)(shi)《關(guan)于(yu)加(jia)快(kuai)推動(dong)(dong)新(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)發展的指導意(yi)見》《“十四五”新(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)發展實(shi)(shi)施(shi)方(fang)(fang)案》《北京市促進未(wei)來(lai)產業創新(xin)發展實(shi)(shi)施(shi)方(fang)(fang)案》等文件精(jing)神,把握產業發展機(ji)遇(yu),整合(he)資源優勢,推動(dong)(dong)本市新(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)技(ji)(ji)術(shu)創新(xin)與產業發展,特制定本方(fang)(fang)案。
一、形勢與基礎
(一)發展形(xing)勢
全(quan)(quan)球(qiu)(qiu)新型儲(chu)(chu)(chu)(chu)能(neng)產(chan)業(ye)進(jin)入(ru)快(kuai)速發展(zhan)階段。美國(guo)、歐盟、日(ri)韓(han)等主要經濟體逐步將發展(zhan)新型儲(chu)(chu)(chu)(chu)能(neng)上升(sheng)(sheng)為(wei)國(guo)家或地(di)區戰(zhan)略,各(ge)類儲(chu)(chu)(chu)(chu)能(neng)技術(shu)性能(neng)快(kuai)速提(ti)升(sheng)(sheng)、成本下(xia)降趨(qu)勢(shi)明顯,產(chan)業(ye)鏈(lian)日(ri)趨(qu)完善(shan),市場(chang)應(ying)用前景廣闊(kuo)。鋰離子(zi)電(dian)(dian)池儲(chu)(chu)(chu)(chu)能(neng)發展(zhan)最為(wei)成熟(shu),占(zhan)據絕對主導地(di)位,液流(liu)電(dian)(dian)池儲(chu)(chu)(chu)(chu)能(neng)、鈉(na)離子(zi)電(dian)(dian)池儲(chu)(chu)(chu)(chu)能(neng)、壓縮空氣儲(chu)(chu)(chu)(chu)能(neng)等不(bu)斷實現技術(shu)突破,進(jin)入(ru)從研發示范向商業(ye)化應(ying)用關(guan)鍵期。根(gen)據彭(peng)博新能(neng)源(yuan)財經(BNEF)和(he)國(guo)際能(neng)源(yuan)署(IEA)預(yu)測(ce),2030年前全(quan)(quan)球(qiu)(qiu)新型儲(chu)(chu)(chu)(chu)能(neng)裝機規模(mo)將保持30%~40%的(de)年復合增長率,預(yu)計(ji)到2030年,全(quan)(quan)球(qiu)(qiu)新型儲(chu)(chu)(chu)(chu)能(neng)累(lei)計(ji)裝機規模(mo)將達(da)到358~585GW,全(quan)(quan)球(qiu)(qiu)儲(chu)(chu)(chu)(chu)能(neng)投資總規模(mo)預(yu)計(ji)最高可達(da)3260億美元(yuan)。
我國(guo)新型儲(chu)(chu)能(neng)(neng)(neng)具備全(quan)(quan)產業(ye)鏈發展優(you)勢(shi)。鋰離子電(dian)池儲(chu)(chu)能(neng)(neng)(neng)優(you)勢(shi)突出(chu),全(quan)(quan)世界超70%鋰電(dian)池在中(zhong)國(guo)生產。全(quan)(quan)球排名(ming)前(qian)10的鋰電(dian)池企業(ye),中(zhong)國(guo)占據6家(jia)。液流電(dian)池等多項儲(chu)(chu)能(neng)(neng)(neng)技術已在發電(dian)、輸配電(dian)、用(yong)(yong)電(dian)等環節得到驗證應用(yong)(yong),技術水(shui)平處于全(quan)(quan)球并跑甚至領(ling)跑階(jie)段(duan)。據國(guo)家(jia)智能(neng)(neng)(neng)制造專(zhuan)家(jia)委(wei)員(yuan)會預測,到2030年,新型儲(chu)(chu)能(neng)(neng)(neng)累計裝機規模將(jiang)達到220GW,行業(ye)總(zong)產值將(jiang)超過3萬億元(yuan)。
