城市(shi)(shi)是推(tui)進數(shu)字(zi)(zi)中國建設(she)(she)的(de)綜合載體(ti),推(tui)進城市(shi)(shi)數(shu)字(zi)(zi)化轉型(xing)(xing)、智慧(hui)化發(fa)展(zhan),是面向未來構筑城市(shi)(shi)競爭(zheng)新優勢的(de)關(guan)鍵之(zhi)舉,也(ye)是推(tui)動城市(shi)(shi)治(zhi)理(li)(li)體(ti)系和治(zhi)理(li)(li)能力(li)現(xian)代化的(de)必然要求(qiu)。為深入貫徹落(luo)實黨中央(yang)、國務(wu)院關(guan)于(yu)數(shu)字(zi)(zi)中國建設(she)(she)的(de)決策部(bu)署,以數(shu)據(ju)融通、開(kai)發(fa)利用貫穿城市(shi)(shi)全域數(shu)字(zi)(zi)化轉型(xing)(xing)建設(she)(she)始終,更好服(fu)務(wu)城市(shi)(shi)高(gao)(gao)質量發(fa)展(zhan)、高(gao)(gao)效(xiao)能治(zhi)理(li)(li)、高(gao)(gao)品質生活,支撐發(fa)展(zhan)新質生產力(li),推(tui)進中國式現(xian)代化城市(shi)(shi)建設(she)(she),特制定(ding)本(ben)意見。
一、總體要求
以習近平新時代中國特色社會主義思想為指導,完整、準確、全面貫徹新發展理念,統籌發展和安全,充分發揮數據的基礎資源和創新引擎作用,整體性重塑智慧城市技術架構、系統性變革城市管理流程、一體化推動產城深度融合,全面提升城市全域數字化轉型的整體性、系統性、協同性,不斷滿足人民日益增長的美好生活需要,為全面建設社會主義現代化國家提供強大動力。到2027年,全國城市全域數字化轉型取得明顯成效,形成一批橫向打通、縱向貫通、各具特色的宜居、韌性、智慧城市,有(you)力(li)支撐(cheng)數字中(zhong)國建設。到2030年,全國城市(shi)全域數字化(hua)轉型全面突破,人民(min)群眾的(de)獲得(de)感、幸福感、安全感全面提升,涌現一批(pi)數字文明時代具有(you)全球競爭力(li)的(de)中(zhong)國式(shi)現代化(hua)城市(shi)。
二、全(quan)領(ling)域推(tui)進城市(shi)數(shu)字化轉型
(一(yi)(yi)(yi))建(jian)立城(cheng)市(shi)(shi)數字(zi)化共(gong)(gong)性(xing)(xing)基(ji)礎。構建(jian)統一(yi)(yi)(yi)規劃、統一(yi)(yi)(yi)架構、統一(yi)(yi)(yi)標準、統一(yi)(yi)(yi)運維的(de)(de)城(cheng)市(shi)(shi)運行和治理智能(neng)中樞(shu),打(da)造線上線下(xia)聯(lian)動、服務管理協(xie)(xie)同的(de)(de)城(cheng)市(shi)(shi)共(gong)(gong)性(xing)(xing)支撐平臺(tai),構建(jian)開放兼容、共(gong)(gong)性(xing)(xing)賦能(neng)、安全(quan)可靠的(de)(de)綜(zong)合性(xing)(xing)基(ji)礎環(huan)境,推進(jin)算法、模(mo)型(xing)等數字(zi)資源一(yi)(yi)(yi)體集(ji)成部署,探索建(jian)立共(gong)(gong)性(xing)(xing)組件、模(mo)塊(kuai)等共(gong)(gong)享協(xie)(xie)作機制(zhi)。鼓勵(li)發(fa)展基(ji)于人工智能(neng)等技術的(de)(de)智能(neng)分析、智能(neng)調度、智能(neng)監管、輔助(zhu)決策,全(quan)面支撐賦能(neng)城(cheng)市(shi)(shi)數字(zi)化轉(zhuan)型(xing)場(chang)景建(jian)設(she)與發(fa)展。鼓勵(li)有(you)條件的(de)(de)地方推進(jin)城(cheng)市(shi)(shi)信息模(mo)型(xing)、時空大(da)數據、國土空間基(ji)礎信息、實(shi)(shi)景三(san)維中國等基(ji)礎平臺(tai)功能(neng)整(zheng)合、協(xie)(xie)同發(fa)展、應用(yong)賦能(neng),為城(cheng)市(shi)(shi)數字(zi)化轉(zhuan)型(xing)提供(gong)統一(yi)(yi)(yi)的(de)(de)時空框架,因地制(zhi)宜有(you)序探索推進(jin)數字(zi)孿生(sheng)(sheng)城(cheng)市(shi)(shi)建(jian)設(she),推動虛實(shi)(shi)共(gong)(gong)生(sheng)(sheng)、仿真推演、迭代優化的(de)(de)數字(zi)孿生(sheng)(sheng)場(chang)景落地。