(二)發(fa)展基礎
北京是(shi)我國新型儲(chu)能(neng)(neng)技(ji)(ji)術策源地,在新型儲(chu)能(neng)(neng)研發創新、產(chan)(chan)品集(ji)成、要(yao)素保(bao)障等方面(mian)具有較強(qiang)優(you)勢,近年來積極探索京內“總部(bu)研發+高端制(zhi)造”、京外“規模(mo)化生(sheng)產(chan)(chan)+技(ji)(ji)術應用(yong)”的產(chan)(chan)業發展(zhan)“北京模(mo)式(shi)”。截止2023年底,全市新型儲(chu)能(neng)(neng)產(chan)(chan)業營(ying)收已超400億元。
技(ji)術(shu)研(yan)發能(neng)力國(guo)(guo)內(nei)領先(xian)(xian)。作為國(guo)(guo)際(ji)(ji)科技(ji)創(chuang)新中心,北京新型(xing)儲能(neng)領域創(chuang)新資源(yuan)集聚,建成了一(yi)批國(guo)(guo)家級(ji)研(yan)發機構、產教融合創(chuang)新平臺及(ji)產業技(ji)術(shu)創(chuang)新平臺。固(gu)態電(dian)池(chi)、鈉離子電(dian)池(chi)、液流電(dian)池(chi)等(deng)關鍵(jian)領域技(ji)術(shu)優勢明顯,先(xian)(xian)進壓(ya)縮空氣儲能(neng)、飛輪儲能(neng)等(deng)綜合技(ji)術(shu)水平國(guo)(guo)際(ji)(ji)領先(xian)(xian),液態金(jin)屬電(dian)池(chi)、超導儲能(neng)等(deng)前(qian)沿技(ji)術(shu)領域實現全(quan)面布局。
產(chan)(chan)業(ye)集(ji)(ji)聚(ju)(ju)效應逐步(bu)顯現。“一南一北”兩個(ge)新型儲(chu)(chu)能(neng)(neng)產(chan)(chan)業(ye)示范區(qu)產(chan)(chan)業(ye)集(ji)(ji)聚(ju)(ju)態勢(shi)初步(bu)形成,匯集(ji)(ji)一批細分(fen)領域優質(zhi)企業(ye)。在儲(chu)(chu)能(neng)(neng)系統集(ji)(ji)成領域,多(duo)家企業(ye)國內出貨量排名(ming)前十。在固(gu)態電池、液流電池、鈉離(li)子電池、壓(ya)縮空(kong)氣儲(chu)(chu)能(neng)(neng)領域引育(yu)了(le)一批行業(ye)頭部企業(ye)。
技術轉化成果賦(fu)能(neng)(neng)全國。北京(jing)市新(xin)型(xing)儲(chu)(chu)能(neng)(neng)企業(ye)積極與大型(xing)駐京(jing)能(neng)(neng)源(yuan)企業(ye)合作(zuo),在國內落(luo)地多項(xiang)(xiang)(xiang)標志性示(shi)范(fan)項(xiang)(xiang)(xiang)目(mu)(mu),先后參(can)與國際首套(tao)百兆(zhao)瓦(wa)(wa)先進壓縮空氣儲(chu)(chu)能(neng)(neng)國家示(shi)范(fan)項(xiang)(xiang)(xiang)目(mu)(mu)、全球(qiu)首套(tao)固態鋰離(li)子電(dian)池儲(chu)(chu)能(neng)(neng)電(dian)站項(xiang)(xiang)(xiang)目(mu)(mu)、國際首套(tao)高慣量飛輪儲(chu)(chu)能(neng)(neng)工程樣機示(shi)范(fan)項(xiang)(xiang)(xiang)目(mu)(mu)、全球(qiu)首套(tao)兆(zhao)瓦(wa)(wa)級(ji)熱泵儲(chu)(chu)能(neng)(neng)示(shi)范(fan)項(xiang)(xiang)(xiang)目(mu)(mu)等,以技術賦(fu)能(neng)(neng)推動全國新(xin)型(xing)儲(chu)(chu)能(neng)(neng)產業(ye)發展。
要素保障能(neng)力優勢突出。北京數字經(jing)濟(ji)資源、技術(shu)及人才優勢明顯,為(wei)(wei)新(xin)型(xing)儲能(neng)數字化管理、智慧化調控等注入(ru)強勁動力。金融市場發展相對(dui)成熟,為(wei)(wei)新(xin)型(xing)儲能(neng)技術(shu)創新(xin)、落地(di)轉化等提(ti)(ti)供(gong)有力資金支(zhi)撐。作為(wei)(wei)國(guo)(guo)際(ji)交流中心(xin),為(wei)(wei)國(guo)(guo)際(ji)新(xin)型(xing)儲能(neng)前沿技術(shu)引進來(lai)、高性價(jia)比新(xin)型(xing)儲能(neng)產品走出去提(ti)(ti)供(gong)支(zhi)撐平臺。
(三)存在問(wen)題
北京市新型儲(chu)能(neng)(neng)(neng)產業(ye)發展具(ju)有較好的基礎(chu),但同(tong)時(shi)面臨(lin)一些(xie)問題:規模化(hua)(hua)電(dian)化(hua)(hua)學(xue)儲(chu)能(neng)(neng)(neng)電(dian)池(chi)產線受能(neng)(neng)(neng)耗指標限制落地困難,技術成(cheng)果(guo)就地轉化(hua)(hua)產業(ye)配(pei)套不足;與新型儲(chu)能(neng)(neng)(neng)發展相適應的政策、標準(zhun)和商業(ye)模式仍(reng)需進一步完(wan)善,應用場景不夠豐(feng)富;京津(jin)冀新型儲(chu)能(neng)(neng)(neng)科技成(cheng)果(guo)轉化(hua)(hua)、產業(ye)優勢互(hu)補(bu)、應用場景共建等方(fang)面尚未(wei)形成(cheng)有效統籌等。
二、總體要求
(一)總體思路
落(luo)實(shi)(shi)“四個革命、一個合作”能(neng)源(yuan)安全(quan)新(xin)戰略,立足(zu)率(lv)先實(shi)(shi)現“碳達峰、碳中和”目標(biao)(biao),堅持(chi)以新(xin)時代(dai)首都發展(zhan)為(wei)統(tong)(tong)領(ling),統(tong)(tong)籌發展(zhan)和安全(quan),推(tui)動打造(zao)“三城(cheng)創新(xin)引領(ling)、兩區集(ji)聚帶動、多點協(xie)同支撐”的空間布局,實(shi)(shi)施(shi)“關鍵技(ji)術突破、數(shu)智(zhi)融合示范(fan)、產(chan)業(ye)集(ji)群打造(zao)、生態平臺構(gou)建(jian)”四大任務(wu),構(gou)建(jian)新(xin)型儲(chu)能(neng)產(chan)業(ye)上下游協(xie)同發展(zhan)良好生態,加快實(shi)(shi)現產(chan)業(ye)規模、技(ji)術水平“雙升級(ji)”,發展(zhan)模式、動力機制“雙驅(qu)動”,力爭實(shi)(shi)現新(xin)型儲(chu)能(neng)技(ji)術創新(xin)、數(shu)智(zhi)融合、公共服(fu)務(wu)三項能(neng)力領(ling)先全(quan)國(guo)的階段目標(biao)(biao),推(tui)動新(xin)型儲(chu)能(neng)產(chan)業(ye)成(cheng)為(wei)競爭優勢突出的未來產(chan)業(ye),將(jiang)北京打造(zao)成(cheng)為(wei)世界領(ling)先的新(xin)型儲(chu)能(neng)產(chan)業(ye)策源(yuan)高(gao)地,支撐國(guo)際綠色經濟標(biao)(biao)桿城(cheng)市建(jian)設(she)。
(二)基本原則
——堅持規劃先行、協(xie)同布局。強化(hua)頂層設計,突出規劃引領(ling)作用,結合區(qu)(qu)域產業優(you)勢和特征推動(dong)各區(qu)(qu)差異化(hua)發(fa)(fa)展(zhan)。促進京津冀產業協(xie)同,強化(hua)央(yang)地協(xie)同,加強國際交流(liu)合作,構(gou)建優(you)勢互補、錯位發(fa)(fa)展(zhan)、互利(li)共贏(ying)的發(fa)(fa)展(zhan)格局。
——堅(jian)持(chi)創(chuang)(chuang)新(xin)引領、示范帶動。優化(hua)重大技(ji)術攻關(guan)方向(xiang)布局,持(chi)續提升區(qu)域創(chuang)(chuang)新(xin)生(sheng)態(tai),推(tui)(tui)動新(xin)型(xing)儲能(neng)的基礎理論創(chuang)(chuang)新(xin)、關(guan)鍵(jian)技(ji)術創(chuang)(chuang)新(xin)、產(chan)業創(chuang)(chuang)新(xin)和商(shang)業模式創(chuang)(chuang)新(xin)。因地制宜開展高安全性(xing)新(xin)型(xing)儲能(neng)技(ji)術路線示范應用,加速科技(ji)成果轉化(hua),推(tui)(tui)動新(xin)型(xing)儲能(neng)產(chan)業規(gui)模化(hua)發(fa)展。