(二)培育壯大城市數字經濟。深入推進數字技術與一二三產業深度融合,鼓勵平臺企業構建多層次產業互聯網服務平臺。因地制宜發展智慧農業,加快工業互聯網規模化應用,推動金融、物流等生產性服務業和商貿、文旅、康養等生活性服務業數字化轉型,提升“上云用數賦智”水平。深化數字化轉型促進中心建設,促進城市數字化轉型和大中小企業融合創新協同發展。因地制宜發展新興數字產業,加強大數據、人工智能、區塊鏈、先進計算、未來網絡、衛星遙感、三維建模等關鍵數字技術在城市場景中集成應用,加快技術創新成果轉化,打造具有國際競爭力的數字產業集群。培育壯大數據產(chan)業,發展一批(pi)數據商和(he)第三方專(zhuan)業服務(wu)機構,提(ti)高數據要素應用(yong)支(zhi)撐與服務(wu)能力(li)。
(三)促(cu)進(jin)新(xin)型產城(cheng)融合(he)(he)發(fa)展。創(chuang)(chuang)(chuang)新(xin)生(sheng)產空間(jian)和(he)(he)生(sheng)活空間(jian)融合(he)(he)的數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)場景(jing),加強城(cheng)市(shi)空間(jian)開發(fa)利(li)用大(da)數(shu)(shu)(shu)據(ju)分(fen)析(xi),推(tui)進(jin)數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)賦能(neng)郊區(qu)(qu)新(xin)城(cheng),實現城(cheng)市(shi)多中心、網絡化(hua)(hua)、組(zu)團式發(fa)展。推(tui)動(dong)城(cheng)市(shi)“數(shu)(shu)(shu)字(zi)(zi)更(geng)新(xin)”,加快街區(qu)(qu)、商圈等(deng)城(cheng)市(shi)微單(dan)元基礎設施智(zhi)能(neng)化(hua)(hua)升級(ji),探索利(li)用數(shu)(shu)(shu)字(zi)(zi)技術(shu)創(chuang)(chuang)(chuang)新(xin)應用場景(jing),激(ji)發(fa)產城(cheng)融合(he)(he)服務能(neng)級(ji)與數(shu)(shu)(shu)字(zi)(zi)活力(li)。深化(hua)(hua)城(cheng)市(shi)場景(jing)開放促(cu)進(jin)以城(cheng)帶產,提升產業聚合(he)(he)力(li)。加速創(chuang)(chuang)(chuang)新(xin)資源(yuan)共(gong)享助(zhu)力(li)以產促(cu)城(cheng),發(fa)展虛(xu)擬(ni)園區(qu)(qu)和(he)(he)跨區(qu)(qu)域協同創(chuang)(chuang)(chuang)新(xin)平臺(tai),增強城(cheng)市(shi)數(shu)(shu)(shu)字(zi)(zi)經濟就業吸附力(li)。
(四)推(tui)(tui)進城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)精準精細治理。加強(qiang)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)數(shu)(shu)字(zi)化(hua)(hua)轉型與城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)更(geng)新(xin)、空間優化(hua)(hua)、產業發展、鄉(xiang)村振興、社會信(xin)(xin)(xin)用(yong)(yong)等(deng)重大戰(zhan)略與政策銜接(jie)協同。完善城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)運(yun)行(xing)管(guan)(guan)理服(fu)務(wu)(wu)平臺,深化(hua)(hua)“一(yi)(yi)網(wang)統管(guan)(guan)”建(jian)(jian)設(she),推(tui)(tui)動城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)規(gui)(gui)劃、建(jian)(jian)設(she)、管(guan)(guan)理、運(yun)維全過程(cheng)各環節數(shu)(shu)據融通,加強(qiang)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)生命體(ti)(ti)征(zheng)監測(ce),推(tui)(tui)動城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)體(ti)(ti)檢(jian)與城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)更(geng)新(xin)數(shu)(shu)據賦(fu)能、業務(wu)(wu)聯(lian)動。