——堅持需(xu)求牽引、市場(chang)(chang)主導(dao)。面向經濟社會(hui)和(he)能(neng)源電力(li)行業發(fa)展需(xu)要,尊重(zhong)產業和(he)市場(chang)(chang)規(gui)律,不斷(duan)激發(fa)各類(lei)市場(chang)(chang)主體活力(li),鼓勵龍頭企業發(fa)揮產業帶動作用。完善市場(chang)(chang)化交易機制,健全配套市場(chang)(chang)規(gui)則和(he)監督(du)規(gui)范(fan),推動新型(xing)儲能(neng)有序發(fa)展。
——堅持(chi)安全(quan)為(wei)先、綠色(se)發(fa)展。統籌發(fa)展和安全(quan),提升新(xin)型儲(chu)能項目建(jian)設和運行(xing)管理能力,完(wan)善安全(quan)標準與規范體系。加(jia)強新(xin)型儲(chu)能安全(quan)技術供給,提升本質安全(quan)水(shui)平。大力推(tui)進(jin)綠色(se)低碳技術創新(xin)及應用(yong),推(tui)進(jin)新(xin)型儲(chu)能企業建(jian)立碳足跡管理體系,構(gou)建(jian)全(quan)產業鏈(lian)綠色(se)發(fa)展格局。

到2025年,新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)技術創新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)力(li)全(quan)面提高(gao)(gao),突破5~10項(xiang)關(guan)(guan)鍵核心技術、關(guan)(guan)鍵材料和智能(neng)(neng)(neng)(neng)(neng)(neng)裝備。在長時儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)、儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)安(an)全(quan)、系統集成(cheng)等(deng)領域建設一批(pi)中試平臺(tai),重(zhong)點打造1個新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)業育新(xin)(xin)(xin)基(ji)地,引育5家具(ju)有國際影響力(li)的新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)業鏈(lian)龍頭企業,新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)業營(ying)收超過600億元。高(gao)(gao)安(an)全(quan)、高(gao)(gao)可靠(kao)、高(gao)(gao)能(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)、長壽命(ming)、經濟可行(xing)的新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)品供給能(neng)(neng)(neng)(neng)(neng)(neng)力(li)持續提升。在新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)業示(shi)范區開展半固態/全(quan)固態電(dian)池、液流電(dian)池、儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)安(an)全(quan)技術、儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)數據管理平臺(tai)等(deng)示(shi)范應用。推動新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)在分布(bu)式新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源、超(快(kuai))充站、軌道交通(tong)、數據中心等(deng)場景實(shi)現應用,加快(kuai)虛(xu)擬(ni)電(dian)廠建設。