依托城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)運(yun)行(xing)和治理智(zhi)能中樞等(deng),整合狀(zhuang)態感知、建(jian)(jian)模(mo)分析、城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)運(yun)行(xing)、應急指揮(hui)等(deng)功能,聚合公共(gong)安全、規(gui)(gui)劃建(jian)(jian)設(she)、城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)管(guan)(guan)理、應急通信(xin)(xin)(xin)、交通管(guan)(guan)理、市(shi)(shi)場監管(guan)(guan)、生態環境(jing)、民情感知等(deng)領(ling)域,實(shi)現(xian)態勢(shi)全面感知、趨(qu)勢(shi)智(zhi)能研判(pan)、協同高效處置、調度(du)敏捷響應、平急快速切(qie)換。探索(suo)基(ji)層一(yi)(yi)體(ti)(ti)化(hua)(hua)智(zhi)慧(hui)治理體(ti)(ti)系(xi),加快高頻數(shu)(shu)據按需合規(gui)(gui)回(hui)流基(ji)層,形成基(ji)層數(shu)(shu)據可有效沉淀、可快速共(gong)享的應用(yong)(yong)服(fu)務(wu)(wu)體(ti)(ti)系(xi),促進業務(wu)(wu)協同和上下聯(lian)動。加強(qiang)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)自然人(ren)、法人(ren)信(xin)(xin)(xin)用(yong)(yong)體(ti)(ti)系(xi)建(jian)(jian)設(she),推(tui)(tui)進信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息歸集和加工應用(yong)(yong),探索(suo)依法依規(gui)(gui)建(jian)(jian)立城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)數(shu)(shu)字(zi)服(fu)務(wu)(wu)供(gong)應商信(xin)(xin)(xin)用(yong)(yong)承諾、守信(xin)(xin)(xin)激勵、失(shi)信(xin)(xin)(xin)懲(cheng)戒(jie)、信(xin)(xin)(xin)用(yong)(yong)修復的管(guan)(guan)理閉環。探索(suo)建(jian)(jian)設(she)基(ji)于城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)統一(yi)(yi)標識體(ti)(ti)系(xi)的“城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)碼(ma)”,推(tui)(tui)進房屋建(jian)(jian)筑、重大項目等(deng)“落圖+賦(fu)碼(ma)”機制,形成“多碼(ma)合一(yi)(yi)、一(yi)(yi)碼(ma)互(hu)聯(lian)”的服(fu)務(wu)(wu)治理體(ti)(ti)系(xi)。
(五)豐(feng)富(fu)普惠數字(zi)公(gong)(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)。提升(sheng)“一(yi)網(wang)通辦(ban)(ban)”效能,以(yi)便民惠企為(wei)(wei)導向(xiang),探(tan)索政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)增值化(hua)改革,拓展涉企服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)廣度和(he)深(shen)(shen)度,推動政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)從“能辦(ban)(ban)”向(xiang)“好辦(ban)(ban)”轉變,加大(da)環節精簡,流程(cheng)優化(hua)再造(zao),深(shen)(shen)入推進“高(gao)(gao)效辦(ban)(ban)成一(yi)件事”基本覆(fu)蓋城(cheng)市公(gong)(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)高(gao)(gao)頻事項。支(zhi)持(chi)地方建(jian)(jian)立(li)多元參與和(he)公(gong)(gong)眾監督機(ji)制,及時回(hui)應(ying)民眾關切(qie)。