到2027年,新(xin)型(xing)儲能(neng)技術創(chuang)新(xin)和產(chan)(chan)業(ye)水平(ping)穩居國內前列,“三城創(chuang)新(xin)引領、兩(liang)區集聚(ju)帶動、多點協同(tong)支(zhi)撐”空間格局進一步深化(hua),產(chan)(chan)業(ye)集群(qun)和生態體(ti)系不斷完善。建成1個國家級創(chuang)新(xin)平(ping)臺和2個具有國際影(ying)響力(li)的(de)新(xin)型(xing)儲能(neng)產(chan)(chan)業(ye)示范(fan)區,引育3~5家百億元(yuan)以上規(gui)模的(de)生態主導型(xing)企(qi)業(ye),涌現一批細分(fen)領域國內領先的(de)單項冠(guan)軍、專精特新(xin)“小巨人”企(qi)業(ye),產(chan)(chan)業(ye)創(chuang)新(xin)力(li)和綜合競爭力(li)顯著提(ti)升,實現高端化(hua)、智能(neng)化(hua)、綠色化(hua)發展,新(xin)型(xing)儲能(neng)產(chan)(chan)業(ye)營(ying)收力(li)爭超過1000億元(yuan)。
三、空間布局
基于北京市及(ji)津(jin)冀地區(qu)新(xin)型儲能(neng)產業(ye)的(de)發展基礎和區(qu)域(yu)特(te)色,推動“三城創新(xin)引領(ling)、兩區(qu)集聚(ju)帶動、多(duo)點協同支撐”產業(ye)空間(jian)布(bu)局建設(she)。
(一)高質量打造(zao)“三大科學城”新(xin)型儲能創新(xin)策源地
充分發揮中關村科(ke)學(xue)城、未來科(ke)學(xue)城、懷柔科(ke)學(xue)城的(de)創新引領(ling)作用,深化鋰電池本征安全(quan)、固態電池、鈉離(li)子電池、熱泵儲能(neng)、超(chao)導儲能(neng)等新型(xing)儲能(neng)技(ji)術基(ji)礎研究,結合能(neng)源(yuan)清潔生產、能(neng)源(yuan)柔性傳輸、能(neng)源(yuan)供需(xu)互動,搭建新型(xing)儲能(neng)跨領(ling)域(yu)交叉技(ji)術研發體系,加(jia)快關鍵核心技(ji)術突破,加(jia)強(qiang)前瞻技(ji)術布局和儲備(bei),推動創新成果持續涌現。
(二)高標準建設“一(yi)南一(yi)北”新型儲能產業(ye)示范區(qu)
北(bei)(bei)部以(yi)中(zhong)(zhong)關(guan)村科學城和(he)“能(neng)源谷”建(jian)設為(wei)核心,建(jian)設新型儲能(neng)創新中(zhong)(zhong)心和(he)公共服(fu)務基地(di)(di),布局(ju)數字能(neng)源、公共服(fu)務和(he)先進(jin)制造等環節,圍(wei)繞產教融合(he)、央地(di)(di)融合(he)打造北(bei)(bei)京新型儲能(neng)產業示范“融合(he)創新區(qu)”。南部以(yi)中(zhong)(zhong)關(guan)村房山(shan)園和(he)北(bei)(bei)京經濟技術開發(fa)區(qu)為(wei)載體(ti),建(jian)設高端制造基地(di)(di),布局(ju)儲能(neng)系統集成(cheng)、電化學儲能(neng)、智能(neng)電網、關(guan)鍵材料和(he)核心裝備研發(fa)制造,推動央地(di)(di)合(he)作、京津冀協同,打造北(bei)(bei)京新型儲能(neng)產業示范“協同發(fa)展(zhan)區(qu)”。
(三)高水平打(da)造“多點協(xie)同支撐”的新型儲能(neng)產業(ye)集群
通州區以(yi)創建國(guo)家綠(lv)色(se)發展示(shi)(shi)范(fan)(fan)區為契機,聚焦儲(chu)能(neng)、新(xin)(xin)(xin)型(xing)電(dian)(dian)力系(xi)統(tong)技術(shu)(shu)研發制(zhi)造、示(shi)(shi)范(fan)(fan)應(ying)用(yong),推動數字(zi)能(neng)源(yuan)(yuan)、虛(xu)擬(ni)電(dian)(dian)廠、高(gao)(gao)安(an)全(quan)性新(xin)(xin)(xin)型(xing)儲(chu)能(neng)技術(shu)(shu)及產品先行(xing)先試。