探(tan)索以(yi)社(she)會保(bao)(bao)障(zhang)(zhang)卡為(wei)(wei)載體(ti)建(jian)(jian)立(li)居民服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)“一(yi)卡通”。推動數字(zi)技術(shu)和(he)教育、醫療、住(zhu)房(fang)、就業、養老(lao)等公(gong)(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)融合,促進優質公(gong)(gong)共(gong)資源跨(kua)時空共(gong)享,提升(sheng)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)資源覆(fu)蓋面(mian)和(he)均衡普惠度。加強數字(zi)化(hua)賦能保(bao)(bao)障(zhang)(zhang)性住(zhu)房(fang)、城(cheng)中村改造(zao)建(jian)(jian)設(she)。推進適老(lao)助殘無障(zhang)(zhang)礙設(she)施與公(gong)(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)數字(zi)化(hua)改造(zao),積極發揮社(she)會和(he)市場力(li)量助力(li)重點人群(qun)跨(kua)越數字(zi)鴻溝。推動打造(zao)低成本、高(gao)(gao)體(ti)驗(yan)、交互式的社(she)區、居家智慧養老(lao)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)場景。普及數字(zi)生活智能化(hua),加快智慧餐飲、智能出行、數字(zi)家庭、上門經濟、即時零售等新場景建(jian)(jian)設(she),打造(zao)城(cheng)市數字(zi)消費新地標。加強城(cheng)市歷(li)史文(wen)化(hua)遺產(chan)保(bao)(bao)護傳(chuan)承(cheng)數字(zi)化(hua)應(ying)用,以(yi)數字(zi)技術(shu)深(shen)(shen)入挖(wa)掘城(cheng)市特色文(wen)化(hua)資源,豐(feng)富(fu)數字(zi)文(wen)創、數字(zi)內容(rong)等服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)供給,發展智慧旅游。
(六)優化綠色智慧宜居環境。提高生態環境監管治理協同水平,打造智慧高效生態環境數字化監測體系,加強跨部門生態治理業務集成和數據聯動,支撐美麗城市建設。增強城市地理信息公共服務能力,加快提升國土空間基礎信息平臺智能化水平,建設國土空間規劃實施監測網絡,支撐自然資源和國土空間規劃分析決策。積極發展綠色智慧協同模式,鼓勵有條件地區推進省市縣一體化碳達峰、碳中和數智化管理,開展重點行業和區域碳排放監測分析,在產業園區、商務區等建設零碳智慧園區、綠色智能建筑。建立(li)多方參與的碳普惠機制(zhi),探(tan)索構建個人企業碳賬戶、碳足跡等數據(ju)空間應用(yong)。倡導(dao)(dao)綠色出行(xing)、數字消費等低(di)碳生活(huo)方式(shi),引導(dao)(dao)居民生活(huo)數字化綠色化協同轉(zhuan)型。
(七)提(ti)升(sheng)城(cheng)(cheng)(cheng)市(shi)安(an)(an)(an)全(quan)(quan)韌(ren)性(xing)水平(ping)。加(jia)強城(cheng)(cheng)(cheng)市(shi)物(wu)理(li)(li)空間(jian)安(an)(an)(an)全(quan)(quan)管(guan)(guan)理(li)(li)和(he)(he)安(an)(an)(an)全(quan)(quan)風(feng)險(xian)態勢(shi)感知(zhi),強化(hua)應(ying)(ying)(ying)急廣播等(deng)城(cheng)(cheng)(cheng)市(shi)安(an)(an)(an)全(quan)(quan)風(feng)險(xian)預警信(xin)息發布手段,圍繞(rao)“高效處(chu)(chu)置(zhi)(zhi)(zhi)一件(jian)事”,完善城(cheng)(cheng)(cheng)市(shi)常態事件(jian)和(he)(he)應(ying)(ying)(ying)急事件(jian)分類處(chu)(chu)置(zhi)(zhi)(zhi)流程(cheng),打破城(cheng)(cheng)(cheng)市(shi)管(guan)(guan)理(li)(li)條塊分割和(he)(he)信(xin)息壁壘,構建全(quan)(quan)鏈條、全(quan)(quan)環節聯動應(ying)(ying)(ying)急處(chu)(chu)置(zhi)(zhi)(zhi)體系(xi)(xi),實(shi)現(xian)彈性(xing)適應(ying)(ying)(ying)、快(kuai)速(su)恢復。