懷柔區依托國(guo)家能(neng)源(yuan)(yuan)實驗室,開(kai)展新(xin)(xin)(xin)技術(shu)(shu)新(xin)(xin)(xin)產品成果轉化(hua)。延慶區依托綠(lv)色(se)電(dian)(dian)力示(shi)(shi)范(fan)(fan)區建設和風光(guang)資源(yuan)(yuan),開(kai)展區域風光(guang)儲(chu)一體化(hua)示(shi)(shi)范(fan)(fan)應(ying)用(yong)。鼓勵(li)引導各區根據(ju)實際積極(ji)推進(jin)新(xin)(xin)(xin)型(xing)儲(chu)能(neng)產業(ye)(ye)發展,培育建設若干個專業(ye)(ye)化(hua)產業(ye)(ye)園區。同(tong)(tong)時,充(chong)分(fen)利用(yong)河北(bei)能(neng)源(yuan)(yuan)裝備、應(ying)用(yong)場景優勢和天津智能(neng)制(zhi)造等優勢,協同(tong)(tong)促進(jin)北(bei)京(jing)新(xin)(xin)(xin)型(xing)儲(chu)能(neng)產業(ye)(ye)示(shi)(shi)范(fan)(fan)區、張家口(kou)可再生(sheng)能(neng)源(yuan)(yuan)示(shi)(shi)范(fan)(fan)區、承德(de)釩鈦高(gao)(gao)新(xin)(xin)(xin)技術(shu)(shu)產業(ye)(ye)化(hua)基(ji)地、保定(ding)能(neng)源(yuan)(yuan)裝備產業(ye)(ye)集群等園區聯動發展,構建京(jing)津冀產業(ye)(ye)協同(tong)(tong)發展新(xin)(xin)(xin)格局(ju)。
四、重點任務

科技(ji)(ji)(ji)創(chuang)新(xin)平(ping)臺。圍繞電化(hua)學(xue)儲(chu)能、物理(li)儲(chu)能、關(guan)鍵元器(qi)件、系統集(ji)成(cheng)、儲(chu)能安全(quan)、數(shu)字能源等(deng)技(ji)(ji)(ji)術領(ling)域(yu),整合優勢資(zi)源,圍繞產業共(gong)性技(ji)(ji)(ji)術等(deng)重大需(xu)求,推動市級(ji)產業創(chuang)新(xin)中(zhong)(zhong)心建設,建立(li)覆蓋新(xin)型儲(chu)能基(ji)礎(chu)研(yan)(yan)(yan)究、關(guan)鍵技(ji)(ji)(ji)術攻關(guan)和產業化(hua)應用的全(quan)產業鏈科技(ji)(ji)(ji)創(chuang)新(xin)平(ping)臺體系。支持創(chuang)新(xin)中(zhong)(zhong)心與新(xin)型儲(chu)能企業、高校、科研(yan)(yan)(yan)院(yuan)所建立(li)合作研(yan)(yan)(yan)發機制。
中(zhong)試(shi)驗(yan)(yan)證(zheng)平臺(tai)。支(zhi)持(chi)能(neng)源電力企業建設中(zhong)試(shi)驗(yan)(yan)證(zheng)平臺(tai)及產(chan)品實(shi)證(zheng)基地,提(ti)升北(bei)京城市(shi)副中(zhong)心新型(xing)(xing)電力系(xi)統(tong)試(shi)驗(yan)(yan)基地、北(bei)京市(shi)未來電化學儲能(neng)系(xi)統(tong)集成技(ji)術創新中(zhong)心等平臺(tai)的(de)產(chan)品質量驗(yan)(yan)證(zheng)和(he)工藝(yi)驗(yan)(yan)證(zheng)能(neng)力,加快新型(xing)(xing)儲能(neng)工程化實(shi)施(shi)和(he)產(chan)業化應用進程。
檢驗(yan)檢測(ce)平臺(tai)。鼓(gu)勵機構、企(qi)業(ye)聯合上下游籌建國家(jia)級新型(xing)儲能(新能源)檢驗(yan)檢測(ce)平臺(tai),開展(zhan)新型(xing)儲能產(chan)業(ye)的標準制(zhi)定、仿真建模、檢驗(yan)檢測(ce)和認證認定等服務(wu),為新型(xing)儲能產(chan)業(ye)高質量(liang)發展(zhan)提供技(ji)術支撐。
產教融(rong)(rong)合(he)平臺(tai)。支持在京國家儲(chu)能技術產教融(rong)(rong)合(he)創新平臺(tai)建設(she),鼓勵(li)北京新型(xing)儲(chu)能企業與產教融(rong)(rong)合(he)平臺(tai)加強(qiang)合(he)作(zuo),圍繞新型(xing)儲(chu)能重點領(ling)域(yu)開展(zhan)技術攻(gong)關和(he)人(ren)才培養,提升新型(xing)儲(chu)能領(ling)域(yu)人(ren)才保障和(he)科(ke)技成果轉化水平。