加(jia)強城(cheng)(cheng)(cheng)市(shi)數(shu)(shu)字(zi)空間(jian)安(an)(an)(an)全(quan)(quan)管(guan)(guan)理(li)(li),健全(quan)(quan)完善網(wang)絡安(an)(an)(an)全(quan)(quan)監測預警和(he)(he)應(ying)(ying)(ying)急處(chu)(chu)置(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi),構建城(cheng)(cheng)(cheng)市(shi)網(wang)絡運行安(an)(an)(an)全(quan)(quan)管(guan)(guan)理(li)(li)體系(xi)(xi),提(ti)升(sheng)通信(xin)網(wang)絡韌(ren)性(xing)。加(jia)快(kuai)推(tui)進城(cheng)(cheng)(cheng)市(shi)數(shu)(shu)據(ju)(ju)(ju)安(an)(an)(an)全(quan)(quan)體系(xi)(xi)建設(she),依法(fa)依規加(jia)強數(shu)(shu)據(ju)(ju)(ju)收集、存儲、使用、加(jia)工、傳輸、提(ti)供(gong)、公(gong)開等(deng)全(quan)(quan)過程(cheng)安(an)(an)(an)全(quan)(quan)監管(guan)(guan),落實(shi)數(shu)(shu)據(ju)(ju)(ju)分類分級保護制(zhi)(zhi)(zhi)度,壓實(shi)數(shu)(shu)據(ju)(ju)(ju)安(an)(an)(an)全(quan)(quan)主體責(ze)任。加(jia)強個人隱私保護。推(tui)進建設(she)有韌(ren)性(xing)的城(cheng)(cheng)(cheng)市(shi)數(shu)(shu)據(ju)(ju)(ju)可(ke)信(xin)流通體系(xi)(xi),健全(quan)(quan)數(shu)(shu)據(ju)(ju)(ju)要素流通領域(yu)數(shu)(shu)據(ju)(ju)(ju)安(an)(an)(an)全(quan)(quan)實(shi)時監測預警、數(shu)(shu)據(ju)(ju)(ju)安(an)(an)(an)全(quan)(quan)事件(jian)通報和(he)(he)應(ying)(ying)(ying)急處(chu)(chu)理(li)(li)機(ji)制(zhi)(zhi)(zhi)。
三、全方(fang)位(wei)增強(qiang)城市數字(zi)化轉型支(zhi)撐
(八)建(jian)(jian)(jian)(jian)設(she)(she)(she)完善數字(zi)(zi)基礎(chu)設(she)(she)(she)施(shi)。深(shen)入(ru)實(shi)施(shi)城(cheng)(cheng)市(shi)(shi)(shi)云網(wang)(wang)強基行(xing)動,加(jia)快建(jian)(jian)(jian)(jian)設(she)(she)(she)新型廣播電視網(wang)(wang)絡,推(tui)(tui)進(jin)千兆城(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)(she),探索發展(zhan)數字(zi)(zi)低空基礎(chu)設(she)(she)(she)施(shi)。統(tong)籌推(tui)(tui)進(jin)城(cheng)(cheng)市(shi)(shi)(shi)算(suan)(suan)(suan)力(li)(li)網(wang)(wang)建(jian)(jian)(jian)(jian)設(she)(she)(she),實(shi)現城(cheng)(cheng)市(shi)(shi)(shi)算(suan)(suan)(suan)力(li)(li)需(xu)(xu)求與國家樞紐節點算(suan)(suan)(suan)力(li)(li)資源高效供需(xu)(xu)匹配(pei),有效降低算(suan)(suan)(suan)力(li)(li)使(shi)用成本。建(jian)(jian)(jian)(jian)設(she)(she)(she)數據(ju)流通(tong)利(li)用基礎(chu)設(she)(she)(she)施(shi),促進(jin)政府部門之間(jian)、政企之間(jian)、產業鏈環(huan)節間(jian)數據(ju)可信可控流通(tong)。