新(xin)型儲(chu)能(neng)大數據平臺。聯(lian)合儲(chu)能(neng)行(xing)業聯(lian)盟,搭建具有權威影(ying)響力的(de)全(quan)球新(xin)型儲(chu)能(neng)數據庫(ku),跟蹤全(quan)球新(xin)型儲(chu)能(neng)產業各類信息建立新(xin)型儲(chu)能(neng)市場動態監測機制,對(dui)市場需(xu)求、產能(neng)布局、產量、出(chu)貨量、成本價格等關(guan)鍵信息進行(xing)監測,為行(xing)業發展提供數據支撐和戰略(lve)指(zhi)引。
國際交(jiao)流(liu)平臺。依托全球(qiu)能(neng)(neng)源轉型大會(hui)、儲能(neng)(neng)國際峰(feng)會(hui)等(deng),積(ji)極發揮(hui)儲能(neng)(neng)聯(lian)盟等(deng)行(xing)業組(zu)織(zhi)作用,建設(she)具有國際影(ying)響力(li)的新型儲能(neng)(neng)國際交(jiao)流(liu)平臺,全面(mian)開展新型儲能(neng)(neng)技術(shu)、人才國際交(jiao)流(liu)合作。
五、保障措施
(一)加強統籌協調
依托(tuo)北(bei)京市新型儲能(neng)工(gong)作專(zhuan)班(ban),強化(hua)政策統(tong)(tong)籌(chou)、資金統(tong)(tong)籌(chou)和(he)場景統(tong)(tong)籌(chou),形成支持北(bei)京新型儲能(neng)產(chan)業(ye)發(fa)展合力。用(yong)好(hao)行(xing)業(ye)協會和(he)各類專(zhuan)家資源,統(tong)(tong)籌(chou)推動技術(shu)推廣(guang)、行(xing)業(ye)交流等相關工(gong)作。利用(yong)京津冀產(chan)業(ye)協同發(fa)展機制(zhi),協調推進三(san)地(di)新型儲能(neng)產(chan)業(ye)優(you)化(hua)布局。
(二)完善政(zheng)策體(ti)系
逐步完善新(xin)型(xing)儲能(neng)(neng)政策(ce)(ce)法規和監管制度(du),為新(xin)型(xing)儲能(neng)(neng)安(an)全(quan)有序、持續穩定發(fa)展提供政策(ce)(ce)保障。加快(kuai)完善各類電(dian)(dian)力市場的(de)準入條件、交易機(ji)(ji)制,推動建(jian)立(li)健全(quan)電(dian)(dian)價政策(ce)(ce)機(ji)(ji)制,為新(xin)型(xing)儲能(neng)(neng)行業發(fa)展創(chuang)造更大空間。
(三)強化標準(zhun)引(yin)領(ling)
鼓勵在(zai)京(jing)企事業單(dan)位參與(yu)國際標(biao)(biao)準(zhun)化活動(dong)和(he)(he)國際標(biao)(biao)準(zhun)研(yan)究,融入全球創(chuang)新(xin)(xin)網絡。支持(chi)產業聯盟等社會團體(ti)快(kuai)速(su)響應技術創(chuang)新(xin)(xin)和(he)(he)市場(chang)需求,自主制定(ding)和(he)(he)發(fa)布團體(ti)標(biao)(biao)準(zhun)。發(fa)揮政(zheng)府(fu)在(zai)標(biao)(biao)準(zhun)規范(fan)(fan)制定(ding)、實施過程中的(de)引導與(yu)監督作用,促進(jin)新(xin)(xin)型儲能標(biao)(biao)準(zhun)規范(fan)(fan)的(de)有效實施。逐步構建(jian)完(wan)整(zheng)的(de)新(xin)(xin)型儲能技術標(biao)(biao)準(zhun)體(ti)系,保持(chi)國內標(biao)(biao)準(zhun)引領(ling)地(di)位。
(四)加強(qiang)央地合作
依托在(zai)(zai)京(jing)能(neng)源央企在(zai)(zai)技術(shu)創新(xin)、應用場景和資金方面的優勢,強化央地合(he)作,推動能(neng)源央企與市區兩級(ji)政府、在(zai)(zai)京(jing)儲能(neng)相關企業(ye)在(zai)(zai)股權、創新(xin)、場景等(deng)方面的合(he)作,助力北京(jing)新(xin)型(xing)儲能(neng)產(chan)業(ye)發展。