加(jia)快推(tui)(tui)動城(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)(jian)(jian)筑、道路橋梁(liang)、園林(lin)綠(lv)地、地下管廊、水(shui)利(li)水(shui)務、燃氣(qi)熱力(li)(li)、環(huan)境(jing)衛生等公共設(she)(she)(she)施(shi)數字(zi)(zi)化改造、智能(neng)(neng)(neng)(neng)(neng)化運營(ying),統(tong)籌部署泛在韌性的城(cheng)(cheng)市(shi)(shi)(shi)智能(neng)(neng)(neng)(neng)(neng)感知終端。推(tui)(tui)動綜合(he)能(neng)(neng)(neng)(neng)(neng)源服務與智慧(hui)(hui)社區、智慧(hui)(hui)園區、智慧(hui)(hui)樓(lou)宇等用能(neng)(neng)(neng)(neng)(neng)場景深(shen)度耦合(he),利(li)用數字(zi)(zi)技術提升綜合(he)能(neng)(neng)(neng)(neng)(neng)源服務綠(lv)色低碳效益。推(tui)(tui)動新能(neng)(neng)(neng)(neng)(neng)源汽車(che)融入(ru)新型電力(li)(li)系統(tong),推(tui)(tui)進(jin)城(cheng)(cheng)市(shi)(shi)(shi)智能(neng)(neng)(neng)(neng)(neng)基礎(chu)設(she)(she)(she)施(shi)與智能(neng)(neng)(neng)(neng)(neng)網(wang)(wang)聯汽車(che)協(xie)同發展(zhan)。

四、全過(guo)程優化城市數字化轉型(xing)生態
(十)推進(jin)適(shi)數(shu)(shu)化(hua)制(zhi)度(du)(du)創(chuang)新。鼓勵城市(shi)(shi)開展管理(li)服務(wu)手段、管理(li)服務(wu)模式(shi)、管理(li)服務(wu)理(li)念(nian)的適(shi)數(shu)(shu)化(hua)變(bian)革,建立健(jian)全(quan)相關制(zhi)度(du)(du)規(gui)范(fan)(fan)(fan),完善規(gui)則規(gui)范(fan)(fan)(fan)和運(yun)(yun)行流程體系(xi)。探索央(yang)地協(xie)同(tong)推進(jin)數(shu)(shu)字化(hua)變(bian)革與(yu)制(zhi)度(du)(du)創(chuang)新。推動完善公共數(shu)(shu)據(ju)管理(li)和授權運(yun)(yun)營法規(gui)政策,細(xi)化(hua)完善配(pei)套措(cuo)施。推進(jin)標(biao)準建設應用(yong),加快城市(shi)(shi)數(shu)(shu)字化(hua)轉(zhuan)型(xing)規(gui)劃設計、數(shu)(shu)據(ju)互(hu)操作、數(shu)(shu)字孿生、運(yun)(yun)營運(yun)(yun)維等標(biao)準規(gui)范(fan)(fan)(fan)研制(zhi),推動標(biao)準符合性檢測認證(zheng),促(cu)進(jin)城市(shi)(shi)全(quan)域數(shu)(shu)字化(hua)轉(zhuan)型(xing)規(gui)范(fan)(fan)(fan)化(hua)、高質(zhi)量發展。
(十(shi)一(yi))創新運(yun)營(ying)(ying)運(yun)維模式。加快建立(li)城市數(shu)據資(zi)源運(yun)營(ying)(ying)、設施(shi)運(yun)營(ying)(ying)、服務(wu)(wu)運(yun)營(ying)(ying)體(ti)系,探索新型(xing)政(zheng)企(qi)(qi)合(he)作伙伴機(ji)制(zhi),推(tui)動政(zheng)府、企(qi)(qi)業(ye)、科(ke)研智庫和(he)金融(rong)機(ji)構等組建城市數(shu)字化(hua)運(yun)營(ying)(ying)生態圈(quan),打造多(duo)元參與、供需對(dui)接、價(jia)值驅(qu)動的社會(hui)長(chang)效運(yun)營(ying)(ying)機(ji)制(zhi),探索建立(li)結果(guo)導(dao)向(xiang)型(xing)運(yun)營(ying)(ying)預算和(he)考核機(ji)制(zhi),加大政(zheng)府購買服務(wu)(wu)力(li)度。統籌推(tui)進城市公共數(shu)據授權運(yun)營(ying)(ying)。探索建立(li)統一(yi)規范的城市運(yun)維體(ti)系,構建城市運(yun)行和(he)治理(li)智能中樞等系統與部門業(ye)務(wu)(wu)需求(qiu)、市民企(qi)(qi)業(ye)反饋相互貫通(tong)、迭代優化(hua)的運(yun)維機(ji)制(zhi)。支持各地創新一(yi)體(ti)化(hua)、規范化(hua)運(yun)維管理(li)機(ji)制(zhi),逐步(bu)形成各類數(shu)字資(zi)源統一(yi)編(bian)目、配置、運(yun)維閉環(huan)。
(十二(er))推動(dong)數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)化(hua)(hua)協(xie)(xie)(xie)同(tong)發(fa)展(zhan)。推動(dong)城(cheng)(cheng)市(shi)群數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)一(yi)體化(hua)(hua)發(fa)展(zhan),在長三角、粵(yue)港澳大(da)灣區(qu)等城(cheng)(cheng)市(shi)群推動(dong)數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)基礎設施優化(hua)(hua)布局,強化(hua)(hua)數(shu)(shu)(shu)據要素共(gong)享(xiang)利用,數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)服務(wu)普惠共(gong)享(xiang),數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)治理(li)高(gao)效協(xie)(xie)(xie)同(tong)。推動(dong)數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)經濟東西(xi)部協(xie)(xie)(xie)作(zuo),開展(zhan)共(gong)建(jian)數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)產(chan)(chan)業園區(qu)、數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)消費幫扶(fu)等活動(dong),加強先進規劃理(li)念、建(jian)設經驗、管(guan)理(li)模(mo)式(shi)復制推廣。彌合城(cheng)(cheng)鄉(xiang)數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)鴻溝(gou),統籌(chou)推進智慧城(cheng)(cheng)市(shi)與數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)鄉(xiang)村(cun)協(xie)(xie)(xie)同(tong)建(jian)設,推動(dong)城(cheng)(cheng)鄉(xiang)數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)設施共(gong)享(xiang)、數(shu)(shu)(shu)據資源(yuan)整(zheng)合,產(chan)(chan)業生態互促、公共(gong)服務(wu)共(gong)用。開展(zhan)城(cheng)(cheng)市(shi)全(quan)域數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)化(hua)(hua)轉型國際合作(zuo),支持建(jian)立數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)化(hua)(hua)合作(zuo)伙(huo)伴(ban)關系,大(da)力(li)發(fa)展(zhan)數(shu)(shu)(shu)字(zi)(zi)(zi)(zi)(zi)貿易。
五、保障措施
(十(shi)三)加(jia)強(qiang)(qiang)(qiang)組(zu)織實施(shi)。充分發揮數字(zi)經(jing)(jing)濟發展部際聯席會議(yi)制(zhi)度作用,切實加(jia)強(qiang)(qiang)(qiang)組(zu)織領(ling)導、綜(zong)合協調和政(zheng)策(ce)保障。各(ge)(ge)地(di)(di)方(fang)要加(jia)強(qiang)(qiang)(qiang)領(ling)導,推(tui)動(dong)各(ge)(ge)項政(zheng)策(ce)措施(shi)、重點任務落地(di)(di)見效,杜絕數字(zi)“形象工程”。鼓勵各(ge)(ge)地(di)(di)方(fang)在依法依規、風(feng)險可控前提(ti)下(xia),通過各(ge)(ge)類資金渠道,加(jia)強(qiang)(qiang)(qiang)資金支持。強(qiang)(qiang)(qiang)化數字(zi)人才隊(dui)伍建設,提(ti)升市民數字(zi)素(su)養。及(ji)時(shi)總結(jie)各(ge)(ge)地(di)(di)方(fang)推(tui)進城市數字(zi)化轉型創新舉措,梳理形成(cheng)可復制(zhi)可推(tui)廣的經(jing)(jing)驗(yan),加(jia)強(qiang)(qiang)(qiang)交流,共享成(cheng)果,適時(shi)面向全國(guo)推(tui)廣。