(五)加(jia)大資金保(bao)障
強(qiang)化(hua)(hua)財(cai)政資金扶持(chi),用(yong)好新型儲(chu)能(neng)(neng)專項支(zhi)持(chi)政策,分級分類(lei)支(zhi)持(chi)新型儲(chu)能(neng)(neng)產(chan)(chan)業(ye)在京創新發展(zhan)。對(dui)企業(ye)開展(zhan)關鍵核心技術產(chan)(chan)業(ye)化(hua)(hua)攻關、生產(chan)(chan)能(neng)(neng)源領(ling)域首臺(tai)套(tao)裝備、實施智能(neng)(neng)化(hua)(hua)綠色化(hua)(hua)項目改造等,分類(lei)予以資金支(zhi)持(chi)。統籌資源加強(qiang)對(dui)新型儲(chu)能(neng)(neng)領(ling)域創新中(zhong)心、中(zhong)試平臺(tai)等專業(ye)化(hua)(hua)服(fu)務(wu)機(ji)構的支(zhi)持(chi)。鼓勵重點區(qu)出臺(tai)配套(tao)政策,形成(cheng)市區(qu)聯動(dong)的資金支(zhi)持(chi)機(ji)制。
(六)優化金融支(zhi)持
發(fa)(fa)揮北(bei)京市(shi)(shi)(shi)綠色能源基金(jin)引導作用(yong),加大對初創期、成(cheng)長(chang)期以及成(cheng)熟(shu)期階段項目支(zhi)持(chi)力度(du)。深挖優質企(qi)業(ye)資(zi)源,支(zhi)持(chi)新(xin)(xin)型(xing)儲能專精(jing)特新(xin)(xin)企(qi)業(ye)快速申報北(bei)交(jiao)所,提高發(fa)(fa)行上市(shi)(shi)(shi)審核效(xiao)率。加強新(xin)(xin)型(xing)儲能企(qi)業(ye)上市(shi)(shi)(shi)培育服務(wu)力度(du),舉(ju)辦有針對性的投(tou)(tou)融資(zi)對接和(he)上市(shi)(shi)(shi)培訓。支(zhi)持(chi)各類(lei)風險(xian)投(tou)(tou)資(zi)或股權投(tou)(tou)資(zi)基金(jin)等社(she)會資(zi)本參與北(bei)京市(shi)(shi)(shi)新(xin)(xin)型(xing)儲能產業(ye)投(tou)(tou)資(zi)。
(七)推動(dong)人才建設
加強新(xin)(xin)型儲(chu)能(neng)(neng)產業(ye)(ye)領(ling)軍人(ren)才引進,為(wei)在(zai)京創(chuang)新(xin)(xin)創(chuang)業(ye)(ye)企業(ye)(ye)提(ti)供優質服務(wu)和全面保障(zhang)。支持新(xin)(xin)型儲(chu)能(neng)(neng)企業(ye)(ye)開放創(chuang)新(xin)(xin)驗證平臺,建設實訓基地,為(wei)院校提(ti)供實習實訓機會,加快培(pei)養新(xin)(xin)型儲(chu)能(neng)(neng)產業(ye)(ye)高技能(neng)(neng)人(ren)才。鼓勵產業(ye)(ye)集聚區對新(xin)(xin)型儲(chu)能(neng)(neng)領(ling)域重點企業(ye)(ye)引入(ru)人(ren)才,在(zai)子女入(ru)學、落戶(hu)、住房等方面提(ti)供優質便捷(jie)服務(wu)。
(八(ba))加強國際(ji)合作
支(zhi)持新型(xing)儲(chu)能企(qi)業(ye)加快海外知識(shi)產權布局、爭取國(guo)際(ji)產品認證,積(ji)極開拓國(guo)際(ji)市場(chang),提升國(guo)際(ji)化經營能力(li)。支(zhi)持全(quan)(quan)球(qiu)(qiu)(qiu)儲(chu)能跨(kua)國(guo)公司(si)在京設立研發中心或(huo)與(yu)本市企(qi)業(ye)開展(zhan)儲(chu)能領域(yu)技術(shu)和產業(ye)合作。依托全(quan)(quan)球(qiu)(qiu)(qiu)能源轉型(xing)高層(ceng)論壇(tan),打造具有全(quan)(quan)球(qiu)(qiu)(qiu)影響力(li)的技術(shu)交流和產業(ye)合作平臺。
